Position Overview
WFP Somalia Country Office is looking for a Logistics Officer, Cash Based Transfer (CBT) to be based at CO in Mogadishu. The officer will lead the development and coordinate logistics operations and projects involving the local markets/economy. Responsibilities include designing, planning and implementing logistics operations for Cash Based Transfers (CBT) programmes that are effective, and benefit the targeted population by improving local supply chain functionality. Experience in digital innovative development & implementation, and food systems are essential.
What will you do?
- Coordinate the development and implementation of supply chain plans for CBT and Market Development activities, in line with the global WFP supply chain strategy, global CBT strategy, and regional/functional strategies, policies and plans.
- Work in close collaboration with cross-functional counterparts, especially the internal Cash Working Group (CWG) to align CBT initiatives and ensure that Supply Chain activities are included to increase programme efficiency.
- In partnership with the Vulnerability Analysis & Mapping (VAM) team, plan, and lead the implementation of market assessments to contribute to CBT feasibility analysis.
- Perform in-depth market analysis and supply chain network mapping to improve local supply chain performance and plan market development activities.
- Lead the implementation process of procurement of retailers and renewal of retailer agreements and Retailer Relationship Management (RRM).
- Conduct ongoing monitoring of retailers and Market Key Performance Indicators (KPIs) by analyzing reports from various data sources
- Provide accurate and timely reporting including the provision of substantial analysis of supply chain CBT & Markets activities and trends.
- Build productive partnerships and collaborate with counterparts in the key supply chain and Programme functions within WFP, especially Food Systems, Country Capacity Strengthening and Social Protection.
- E-Commerce and Cold Chain project management which includes spearheading design, development, roll-out, and scale-up of WFP eShop and cold chain equipment in Somalia.
- Identify and build productive partnerships with counterparts amongst government and other national organizations, UN agencies, NGOs, and private sector to share operational knowledge and resources and build capacity to ensure coordinated and cost-effective supply chain CBT & Markets operations.
- Build the capacity of internal WFP staff to deliver and execute on Supply Chain CBT & Markets activities through the delivery of training or coaching.
- Build the capacity of external partners to take a strategic and proactive approach to improve retail operations or supply chain operations.
- Manage, motivate, and develop a team providing coaching, training and career guidance as required to ensure appropriate development and enable high performance.
- Contribute to preparedness actions, providing technical recommendations and guidance to monitor the management of Supply Chain CBT & Markets risks.
- Undertake field missions to support Area Offices in CBT and Food systems-related activities.
Minimum Qualifications & Experience
Education: University degree in one of the following disciplines: Supply Chain Management, Economics, Business Administration, Logistics, or related field
Experience: Five (5) years of relevant professional experience in:-
- Managing CBT operations including coordination with internal and external stakeholders.
- Designing and implementing supply chain, retail, and partnership networks.
- Implementing approved corrective actions to improve performance and monitor progress.
- Mapping value chains and/or analyzing food systems and identifying supply chain inefficiencies.
- Implementing Food Systems activities e.g., digital innovations (e-commerce) and Post-harvest loss equipment.
- Identifying opportunities and challenges, developing and proposing solutions to programmatic challenges.
- Managing, supervising and coaching teams.
- Working in an insecure and difficult environment.
