Background

The Water Governance Activity (WGA) program is a multi-year project funded by USAID, which aims to support the Government of Jordan (GoJ) to achieve measurable improvements and greater sustainability of the water sector by providing technical assistance to strengthen the GoJ’s reform, policy development and implementation, and capacity-building efforts. WGA will support the following objectives: support the GoJ to define and resolve water sector strategy and policy issues; improve water entities’ performance by reducing network losses, increasing conveyance efficiencies, and improving utility cost recovery; and specific, cross-cutting objectives related to support to gender, youth, persons with disabilities (PWD), and private sector engagement.

Job Summary:

The Communication Specialist, based in Amman, Jordan, will be responsible for communications activities for the project that advance the advocacy and outreach goals of WGA. S/he will work closely with the Communications Team Leader in the design of project communications strategy, participate in designing interventions to identify communications and outreach opportunities at a national, community, and individual level, and ensure an integrated approach between work streams and project interventions. S/he will serve in a cross-cutting role, supporting other technical specialists by developing communications materials and organizing community mobilization events and interventions throughout the course of the project.

Duties and Responsibilities:

The responsibilities for this position include but are not limited to:

  • Leads capacity building efforts with counterpart organizations including government and civil society actors to adopt and utilize communications approaches in their outreach and awareness campaigns.
  • Provides technical expertise to water utilities, MWI, WAJ and JVA for gender-sensitive and culturally appropriate communications strategies for awareness, outreach on water scarcity, conservation, and Non-Revenue Water.
  • Works with the communications team to design and implement public outreach targeting different types of customers and consumers.
  • Secures counterpart involvement, endorsement, and approval for all communications and outreach campaigns.
  • Designs and manages the implementation of communications campaigns and interventions aimed at relevant actors to promote and advocate for the desired impact of the project, aligned with the project strategy and work plan.
  • Works with the project to plan and deliver effective and engaging internal communication initiatives that foster knowledge sharing and facilitate change among water entities.
  • Writes up and develops newsletters, press releases, op-eds, keynote speeches, factsheets, and other press office materials to support counterpart organizations’ engagement with the press.
  • Edits and updates promotional material and publications (brochures, videos, social media posts etc.)
  • Supports the GESI/Youth Manager to develop communications related to water sector gender and youth policies.
  • Strengthens project communications through effective targeting of messages to key groups.
  • Works closely with the Monitoring, Evaluation, and Learning team to ensure that the Activity Monitoring and Evaluation Plan includes appropriate indicators to measure the success of campaigns and initiatives.
  • Performs other tasks as appropriate and as determined by the Communications Team Leader and CoP.

Knowledge, Skills, and Abilities:

  • Excellent language proficiency in spoken and written in English, and Arabic required with creative writing skills in both Arabic and English strongly preferred.
  • Time management and ability to prioritize multiple tasks.
  • Good report writing and data analysis skills.
  • Excellent teamwork skills and the ability to build good relations both internally and externally.

Education and/or Experience

  • Bachelor’s degree in communications, journalism, social marketing, media, social sciences, or a relevant field required. Advanced degree preferred
  • At least +3 years of experience supporting and managing communication programs in a development field. Experience on a USAID-funded project preferred.
