ORGANIZATIONAL CONTEXT

The Global Network against Food Crises was launched at the 2016 World Humanitarian Summit by the European Union, FAO and WFP with the objective of tackling the root causes of food crises and promoting sustainable solutions through shared analysis and knowledge and strengthened coordination in evidence-based responses. One of the foundational principles of the Network is that responses in food crises need to address immediate humanitarian needs, link the short-term interventions with a medium to long-term vision, and invest in targeted development assistance to reduce needs, risks and vulnerability as well as in early preparedness and anticipatory actions.

The Network operates at national, regional and global level along three interlinked dimensions (3×3 approach):

1. Understanding food crises – Generating evidence-based information and analysis.

2. Strategic Investment in food and nutrition security – Leveraging strategic investments to prepare, prevent and respond to food crises.

3. Going beyond food – Fostering political uptake and functional coordination across clusters/sectors to address other dimensions driving the food security crisis scenarios.

The vision of the Global Network Against Food Crises is to prepare and respond to food crises and support the collective outcome related to Ending Hunger (SDG 2); reducing needs, risks and vulnerabilities associated with acute hunger, achieve food security and improved nutrition and promote sustainable agriculture and food systems.

The overall strategic guidance of the Global Network is entrusted to a Senior Steering Group – the decision-making body of the Global Network providing strategic and policy guidance. The operational body of the Senior Steering Group is the Global Network Technical Support Unit designed to support country and regionally-led initiatives.

JOB PURPOSE

As the Head of Partnerships & Senior Coordinator of GNAFC, the incumbent will be responsible to lead the engagement with other UN agencies and partners and to coordinate GNAFC’s representation in relevant international fora and mechanisms. Together with the head of country engagement, the incumbent will be part of the GNAFC management team and will support the Chief providing strategic advice to identify new partner opportunities and expand existing ones, in order to increase the Global Network’s impact at local, regional and global level. She/he will also co-lead the Humanitarian-Development-Peace Coalition Secretariat and work to establish strategic partnerships with key member states, regional organisations, operational agencies and research institutes.

KEY ACCOUNTABILITIES (not all-inclusive)

In support of the Chief of Global Network Team, lead World Food Programme (WFP)'s engagement in inter-agency and international fora and mechanisms. This includes:

  • Represent and co-lead the Humanitarian-Development-Peace (HDP) Nexus Coalition Secretariat, together with the g7+, Food and Agriculture Organization (FAO) and Stockholm International Peace Research Institute (SIPRI); establish strategic partnership with key member states, regional organizations, operational agencies and research institutions.
  • Lead the HDP Nexus Coalition Secretariat and manage Secretariat staff, including to ensure strategic linkages with the Food System Summit ("FSS") coordination hub, the Global Network Technical Support Unit (TSU), other FSS coalitions and HDP fora.
  • In support of the WFP's Global Network Team, manage and oversee WFP's engagement in inter-agency and international fora and mechanisms, including the OECD-DAC, IASC RG4, JSC, etc.
  • Lead the development of relevant policy coherence and corporate and inter-agency positions on nexus related issues.
  • Provide solid technical and managerial leadership on a broad range of strategically important and complex Partnerships and Advocacy issues related to the mandate of the Global Network, with particular focus on ensuring coherence with WFP's corporate related issues.
  • Act as WFP senior coordinator for the Global Network against Food Crises and TSU co-coordinator, with particular leadership on Dimension 1.
  • Lead reporting exercises, knowledge management and contribute to aspects of research and policy.
  • Lead the promotion of partnerships and alliances to increase the Global Network's impact at global, regional, and country levels.
  • Conduct complex negotiations on strategic partnership agreements in line with WFP's corporate norms, processes and external regulations, in order to reach advantageous outcomes for the Global Network, such as more flexibility and predictability in funding.
  • Support Global Network resource mobilization efforts.
  • In support of WFP's Chief of the Global Network Team, oversee WFP budgeting and financial exercises for its participation and contribution to Global Network activities.
  • Promote and support the establishment of an appropriate staffing structure.
  • Manage staff in line with the evolving staffing structure.
  • Ensure adequate support to senior managers and their representation and participation in the governance of the Global Network.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced University degree in Economics, International Development, Social Sciences, or other relevant fields, or First University degree with additional relevant experience and/or advanced training/courses.

Experience:

  • Eleven years or more (of which four are international) of postgraduate progressively responsible experience in development partnership management, stakeholder and interagency coordination.

Knowledge & Skills:

  • Broad knowledge of diverse humanitarian assistance and development practices with a particular area of technical expertise.
  • Ability to manage, coach and motivate diverse teams and deliver effectively through others to achieve results.
  • Has demonstrated good leadership capacities to encourage team spirit and contributed to a gender-balanced, inclusive, and sound working environment.
  • Broad commercial understanding, with the ability to leverage external partnerships to optimize resources for WFP.
  • UN experience, particularly with WFP, would be an asset.
  • High calibre negotiation and motivational skills, with the ability to influence at senior levels within and beyond the organisation.
  • Ability to assimilate and analyze complex issues using independent judgment and anticipate the potential strategic impact.
  • Ability to create simple messages from complex data sets and present concisely, tailoring messages to the needs of the specific audience.
  • Broad understanding of business principals and processes and the ability to quickly assimilate UN/WFP specific processes and systems.

Language:

Fluency (level C) in English language and French.

  • Proven diplomacy and strong inter-personal skills
  • Proven strategic managerial experience
  • Demonstrable knows of the triple nexus and corresponding policy landscape.

TERMS AND CONDITIONS

Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period for up to 4 years.
