JOB PURPOSE

To deliver standard business support processes for a specific professional area of work, to facilitate effective service delivery.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of Sr. Programme Associate-Field Support Unit (FSU) in Yangon and overall supervision of head of FSU in WFP Country Office, the incumbent will perform the following duties:-

  • Take responsibility of Invoice Tracking System (ITS) for monthly CP payment- Coordinate with finance for the receipt, review and match invoice in triangulating with created SES, collect and post the supporting document into ITS, seek Activity Manager’s approval. Take corrective measures for any observed discrepancies between ITS and created SES in coordination with CP payment focal.
  • Create system purchase request (PR) in Wings upon receipt of manual purchase request prepared by spending units, coordinate with procurement unit for the purchase order process and create SES/GRN for the purchase of program related non-food item dealing with CO Programme Unit and field-Offices.
  • Perform as MPO focal for programme related procurements, collecting quotations, creation of Purchase Order and expense recognition in WINGs.
  • Register the new partner in WINGs system as new vendor in coordination with respective field office and Admin unit. Review and update the vendor information for existing cooperating partners upon the development of organizational information and detail banking information.
  • Print, issue and maintain records of WFP ration cards. Coordinate with Programme technical focal points for the ration card design for printing. Check regularly with field office for the requirement of ration card and issue upon requirement. Update and keep available the report in commonly accessible team space.
  • Assist FLA Manager and Senior Programme Associate in preparation of FLA document for the field level agreement signing process, update the record in the FLA Summary and inform to respective focal person for the timely Service Outline Agreement – SOA creation in WINGs.
  • Maintain Field Support Unit files including CP payment document in compliance with standard filing procedure, assist respective focal to update tracking and make available in commonly accessible team space.
  • Support processing and managing routine administrative and financial tasks in various functional areas, to contribute to the effective and timely management of resources.
  • Perform any other duties and responsibilities as assigned by the supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education

Completion of secondary school education with Four or more years of progressively responsible work experience in the commodity accounting/tracking and food programming office assistance work.

Knowledge & Skills

  • Knowledge of humanitarian assistance and development practice.
  • General knowledge of UN system, policies, rules, regulations and procedures.
  • Knowledge of work routines and methods in order to complete processes under minimal supervision.
  • Proficient in the use of office equipment and computer software packages, such as Microsoft Word, Excel and Power Point.
  • Ability to work to deadlines and follow clear instructions.

Language

Fluent in written and oral skills in both English and Myanmar.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Preferable to have at least four years of progressively responsible experience closely related to commodity accounting, handling computerized database system and record keeping. Experience in following areas is an advantage.

  • Has facilitated cooperating partner monthly payment claim.
  • Has experience tracking financial payment with good analytical skills to identify discrepancies.
  • Has experience facilitation/processing legal binding agreements.
  • Has experience in processing and managing routine administrative and financial tasks in various functional areas.
