Duties and Responsibilities
Cash & Voucher Operations
• Provide oversight support to WFP cash and voucher programs. Ensure the timely and transparent selection of sufficient retailers to meet the E-Voucher scale-up plan, in accordance with Procurement regulations, training and leading a team in retailer assessment and the use of the Retailer Onboarding and Contracting (ROC), and applying the selection criteria and weights agreed with Procurement and Programme.
• Provide specialized support to logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
• Manage complex operational issues and provide solutions or recommendations related to all assistance modalities including in high-risk compliance issues.
• Contribute to WFP Somalia strategy and scale-up planning, guidance and implementation, incorporating best practices to support the development of Retail & Markets activities.
• Contribute, as part of the Supply Chain unit, to transfer modality selection process and discussions as well as operational planning for the selected modalities.
• Supervise the conduction, analysis and reporting of retail performance and KPIs, ensuring proper documentation of related processes and information sharing with involved stakeholders including Procurement.
• Contribute to development of CBT process-related documentation including those related to SC processes and other operational functions in coordination with Programme CBT and the Cash Working Group.
Supply Chain Market Monitoring
• In partnership with the Vulnerability Analysis & Mapping (VAM) team, co-lead the implementation of market assessments to contribute to CBT feasibility analysis on the selection of appropriate operation modalities to improve supply chain cash-based performance and market development.
• Lead supply chain monitoring and consolidate and analyse retailer performance evaluations and where necessary, deploy improvement plans based on best practices of process improvement.
• Champion market monitoring initiatives which include price triangulation, checking the availability of commodities, food quality, food expiry dates and general hygiene at retailer shops. Furthermore, lead trade logistics studies including cross-border and port analyses.
Food Systems
• Facilitate and lead potential linkages between the supply chain actors – from source to retailer shop – to ensure best values for entitlements of WFP CBT beneficiaries in the respective locations.
• Analyse food system contexts with focus on SC/logistics costs and performance and in consultation with relevant stakeholders, propose a supply chain food system plan or framework for interventions.
• Conduct needs assessments and gap analysis exercises aimed at strengthening national supply chain systems, transport management and food value chains. Pursue innovative approaches to address important supply chain constraints in food systems.
Minimum Requirements
Education: An advanced degree in logistics, supply chain management or related functional area is required.
Experience: At least one (1) year of relevant professional work experience, out of which at least one (1) year of work experience directly in Supply Chain. Past experience in Cash and Voucher operations is a strong advantage.
Language: Fluency in both oral and written communication in English and Somali is required
