- Background
The Recycling in Jordan Activity (JRA) is a 5-year project funded by the United States Agency for International Development (USAID) and implemented by Chemonics International. The activity seeks to increase commercial sector utilization of recycling services in Amman, utilizing a market systems approach. JRA will work with private recycling firms, the commercial sector, the Ministry of Environment (MoENV), and the Greater Amman Municipality (GAM) to increase recycling through the following three objectives:
- expand and improve private sector-led recycling services.
- increase demand for and utilization of recycling services within the Amman commercial sector; and
- increase local and national government support for improved solid waste management.
The Recycling in Jordan activity will increase the competitiveness of recycling and invigorate the circular economy using a market-based approach, strengthening market linkages, and improving the enabling environment. As the recycling sector becomes more competitive, the activity will support it to capitalize on opportunities to boost commercial sector use of recycling services.
II. Principal Position Objectives, Basic Functions/Critical Tasks:
The Enabling Environment Specialist shall serve as part of the project team and assist the Recycling Enabling Environment & Commercial Sector Lead in the management and coordination of program activities related to improving the empowering business environment for material markets and recycling services and increasing demand for and use of recycling services in Amman by the commercial sector.
The Enabling Environment Specialist shall assist in planning the execution of the Activity interventions, monitor the progress against approved plans, coordinate implementation and delivery, facilitate achieving Activity indicators, and report on interventions’ performance and progress.
The Enabling Environment Specialist will support executing the activities under Objective 3 to coordinate policy and regulatory reform efforts with GAM and the Ministry of Environment to promote a business enabling environment. The Enabling Environment Specialist will also support executing the activities under Objective 2 to increase demand for and use of recycling services in Amman’s commercial sector through increased awareness of recycling and recycling practices among the commercial sector and strengthen linkages between the commercial sector and recycling service providers.
S/he shall collaborate with project team and maintain strong working relationships with the Ministry of Environment, Greater Amman Municipality, other related ministries, non-governmental organizations, relevant business associations, the commercial sector waste generators, and the recycling service providers.
- Duties and Responsibilities
Technical
- Assist the Recycling Enabling Environment & Commercial Sector Lead in the technical implementation of the project interventions and day-to-day technical coordination and collaboration between the team of the two components.
- Monitor and control interventions’ related activities and provide schedule updates.
- Actively contribute to the completion of the contractual deliverables, including quarterly and annual reports, annual workplans, ad hoc reports and any other that may be required.
- Work closely with and supervise the technical work of all local and expatriate consultants including managing consultants’ work; teaming up with consultants to deliver assistance to partners and implement plans; prepare/finalize reports, PowerPoint presentations and other deliverables; maintain meeting agendas pertinent to any technical assistance provided by the consultant(s). Ensure compliance of consultants’ deliverables with their scopes of work and ensure that reports/deliverables are of high technical quality and good overall readability, and in accordance with USAID and Chemonics standards.
- Develop component reporting for weekly, quarterly, and annual reporting.
- Based on the clients’ capacity building needs as well as the JRA work plan, prepare STTA Scopes of Work that will: a) effectively lead to the selection of the most suited consultant (s), b) define a clear objective (s), and c) outline a series of detailed tasks and required deliverable(s) that will result in the successful attainment of the set objective(s).
- Liaise with relevant government entities and other JRA components in identifying investment incentives, financing options, and business facilitation services available for the recycling sector.
- Undertake studies, research, and other activities as needed to identify partnership opportunities that lead to adapting reduce, reuse and recycling solutions in the recycling sector.
- Facilitate implementation of partnerships with counterparts for the adoption of sustainable and viable business recycling models, systems, initiatives, and cases across the commercial sector.
- Facilitate linkages between the recycling service providers and the market of commercial waste generators and support commercial change management initiatives within the commercial sector to develop and implement successful recycling models and practices.
- Support waste generators to develop waste management plans; meet targets (set by international hotel brands, for example); communicate their successes to their target audiences/clients.
- Work with the commercial recycling specialists and the crosscutting communications manager to improve understanding and awareness of new recycling service options for the commercial sector through appropriate communication mechanisms
- Support the project team in performing comprehensive and quantitative surveying to collect data about behavior and performance commercial sector in accordance with the MEL requirements and tools. This could include conducting of informative interviews and meetings related to data collection and evaluation.
- Work with the GESI specialist to ensure that activities under these components consider gender disparities, priorities, and norms, and are inclusive of vulnerable populations such as informal workers, women, youth, refugees, and persons with disabilities.
- Work with project team to address recycling services providers and commercial cluster interventions holistically and promote harmonious and productive working relationships as a member of the project team, supporting colleagues in meeting collective goals and targets.
- Other duties as assigned by the Recycling Enabling Environment & Commercial Sector Lead.
Administrative
- Coordinate all logistical arrangements for the component meetings, field visits, events, workshops, seminars, and other training activities to ensure timely and successful outcomes.
- Participate in meetings, workshops, and functions necessary to ensure successful design and implementation of assistance to beneficiaries.
- Closely coordinate with the relevant Component Leader and the communications team in coordinating various public relations events and media campaigns related to the above-mentioned activities, including writing press releases for publication in newspapers and other media about activities, events and developments of the project.
- Coordinate with the project team on event logistics and relevant preparations for trainings, workshops, facilitation sessions, etc.
- Carry out administrative duties such as filing log sheets, completing trackers, and preparing/analyzing data from minutes of meetings.
- Closely follow-up (managing, monitoring, and control) with STTA contracts and the timely delivery of associated services and quality deliverables.
- Prepare notice to proceed, monitor progress against agreed LOE, request extension of time for short term consultants.
- Ensure activities consider gender disparities, priorities, and norms and are inclusive of vulnerable populations such as informal workers, women, youth, refugees, and persons with disabilities
- Ensure close collaboration among the JRA components and sub-components.
- Any other duties as assigned by the Recycling Enabling Environment & Commercial Sector Lead
IV. Qualifications
- Minimum Bachelor’s degree in a relevant field, such as engineering, business administration, environmental studies, solid waste management (SWM), or equivalent. Master’s degree is a plus.
- Minimum five years of demonstrated experience in related fields.
- Project Management Professional (PMP) certification is strongly preferred.
- Knowledge in project planning; quantifying the amount of time and resources to each activity and measuring the progress against the plan.
- Expertise in project management; understanding the principles and identifying ways to achieve successful strategic project management within the Activity.
- Ability to identify risks, using methods and techniques to measure and manage its effect.
- Demonstrated experience in private sector engagement, creating market linkages, and fostering cohesion and collaboration through communication and interpersonal skills to successfully work with government officials and local partners.
- Strong analytical skills and the ability to take initiative and drive project implementation
- Experience in waste management and recycling is a plus; experience in business and marketing would be an advantage.
- Excellent organizational, negotiation and time management skills.
- Demonstrated strong oral and written communication skills
- English and Arabic proficiency required.
