In the 1970s UNICEF established presence in Yemen to respond to the urgent needs of children in the poorest country in the Middle East. In 1991, Yemen ratified the Convention on the Rights of the Child, and it was enacted immediately. Since then, the country has been making steady progress for children until it plunged into a brutal conflict in 2015 but even before that, Yemen needed large amounts of humanitarian assistance.

In collaboration with local authorities, non-governmental organizations and community partners, UNICEF is working in all the governorates in Yemen to respond to the needs of children throughout the country with a continuum of services to help children survive and grow to their full potential through the following programmes: Health, Nutrition, Water, Sanitation and Hygiene, Basic Education, and Child protection.

How can you make a difference?

The Senior Operations Associate reports to the Yemen Outpost Operations Manager for general direction and guidance. The associate will perform a variety of operational tasks including administrative support functions, coordination of specific administrative functions and supervision of drivers and admin staff and contracted ancillary personnel.

Key Functions and accountabilities:

Yemen Outpost office Administration

  1. Analyses and maintains an overview of work of the office to ensure timely administrative support is provided in general and specialized areas including recording and controlling of non-expendable property and participates in the training of staff.
  2. Control and process documents for payment: ensure that documents are accurate, complete and meet the signatory standards (certifying/authorizing), ensure supporting documentations follows prescribed procedures.
  3. Arranges for and/or attends meetings on day-to-day administrative matters; participates in discussions of new or revised procedures and practices, interprets and assesses the impact of changes and makes recommendations for follow-up action. Brief staff and visitors on general administrative matters. Provide advice and ensure administrative support as required.
  1. Prepare correspondence, special reports, evaluations and justifications as required on general administrative or specialized tasks that may be of confidential nature within assigned area of responsibility.
  2. Initiates and reviews Purchase Requisitions and Payment for all Local Administrative Procurements, Service Contracts and Settlement of Bills for all utilities service providers ensuring that no service disruption is experienced by the organization and control of assets.
  1. Checks/verifies payment requests for services and supplies including staff entitlements (travel, overtime) in accordance with policies and procedures and coordinate with Country Office for timely payment.
  2. In addition to general administration responsibilities, supervise drivers and cleaners directly or indirectly, activities concerned with office and grounds maintenance, security, transport and similar services.
  3. Supervise and support Admin team to ensure timely and seamless admin and logistical support, e.g., transport, protocol, travel, etc. to staff in the Outpost.

ICT support and management

  1. Support and cooperation with client staff from across the office in the installation and maintenance/troubleshooting of ICT applications.
  2. Perform specialized IT application administration activities to ensure functionality and facilitate user interface.
  3. Timely and proper Info Communication Technology support is provided to users, SMEs and ICT Management for maintaining the organization’s computer systems infrastructure.
  4. Performance monitoring and assessment is regularly conducted for service improvement.
  5. Support the development, programming, testing, debugging and implementation of new applications and systems and customizing existing applications.
  6. Identify system vulnerabilities and relevant security batches; prioritizing, evaluating, testing and applying third party batches.
  7. Assessing training needs, developing and presenting structured and ad hoc training to users as required.

To qualify as an advocate for every child you will have…

Education: Completion of Secondary School, University level courses in administration, finance, or any other related field of discipline relevant to the job is an asset.

Experience: 7 years of relevant professional work experience with national work experience in office management, administration, ICT, or any other relevant function.

Experience in providing assistance to users on IT products and services and use of applications and diagnostic tools is an asset.

Experience of working with UN agencies or INGO's is considered an asset.

Experience in Enterprise Resource Planning (ERP) system is an asset.

Language: Fluency in English and Arabic is required.
