Project Summary:

The Jordan Public Accountability and Justice Strengthening Activity (PAJ) is designed to strengthen accountability systems, procedures, and mechanisms within the Government of Jordan and judicial institutions and enhance their ability to serve and communicate effectively with the public. It also fosters awareness and pressure by civil society organizations, the public, and the private sector on the government’s adherence to the law and its international commitments to govern in an accountable manner that safeguards the rights of vulnerable populations.

Position Summary:

The Information Technology Coordinator will serve under the USAID Public Accountability and Justice Strengthening Activity (PAJ) in Jordan and will carry out duties designed to meet the objectives of the project as part of a design/development team with PAJ IT and counterpart staff.

Responsibilities:

  • Work closely with the Information Technology Development Team Leader to identify priorities and prepare work plans and action plans that are congruent with PAJ objectives.
  • Create flexible, informative web sites, web portals, and other IT software/tools for counterparts that are easy to use and maintain.
  • Develop all site/portal planning, interface design and production.
  • Develop a preferred site/portal model which calls for authorized members at all five levels including public, prospective associate members, government agencies, attorneys, and anti-corruption.
  • Draft and provide input for required project reports, including, but not limited to weekly, quarterly, and performance monitoring reports.
  • Supervise the software developers in line with PAJ and MSI SOPs.
  • Other duties as assigned by the Information Technology Development Team Leader.

Qualifications:

  • Bachelor’s degree in Computer Science, or a related field required. Master’s degree preferred.
  • Minimum seven years of experience with the following is required: Highly developed management and communication skills, including the preparation of high-quality reports; ASP.NET with .NET Framework 4.5, 4.0, 3.5, 3.0, 2.0, 1.1; ASP.NET MVC 4 with Razor View Engine, Web API, SignalR, MVC 3, MVC 2, MVC, Webforms, ADO.NET; WCF Services, Web Services, RESTful, WSDL, SOAP, Service Oriented Architecture (SOA); XML, XSL, XSLT and XSD; Advanced T-SQL with MS SQL Server 2012, 2008, 2005, 2000, SSRS, SSIS, DTS, Relational Database Design; AJAX, JSON, JQuery, Javascript, HTML5, CSS3, HTML, CSS; Test Driven Development (TDD) using RhinoMocks, NMocks & NUnit; Domain Driven Development (DDD), IoC, DI; Continuous Integration using TeamCity, Octopus Deploy, CruiseControl.NET, MS TF Build & MSBuild; UML object-oriented design including Use Case and Sequence diagrams; Design Patterns including MVC, MVVM, MVP, , DDD and Enterprise Application Blocks; Knowledge of Accessibility issues, Responsive design, SEO,W3C, DDA & PCI DSS compliancy; and Visual Studio Development (Versions 2003-2013)
  • Fluency in Arabic and English is required.
