PURPOSE OF THE ASSIGNMENT

The Research, Analysis and Monitoring (RAM) team operates segregated from Programme under the supervision of the Deputy Country Director, and functions as a service provider, incl. for management and for external partners, for (not all-inclusive, nor exhaustive):

  • Evaluation, Review and Impact Assessment include coordination of monitoring activities, managing or supporting the management of decentralized evaluations, supporting thematic/mid-term reviews and positioning WFP as a reliable partner for governments to build monitoring and evaluation strategies.
  • Economic analysis, coupled with nutrition, social, political, gender and environmental analysis, is an indispensable element for a comprehensive and multidimensional understanding of the causes and the effects of hunger. The complex interplay of economic forces operating at the international, national, local and household levels is manifest in economic signals and choices such as prices, production and consumption that can lead to food insecurity and vulnerability.
  • Leave-No-One-Behind (LNOB) Assessment and Targeting generates analyses to inform tailored vulnerability and quality needs assessments and related targeting processes across WFP and beyond.
  • Climate and Earth Observation undertakes the analysis of remote sensing data across the full range of spatial resolutions. By leveraging satellite data and monitoring from above, our geospatial analysts observe growing seasons, provide climate analyses, assess refugee and IDP camp status, detect land cover changes across regions and countries where WFP operates in.
  • Field Monitoring for tracking, collecting and analyzing programme performance to inform decision-making, maintain operational focus on results, and generate data for outcome / impact analyses.
  • Market Analyses, including the Market Functionality Index (MFI) package (in collaboration with Supply Chain), labour market and value chain analyses.
  • Essential Needs and Nutrition Analyses, covering supply assessments for essential needs or dietary intake (incl. minimum expenditure baskets), as well as the measuring set-up for effective Social Behaviour Change Communication (SBCC).
  • Price data collection and price analysis, incl. calculating and using the Alert for Price Spikes (ALPS) Indicator.

With a commitment to strengthen research, assessments, monitoring and evaluation, both internally and in support of national systems, to help ensure that WFP and government programmes target people in vulnerable situations and meet their needs in a holistic, efficient and timely manner, this vacancy for the Head of RAM (M&E) position will also serve to establish a Roster of M&E Experts and may serve to fill lower-level M&E Officer positions (NOA or SC) in Bishkek and Osh.

Supervision: The Head of RAM, with a strong M&E profile, reports to the Deputy Country Director and supervises three teams focused on (1) M&E, (2) Vulnerability Analysis and Mapping plus (3) Data Analytics and Research. M&E officers operate independently and are involved in operational activities in an advisory and support function with related analytical work. Where RAM staff are involved in proposal or report writing, in digital offerings and other programme-related tools and analyses, close consultation with the Head of Programme/ Outcome Managers is expected, and with part of the RAM team located in Osh, also with the Head of the Sub-Office.

KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):

1. Contribute to the development of Monitoring, Review and Evaluation projects and activities, plans and processes, ensuring the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP evaluation and monitoring corporate standards to generate quality evidence on the lives of beneficiaries and to inform policy, strategy and programme design and implementation.

2. Support the development of systems and tools for the monitoring and evaluation needs of the Government in line with innovative methodologies / best practice and help ensuring that CO monitoring systems and tools are in place and compliant with corporate standards including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate results framework (CRF).

3. Contribute to evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, developing innovative, user-friendly and informative products, providing assistance on the coordination of data gathering and monitoring systems and ensuring that rigorous quality standards are maintained.

4. Draft regular monitoring reports on status of results and implementation progress and contribute to the data analysis, presenting findings in customer-targeted, client-friendly ways.

5. Support mid-term reviews and thematic reviews which are intended for internal learning, strategic and operational decision-making and champion the knowledge management agenda of the office.

6. Contribute to building M&E capacity of WFP staff and partners through training and information sharing with an overall systems strengthening approach.

7. Liaise with relevant partners (internal and external) to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency and highlight potential risks to project delivery.

8. Take responsibility for integrating protection, gender and other cross-cutting perspectives in all areas of work, strengthening LNOB and human rights-based approaches.

9. Support WFP Management in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required.

10. Support the capacity building of WFP staff, partners and national government to conduct vulnerability analysis to effectively inform preparedness and response activities and ensure learning from M&E activities supports sustainable solutions that ultimately strengthen national systems.

11. Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.

12. Act in an assigned emergency response capacity as required to meet emergency assistance needs.

13. Other as required.

SPECIFIC JOB REQUIREMENTS (for Head of RAM position)

14. Provide inputs regarding the development and implementation of national government and inter-agency monitoring, reporting and evaluation frameworks, including through UN INFO and the interagency group regarding the United Nations Sustainable Development Cooperation Framework (UNSDCF) and with Government partners regarding nationally owned and measured sustainable development goals.

