3. BACKGROUND
Program Background
The Jordan Economic Reform Activity Task Order 1 (ERA TO1) is a 5-year, $54 million program funded by USAID, which aims to support the Government of Jordan (GOJ) to prioritize and implement economic reforms. Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, ERA TO 1 will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities.
Investment component
The USAID/Jordan Economic Reform Activity (ERA) is working to help stimulate growth in the Jordanian economy through assistance to the Government of Jordan and the private sector. This includes support to increase the volume of local, regional, and foreign investments in the country. ERA is seeking a Short-Term Project Engineer (PE) who has consulting experience in identifying specific details in new Business Setups, Bill of Quantity (BOQ), estimation for Engineering Cost related to Construction, or Production Facility, or Machinery, as well as maintenance work.
The main objective of this service is to contribute to a technical feasibility study and plan and prepare all documents including the detailed specifications, related BoQs, and estimated costs within the proposed time frame.
Duties and Responsibilities
The project engineer (PE) will work under the direction of the Investment Team Leader. the overall objective of this assignment is to contribute to drafting a project pre-feasibility study covering multiple sectors such (Energy, Transport, Industrial, and Services).
The PE will be hired to provide engineering/technical expertise and advisory services as following:

Estimate project engineering cost (civil work, mechanical, factory planning, etc)

Industrial engineering cost (production line, technologies, raw materials, labor etc)

Design optimal/ minimum capacity and utilization plan.

Conduct assessments/surveys as required.

Prepare the specification for the systems needed.

Prepare bill of quantity and cost estimation for the systems recommended by PE.

Prepare materials needed and their specifications.

Presentation of plans and presentation of documentation for tendering.
Competencies

Ability to work independently.

Able to communicate with relevant team members and local authorities in order to conduct the feasibility study; Able to conduct technical feasibility study and submit detailed reports with references.

Proven ability to plan, work and deliver on the agreed deadlines.

Demonstrated interpersonal as well as the ability to communicate effectively with all stakeholders and to present ideas clearly and effectively.

Deep technical knowledge of standards and principles of consultancy mandates

Deep technical knowledge of water sources assessment, a good understanding of hydrology and climatology
Required Skills and Experience
- Bachelor’s degree in industrial engineering or any related engineering studies.
- At least 5 years of relevant experience in the field of planning, design, technical feasibility study, or PPP projects, preferably the PE should have exposure to multiple sectors such as (energy, transport, agriculture, and manufacturing).
- Financial economic knowledge will be advantages.
- Solid experience in community and stakeholder consultations.
- Experience in working with/contracted by international development organizations for similar assignments is a strong advantage.
