Duties and Responsibilities
Under the direct supervision of the Retail & Market workstream lead, the position will be managing medium and high-complexity deliverables in the team and contribute with the oversight of the rest of the team in specific areas of WFP Supply Chain Retail & Markets operations including retailer management, market monitoring and food systems:
• Lead Retail & Markets specific operations and activities, following standard processes and facilitating, directly or indirectly, the effective delivery of cash-based (CBT) assistance to beneficiaries.
• Manage logistics retailer’ contracting activities including performance monitoring and measurement.
• Lead overall retailer relationship management (RRM) function including the facilitation of the retailer onboarding process, contract renewal, and performance management.
• Provide oversight of systems and test controls to ensure CBT risks are mitigated, including interactions in the Cash Working Group.
• Manage the retailer portfolio to ensure market saturation is adequate assisting other units in enrolling new vendors as required.
• Lead supply chain monitoring efforts to ensure market functionality is captured and retailers' performance is met.
• Design and conduct capacity assessments using corporate systems to identify retailers for contracting and follow up with oversight visits to the contracted shops to ensure compliance with contractual obligations, escalating actions required.
• Consolidate and analyse retailer performance evaluations and where necessary, create and implement improvement plans based on best practices of process improvement.
• Champion market monitoring initiatives which include price triangulation, checking the availability of commodities, food quality, food expiry dates and general hygiene at retailer shops. Furthermore, lead trade logistics studies including cross-border and port analyses.
• Support in the creation of quantitative and qualitative data collection initiatives using tools such as Kobo, ODK and MoDA. Design and implement research initiatives.
• Spearhead and lead other team members in supply chain monitoring efforts including the use of Trade Logistics Capacity Assessments, Market Functionality Index and other relevant supply chain tools to inform the decisions regarding supply chain capacities.
• Analyse operational pipeline and contribute to assessments and operational planning for all delivery modalities, especially E-Voucher to ensure that supply chain requirements are taken into consideration.
• Facilitate and lead potential linkages between the supply chain actors – from source to retailer shop – to ensure best values for entitlements of WFP CBT beneficiaries in the respective locations. Keep records and communicate progress on these activities as needed.
• Support and lead Food Systems projects related to the supply chain including project design, direct implementation and project monitoring. Provide inputs/ research on various available post-harvest loss interventions and other relevant food systems projects.
• Support the deployment of technology in support of food systems including WFP’s e-Commerce [eShop].
Minimum Requirements.
Education: Completion of secondary school education. An advanced diploma in logistics, supply chain management, business administration, economics, and social science or a related functional area is required. A degree in the related functional area is an added advantage
Experience: At least six (6) years of relevant professional work experience in Supply Chain.
Language: Fluency in both oral and written communication in English and Somali is required
