- About the Youth, Technology, and Jobs (YTJ) Project
The Government of Jordan (GoJ) has received financing from the World Bank to implement the Youth, Technology, and Jobs (YTJ) project, which has become effective in April 2020 and will continue until March 2025. The YTJ project aims to improve digitally enabled income opportunities and expand digitized government services in Jordan. The Ministry of Digital Economy & Entrepreneurship (MoDEE) is the implementing agency of the YTJ project.
The project components are:
Component 1 – Support the supply of digital skills in Jordan
Sub-component 1.1: Support private sector-led digital skills development.
Support the establishment of the National Skills Council for Information and Communication Technology (NSC- ICT), as an independent (financially and administratively) legal entity, with a majority private sector board membership and representation from key public sector stakeholders.
Sub-component 1.2: Enhance digital skills competencies for public school students.
Introduce quality technology courses in public classrooms (G7-12).
Sub-component 1.3: Establish working spaces in underserved communities through Tech Hubs.
Support upgrading and equipping three to five technology hubs (Tech Hubs)
Component 2 – Support the expansion of digital sector and digital government services in Jordan
Sub-component 2.1: Support the expansion and access to market for digital firms and digital
platforms. Provide incentive packages to support the growth plans of digital firms in underserved communities to help build and scale their activities and generate local job opportunities. Provide access to income opportunities in various tech and non-tech economic activities for individuals in the gig economy.
Sub-component 2.2: Support digital transformation of service delivery to citizens and businesses. Support activities designed to improve access to and quality of selected e- government services. In addition to improving quality and cost efficiency of service.
Sub-component 2.3: Support digitization of payments.
Support the government commitment to advance penetration of digital payments in Jordan supporting e-payments for all applicable government services.
Component 3 – Project management & implementation support.
MoDEE will establish a Project Management Unit (PMU) at the MoDEE, which will include focal points for the Ministry of Labor and the Ministry of Education. The PMU (within MoDEE) will have the overall fiduciary responsibility for project and the implementation of its activities.
As part of the Digital Transformation strategy enablers Data, and specifically Personal Data protection. (GoJ) represented by the cabinet approved the Draft law of personal data protection, and submit it to the parliament for duly approval. It is s expected that the Senate would finish reviewing; approving the law by the beginning of 2023.The law requires the establishment of an organizational Directorate at MoDEE for the enforcement of the law in wish will be reporting to the minister and coordinates with the council of personal data protection. We are looking to hire a personal Data protection regulatory affairs officer that will support the directorate and its related sections. The Officer should have personal data protection background with strong understanding of the Personal Data Protection law (PDPL).
The officer will be reporting to the section Head of regulatory affairs. He will create policies that enforce compliance with legislation and lead PDP trainings to community to increase awareness of data protection measures.
To be successful in this role, you should have in-depth knowledge of Jordanian personal data protection and other international laws like GDPR and be familiar with ICT industry and the nature of its data processing activities.
Ultimately, you will facilitate PDP compliance through transparent data protection policies, systems and procedures.
- Roles and Responsibilities
Under the Section Head of Regulatory Affairs, the Officer is responsible for the main duties and responsibilities as below:
- Contribute to the preparation of policies, strategies, plans and programs related to data protection and monitor their implementation.
- Submit proposals for new ideas and programs in the department's fields of work and supervise the preparation of feasibility studies for initiatives, programs and projects for approvals and licenses.
- Provide advice on treaties, agreements, legislation and instructions related to data.
- Work on issuing a periodically updated list of countries, international or regional bodies or organizations accredited to the Kingdom and which have an adequate level of data protection and publication.
- Propose plans for international cooperation in the field of data protection and exchanging experiences with international agencies and organizations.
- Follow-up of regional and international developments in the sector with regard to granting licenses and approvals for the implementation of the Personal Data Protection Law and providing consultations to internal and external stakeholders in technical and strategic matters to transfer expertise and best practices.
- Participate in the preparation, review, update of systems and instructions for approvals and licenses, and contribute to developing the necessary plans and programs to achieve the objectives of implementing the Personal Data Protection Law.
- Reviewing legislation related to the protection of personal data and contributing to the preparation of relevant legislation in cooperation with partners.
- Preparing and submitting periodic and required reports to the line manager.
- Preparing answers to all inquiries received by the Ministry about the protection of personal data.
- Participate in developing a media and awareness plan on the protection of personal data, in coordination with those concerned in the Ministry
- Participate in preparing the organizational, administrative and digital infrastructure necessary for the work of the Directorate, including the complaints procedures and system, website, electronic forms, call center, job description cards, appointment to vacancies in the Directorate and other requirements necessary for the work of the Directorate.
- Any other tasks assigned to the officer.
- Eligibility and Minimum Qualifications
- At least 4 years in an internal or external consulting role.
- Demonstrated experience in formulating laws, policies, regulations, strategies, plans for ICT, digital transformation, Data management and classification including PDP.
- Able to work across teams, drive alignment, and navigate a complex organization
- Comfortable working independently and managing multiple assignments (often with tight deadlines)
- Able to quickly identify and understand issues, manage ambiguity and exercise mature judgement
- Unafraid to challenge ideas; explores new ways of solving old problems

- Education Requirements
University Bachelor’s Degree in Telecom/Computer Engineering, Computer Science, MIS, Law, or any another relevant field. Master’s degree is welcomed as well in the fields specified above.
- Duration of Assignment
The contract duration is one year, renewable for up to 3 years.