15. Manage or support more senior staff in the management of decentralized evaluations in line with WFP Evaluation Policy and Decentralized Evaluation Quality Assurance System (DEQAS). This entails managing or supporting evaluation processes from planning to completion: sourcing, hiring and supervising external evaluators; engaging stakeholders appropriately in the evaluation process and managing communications and budgets.

16. Support centralized evaluations managed by the Office of Evaluation, joint UNSDCF evaluations and donor- or Regional Bureau-led evaluations in country.

17. Lead WFP’s country capacity strengthening efforts in the areas of M&E, VAM and Research.

18. Perform the Head of RAM function (three direct supervisees), coordinating the Research, VAM and M&E teams and their joint work plan, incl. the sourcing of temporary experts/consultants support.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

• Proven track record in strong coordination and communication with direct clients and diverse stakeholders, incl. external consultants, steering / coordination committees as well as internal management and field staff.

• Previous team lead and staff supervisory experience, familiarity with managing temporary/short-term assignments through outsourced service providers an advantage.

• Minimum of three years of relevant M&E professional work experience, with demonstrated proficiency in supporting the design and implementation of programme monitoring, including quality assurance of M&E deliverables with a good understanding of the M&E chain in programming, ability to design monitoring tools (questionnaires, instructions, sampling, analysis plan, etc.), perform or oversee data cleaning and processing (using statistics software – SPSS, R or STATA), excellent knowledge of data processing and analytics in Excel (or Tableau, considered an advantage), and overall familiarity with qualitative data collection methods. Familiarity with M&E requirements of large donors considered an asset.

• Experience in using a variety of quantitative and qualitative analytical tools and methods, applying strong writing/communication skills to convey findings effectively to target audiences.

• Ability to work independently and efficiently, with experience to plan and organize work under tight deadlines ensuring delivery of high-quality products.

• Demonstrated technical M&E and research knowledge and previous practical (field) experience working in humanitarian or development contexts, familiarity with Kyrgyz national systems considered an asset.

Candidates not meeting all outlined requirements may be considered for the Roster of M&E Experts or to fill lower-level M&E Officer positions (NOA or SC) in Bishkek and Osh.

Functional Capabilities (Description of the behaviour expected for NOB proficiency level):

• Strategic Management: Demonstrates understanding of humanitarian and development actions in different contexts and knowledge of global geo-political issues and UN Reform and applies it to enhance existing monitoring and evaluation systems that support WFP’s strategic objectives. Is able to demonstrate to stakeholders the value of monitoring and evaluation for policy and programming to promote learning within organizations and achieve the SDGs. Has knowledge of identifying monitoring and evaluation needs and of analyzing existing evidence needs and contributes to the design of a comprehensive monitoring, review and evaluation plan that will address learning and accountability needs.

• Performance Management: Has performance management cycle skills to support the design and development of monitoring and evaluation systems in line with WFP corporate standards. Demonstrates understanding of internal and external best practices and supports the development and implementation of optimal monitoring, review and/or evaluation arrangements. Has knowledge of the Theory of Change (ToC) approach and process and is able to support the office team in developing a ToC for moderately complex programmes. Has knowledge of international norms and standards for evaluation and is able to apply them appropriately, seeking advice where appropriate.

• Methodology, Approaches and Analysis: Reviews and provides feedback on the selection and application of high quality, credible, analytical approaches and qualitative and quantitative methods appropriate to monitoring and review requirements and evaluation needs. Support the development of terms of reference for decentralized evaluations and reviews. Has knowledge of a range of evaluation, data collection and analysis methods and is able to identify key methodological requirements for various types of evaluation and review the evaluation design proposed by evaluation teams seeking advice where appropriate. Is able to validate data quality and ensure that data collection and analysis have been conducted ethically.

• Communication & Use: Demonstrates ability to communicate effectively key evidence from monitoring, reviews and evaluations to a range of stakeholders. Demonstrates active listening and conflict resolution skills to promote constructive engagement from stakeholders with diverse, complex and high-stake interests and seeks guidance and engagement from CO management where appropriate.

• Ethics: Demonstrates ethical behavior at all times and communicates WFP’s expectation that all WFP personnel act ethically in furtherance of the ideals of the UN and WFP’s mission. Understands the specific implications of ethics in monitoring, review and evaluation activities and is able to consistently ensure that appropriate actions are taken to safeguard ethics.

Education: Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.

Language: Fluency (level C) in both oral and written communication in English and proficiency in the duty station’s language(s) (Russian or Kyrgyz, both considered an advantage).
