STANDARD MINIMUM QUALIFICATIONS
Qualifications
• A postgraduate in social sciences, agriculture with adequate knowledge of primary production systems, public policy with knowledge of food and nutrition and coherent policies or First University degree with additional 2 years of related work experience
• Additional qualifications in any related discipline of knowledge management would be advantageous.
Experience:
• Minimum 1 year of working experience of facilitating and knowledge management at high level international events.
• Experience of writing independently – Samples of written and published work required for the recruitment process.
• International experience or experience working with international organizations in India
• Experience of working with bureaucracy and a work attitude conducive to the sensibilities of the Indian public administrative system
Knowledge/Skills
• Demonstrated working knowledge and understanding of the Government of India’s Policy Frameworks, hunger and malnutrition challenges
• Knowledge of agri-food systems issues in India and across the world and the Sustainable Development Goals Agenda 2030.
• Knowledge of a broad spectrum of digital tools necessary to collate all information and innovatively present information.
• An understanding of international and diplomatic affairs.
• Flexibility and agility to adjust to a fast-changing work environment
• Effective communication skills for coordination between the UNWFP and government counterparts
JOB PURPOSE
The incumbent is expected to efficiently facilitate and provide strategic inputs in knowledge management and support plan workshops and events related to India’s G-20 Presidency by developing, collating, synthesizing and managing content emanating from the events being hosted by the Ministry of Agriculture and Farmers’ Welfare.
The incumbent will be under the overall supervision of the Joint Secretary (IC and G20) and work under direct guidance and supervision of the Director, G20 and IC Division in the Ministry of Agriculture & Farmer’s Welfare. At WFP, the Deputy Country Director will provide overall guidance, with day-to-day support and guidance from the Government Partnerships Officer.
KEY ACCOUNTABILITIES (not all-inclusive)
The incumbent will perform the following duties:
• Provide high quality inputs on domestic as well as international affairs for events of the G20, BRICS and Shanghai Cooperation Organisation (SCO) as per the standards of the Government of India and the United Nations.
• Provide intensive support on major deliverables under the G20, BRICS and SCO, including drafting of frameworks, reports, circulars, brochures, leaflets and summaries
• Undertake secondary research on subjects that are relevant to each of the G20, BRICS and SCO events.
• Process and analyze information and identify and recommend opportunities for collaboration which can benefit agriculture and allied activities in India.
• Analyse and examine draft declarations and other documents like issue notes etc. received from time to time from G20 Secretariat and SCO Secretariat.
• Compare declarations and communiques from G20/BRICS/SCO meetings to effectively filter information in a concise manner
• Prepare background material and other inputs for meetings at G20/BRICS/SCO meetings as well as for sharing with other government stakeholders and delegates participating in bilateral and multilateral conferences.
• Organise work material related to events for record keeping
• Draft proposals for international conferences and actively cooperate with other government stakeholders.
• Manage events like seminars and workshops, coordinate related activities like arrangement of meetings, prepare presentations, and ensure smooth logistics.
• Any other duties as assigned by the supervisor at MoAFW and the UNWFP
KEY DELIVERABLE
• Provide necessary support to the Ministry with focus on dedicated events around G-20 and SCO and document the process.
• Develop content and create narratives out of the participant submissions, both online and through consultations followed by regular edits, and update content based on feedback, as required
ORGANIZATIONAL CONTEXT
The UN World Food Programme has been working with the Government of India for more than 50 years, initially providing humanitarian aid to people affected by natural disasters, but over the past decade, WFP’s work has focused on providing technical support and capacity strengthening to various government Ministries and Departments in order to increase efficiency and effectiveness of government programmes and systems.
The Ministry of Agriculture and Farmers’ Welfare is WFP’s nodal ministry in India. As requested by the Ministry, WFP plans to strengthen their partnership at both strategic and technical levels, focusing on follow up with the Food Systems Summit, the Year of Millets, climate change adaptation, and promotion of international cooperation, among others and are developing a Memorandum of Understanding for this purpose. To support knowledge management and support facilitation of events around India’s G-20 Presidency and related work on the respective Core Groups on Agriculture, Food and Nutrition security, and overall international cooperation, WFP will be providing high level technical support to the Ministry.
WFP plans to hire an experienced consultant to provide support on international engagement and Knowledge Management for the upcoming G-20 and other events.
