ABOUT THE ICRC
The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We act in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
PURPOSE OF THE POST
Staff Health Officer 2 is the focal point for all matters relating to the health of ICRC staff in the delegation. In line with ICRC staff health strategy and in collaboration with medical personnel on the spot, s/he promotes ICRC Staff Health Strategy and other initiatives to ensure good physical and mental health of the ICRC staff.
Following the Staff Health Strategy 2020-2025, the Staff Health Officer implements the staff health strategy in six identified domains; 1. Policies and Guidelines; 2. Health Promotion and prevention; 3. Emergency preparedness and case management; 4. Mental Health & Psychosocial support (MHPSS) for staff; 5. Crisis Management Support. 6. Quality control and monitoring.
ACCOUNTABILITIES AND RESPONSIBILITIES
The Staff Health Officer is the focal point for all matters related to the health of ICRC staff (both, mobile and resident) in the Delegation. In line with ICRC staff health policies and guidelines and in collaboration with the Regional Staff Health Manager and the Regional Staff Psychosocial Support Coordinators (RSPSSC); s/he promotes and maintains the physical and mental health of the ICRC staff.
- Health promotion and Prevention
- Counsels and guides staff in any heath related matters.
- Carries out context-specific health briefing for all new ICRC staff and debriefing for departing staff.
- Ensure that vaccinations of ICRC staff are complete as determined in the staff health policy and depending on the local available vaccines.
- Organize pre-recruitment medical examination and medical examination for specific professional categories and give recommendations as per the ICRC guidelines.
- Ensure the availability and validity of the first aid kits, PEP kits, post rape kits and replenish them when needed.
- Conduct context- specific health risks assessment on regular basis.
- Organize first-aid trainings and refresher courses to the staff with the collaboration with the national society.
- Organize health awareness sessions and webinars as per the need.
- Coordinates with other organizations to organize sessions for the staff on different topics concerning physical and mental health.
- Checks on health-related trends concerning the delegation’s staff and propose solutions and take corrective actions.
- Emergency preparedness and case management: First responder in medical emergencies inside the delegation.
- Assesses referral facilities for ICRC staff, prepare and share the list of the referral health facilities.
- Identifies vaccination centers.
- Review the medical contingency plan and integrate it in the overall contingency plan of the delegation.
- Applies standard ICRC guidelines as established by RH_COE_SAN in case of medical evacuation, illness and accident, accidental exposure and rape.
- Mental Health & Psychosocial Support (MHPSS) for staff
- Implements MHPSS activities as agreed with RSPSSC.
- Contribute to the assessment and identification of referral health facilities.
- Provides basic psychological support to employees in case of emergencies under the supervision of the RSPSSC.
- Advises staff on internal network of mental health professionals available and coverage arrangements.
- Ensures all staff is informed about the policies and procedures regarding harassment at the workplace and offer medical support if needed.
- Crises management support
- Provides support to the ICRC crisis management mechanism addressing medical aspects.
- Provides support to ICRC staff during and in aftermath of critical event
- Medical insurance
- Act as a focal person for the insurance company and for other administrative tasks including the contract management.
- Case management for all staff is handled according to relevant ICRC procedures.
- Administrative accounting tasks related to staff health/insurance are performed confidentially
- Provides support in assessing the services provided by the local health insurance company and in the process of identifying a new local health insurance company.
- Medical Information, monitoring and evaluation:
- Collects data on staff health as per procedures established by RH_COE_SAN / GVA.
- Collects data on staff health as per procedures established by RH_COE_SAN/GVA (contribute to Staff Health Activity Database – SHAD).
- Monitors client satisfaction and implement relevant improvements.
- Maintains strict confidentiality regarding all medical information.
PROFESSIONAL EXPERINCE AND EDUCATION REQUIRED
- Health professional (physician or a registered nurse) with minimum 3 years of clinical experience
- Full registration with valid license to practice medicine in Jordan
- Knowledge of occupational medicine is preferrable
- Fluency in English and Arabic
- Experience in mental health, stress management.
- Experience in medical evacuation and medical emergencies
- Proficiency with MS-Office and internet tools
- Good rigor, method and analytical skills
- Willing to travel to participate in meetings annually
- Keeps strict medical confidentiality
- Respect of medical professional regulations
