Supply chain management is at the core of WFP’s humanitarian response and therefore an area of constant strategic focus. Over 4.500 supply chain staff work around the clock to deliver food assistance to beneficiaries in some of the most complex environments. JOB PURPOSE
The primary goal of WFP Procurement is to procure food for delivery to affected communities and secure the goods and services required to support our operations in a timely and cost-effective manner, while maintaining fair and transparent processes. WFP procures the food and goods and services from a combination of sources; local, regional, and international based on the best option to achieve delivery in a timely, efficient, and effective manner
In 2021, an internal review of Goods and Services Procurement unit highlighted six areas of improvement for procurement: 1) Operating model, 2) Staff resourcing, 3) Oversight mechanism, 4) Vendor management, 5) Procurement processes and 6) Use of Technology. To address these gaps and other priorities, Procurement initiated a Procurement Business Process Review aimed at achieving 6 main objectives to optimize the current state and set-up more performant and efficient procurement processes & organization, 1) Professionalize procurement Analytics capabilities, 2) Set-up the right operating model, 3) Establish the right organization structure, 4) Streamline processes, 5) Leverage technology for end to end procurement support and 6) Assess the appropriate staffing and resourcing requirement and adapt upskilling paths accordingly.
As part of the target procurement operating model, Procurement requires an experience procurement professional with experience in procurement technology implementation to lead the implementation of Procurement digital transformation from S2R.
The Procurement Digital Transformation Lead will be a subject matter expert that will collaborate across all stake-holding organizations to execute the Modernization and improving procurement digital execution systems and user experience for client, procurement staff and suppliers. This role will leverage knowledge of our sourcing organization and use agreed digital target operating model. You will partner with the IT Division, the Business, Procurement Subject matter experts, and suppliers to develop and refine requirements and test solutions while acting as a change agent, engaging across the user base on training and adoption.
KEY ACCOUNTABILITIES (not all-inclusive)
- Function as a subject matter expert to lead and contribute to the improvement and transformation of sourcing processes aligned to the digital target operating model.
- Use process improvement methodologies, expertise, and judgement to creatively address and detangle complicated and/or interdependent processes, develop solution approaches and communicate benefits/risks
- Act as a deliverable owner for one or more functional process areas, identify risks, escalate, and propose risk mitigation strategies as it relates to solution development and overall timeline
- Clearly communicate functional requirements for the tender and coordinate the evaluation of the best fit solution for the sourcing organization
- Lead, engage with and advocate for the sourcing user base; navigate cross functional stakeholder and user groups to bring team members to consensus
- Actively communicate and cooperate with internal partners and stakeholders
- Be a change accelerator; thoughtfully interrogate process, build shared vision, balance uncertainty, focus on process outcomes

STANDARD MINIMUM REQUIREMENTS
Education
- Advanced university degree in Computer science, information systems development, Business management, operations management, Procurement management or equivalent, or else first University degree, supplemented by additional years of experience and specialized training.
Experience
- 6 years in supply chain management/sourcing operations experience / procurement systems deployment

- Fluency in both oral and written communication in English and a second UN language. Solid working knowledge of French and Spanish are highly desired.
