JOB PURPOSE

To lead a full range of business support services for the programme unit’s field support work, to ensure that services are delivered effectively.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of head of Field Support Unit (FSU) and overall supervision of Deputy Head of Programme in WFP Country Office, the incumbent will perform the following duties: –

  • Provide dedicated support to NGO partnership management and coordinate and supervise the FSU staff in undertaking a full range of support services including follow-up actions, resolution of issues and unforeseen situations, for the effective functioning of business operations.
  • Assist FLA Manager to review the proposed budget and recommend options for the consideration of the SO/Activity managers based on trend analysis; to analyze the NGO profile, capacity assessment and performance evaluation conducted and follow up the improvement plan as required; to perform due diligence on the partner/vendor triangulating against UN sanction list etc.
  • Prepare/Review documentation for the field level agreement (FLA) signing process in coordination with FLA Manager and update regularly the FLA summary and tracking sheet reflecting the status of signatory, activity and budget.
  • Review the creation of Service Outline Agreement (SOA for Purchase Order Cash to Beneficiary (POCB), Purchase Order Services for Competitive Tendering (POCS), Purchase Order Distribution Agreement (PODA) in WFP corporate financial system WINGS ensuring the data integrity and timely creation of PO in the system in compliance with WFP guidelines.
  • Support country office level Spot-Check in consultation with Finance unit and relevant technical units. Prepare yearly spot check plan based on field/area offices’ input and conduct spot check once in a quarter for field offices. Prepare reporting document and take follow up actions.
  • Regularly monitor, oversee and adapt existing procedures/SOPs in line with the updated financial directives and coordination with functional units to identify, assess and meet evolving business needs.
  • Monitor for timely receipt of partner narrative reports in coordination with respective field teams and CP payments are controlled in triangulation with receipt of regular reports. The information is captured systematically and make available in the commonly accessible online space.
  • Review the partnership data entry of field offices in WFP information management system – COMET to ensure the beneficiary information and resource allocation in FLA are correctly entered into the system.
  • Participate in reconciliation of distribution information between WINGs and COMET in collaboration with Finance and M&E.
  • Perform any other duties and responsibilities as assigned by the supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education

University Degree or equivalent in accounting, with Five or more years of related work experience and/or training/courses in partnership, fund and financial management.

Knowledge & Skills

  • Knowledge of humanitarian assistance and development practice.
  • General knowledge of UN system, policies, rules, regulations and procedures governing administration.
  • Knowledge of the political, economic and social situation in Myanmar.
  • Training and/or experience utilizing computers, including Microsoft window software, other standard software packages and systems.

Language

Fluency in both oral and written in English and Myanmar.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Preferable to have at least six years of progressively responsible experience, of which at least two years closely related to fund and financial management, assign budget and monitoring of grants consumption to ensure the efficient utilization of funds. Experience in following areas is an advantage.

  • Has facilitated communication with technical teams (i.e. Nutrition, RAM, CBT, etc.).
  • Has contributed to implementation of programmers.
  • Has experience facilitation/processing legal binding agreements.
  • Has special analytical skills to identify discrepancies between (for data accuracy between WFP cooperate systems vs WFP Reports and budget commitment vs expenditure).
  • Has experience monitoring the performance and output by utilizing WFP corporate system and guiding the team to ensure the compliance of WFP policies.
