Job Summary
The Regional Manager is part of the Regional Management Support Unit within Award Management Solutions. The position plays a significant role in developing overall strategy & framework for “risk and compliance management” and provides oversight for effective implementation. The position will collaborate with relevant Atlanta-based units, Regional Management Units and Shared Services Center (SSC) to effectively and timely identify risks or issues and manage mitigation response actions related to grants and contracts compliance oversight to a diverse portfolio of agreements including grants, contracts and Partner Funding Agreements.
The Regional Manager plays a substantial role in award management oversight and agreement and partner funding agreement policies' governance in relation to CARE’s restricted donors' awards including institutional donors such as European Union, Global Fund, private corporations, foundations and other major gifts donors. Coordinating the review and approval of US government awards and donor compliance guidance provided to the CARE Implementing Presences (CIP) with the USG Compliance Support unit. The Regional Manager's support extends from pre-award proposal development efforts, review and negotiations of awards to set-up, post-award monitoring of grants and contracts, and close-out.
The position will provide advice and interpretation of donor rules and regulations pertaining to CARE program implementation, guide and develop risk management strategies for managing agreement (donor agreements and partner funding agreements) portfolios, review new agreements and support award negotiations, agreement monitoring and compliance oversight.
Responsibilities
- Compliance with Donor Regulations – In consultation with CARE USA Award Management Solutions team members, serve as expert resource to CARE staff, partners, and grantees to improve CARE compliance with donor rules and regulations through:
- Provide knowledge expertise, guidance and technical support on donor rules and regulations to CIP teams.
- Maintain current, up-to-date knowledge and understanding of donor regulatory, statutory and administrative requirements.
- Clarify and direct staff to how best to comply with donor and CARE policies and procedures.
- Respond to CIP staff on donor questions related to compliance issues and CARE policies.
- Support the CIP in responding to external audit questions and issues.
- Provide oversight monitoring of awards and partner funding agreements compliance with donor rules and regulations.
- Carry out spot checks and field visits to high risk CIP.
- Network with other peer organization at regions and global level for sharing knowledge and learning around compliance, risk management, donor regulations and partner funding agreement management.
- Network with CARE USA and other CI Members donor specialists for understanding donor regulations. Support CIP in effective negotiations with CI Members and donor organizations.
- Agreement and Partner Management Oversight – This position ensures appropriate engagement, management, monitoring and compliance of awards and partner funding agreements including coordination and facilitation of pre-award to post-award transition, implementation and close out. This includes:
- Oversight monitoring of grants and contracts to ensure processes and procedures compliant with donor regulations and CARE policies, and responsiveness to corrective action plans, as applicable.
- Quality review and approval of new awards and partner awards.
- Compliance oversight and quality control of award & partner monitoring, and support negotiations with donors.
- Provision of technical assistance to CIPs from the implementation phase to closeout of awards and partner funding agreements, ensuring that all requirements have been met and no outstanding obligations remain unsettled.
- Provide guidance to CIPs in responding to and addressing audit findings on award and partner agreement management.
- Provide risk identification, assessment, mitigation support and support with audit follow-up regarding corrective actions by policy owners and management.
- Analysis of grants and contracts portfolios, tracking of management indicators and agreement monitoring data.
- Provide guidance and capacity strengthening on partner agreement management (including due diligence, monitoring processes, tools, responsibilities, etc.)
- Compliance and Risk Management Oversight – Provide oversight and support in effective implementation of “Risk and Compliance” framework by CARE USA COs in the region as follows:
- Collaborate with the region by engaging as a "thought partner" to ensure the effectiveness of the compliance and risk management program.
- Facilitate the process of developing compliance champions in the organization specifically for award and partner agreement management.
- Develop and promote informal networks for the purposes of mutual support, problem solving, and sharing knowledge & experience.
- Responsible for design of the risk management program framework, reports, digital solutions and tools.
- Provides training and coaching on the Register of Active Risks (ROAR). Supports CIPs in understanding the 6 point framework and provides guidance on use of compliance program tools (i.e. risk registries).
- Seeks input from other units and feedback on Compliance Program effectiveness.
- Provides support to the Donor Compliance Assurance Unit's health checks by providing inputs, advisory and follow-up.
- Responsible for capacity building, monitoring and responding to donor and CARE compliance, agreement management and partner management risks/issues that are identified in ROAR (i.e. the risk registries).
- Responsible for site visits to the CIPs and providing response to risk/issues or coordinating with other units within CARE.
- Works with Deputy Regional Directors – Program Support (DRD-PS) to coordinate the Quarterly Risk Mitigation Plans in response to risks and issues identified on the CARE USA Country Offices' ROARs.
- Capacity Strengthening
- Mentor and train staff to build up capacity in non – USG donor compliance, award and partner management and coordinate the training program with the USG Compliance Support Unit within AMS.
- Develop guidance, manuals, templates and quality management processes for implementation and monitoring donor awards and partner funding agreements. This position provides expertise and guidance on improvements in grants and contracts management systems and processes to insure alignment with CARE program approaches and partnership principles, processes and procedures that are compliant with donor regulations and CARE policies, and responsiveness to compliance risks and issues.
- Provide capacity support for partner funding agreement management in CIPs including review of partner funding agreement documents and files based on policy thresholds.
- Develop and implement staff and partner training and other capacity building, and initiatives related to global compliance program, award and partner management.
- Develop and participate in CIP assessment and spot-checking activities to identify capacity strengthening and skills development needs of staff and partner organizations.
Qualifications
- Masters degree in Business Administration, Management, Finance, International Development or equivalent work experience.
- Contracts and/or Grants management certification.
- Project management training.
- At least 5 years of experience demonstrating knowledge of international nonprofit grants and contracts management and compliance practices working with and interpreting applicable donor rules and regulations.
- Demonstrated experience with managing and providing training on on a variety of donor funded awards and partner funding agreement in an international development or humanitarian context.
- Demonstrated experience with contracts and grants training delivery and facilitation.
- English Fluency (Written and Oral)
- Experience working in a donor agency in area of contract and/or grant management, regulatory compliance or operations.
- Demonstrated experience managing donor awards and partner funding agreements (i.e. sub-awards).
- Country Office or field operational experience.
