The Opportunity
Abt Associates seeks a qualified Gender Specialist for the Local Health System Sustainability Project’s Jordan Activity (LHSS Jordan). The LHSS Project is USAID’s flagship initiative in integrated health systems strengthening, with a goal to help low- and middle- income countries transition to sustainable, self-financed health systems to support universal health coverage. LHSS Jordan is supporting the Government of Jordan’s (GOJ) efforts to improve health care professionals’ competencies to deliver quality health services through the institutionalization of a mandatory continuing professional development (CPD) system for professional license renewal. The Activity is also working with the Ministry of Health (MOH) and private sector on strengthening the Jordanian post COVID-19 resilience activities, including strengthening the laboratory sector.
This is a full-time position based in Amman, Jordan, working under the supervision of the Activity’s Deputy Chief of Party.
Core Responsibilities

  • Integrate gender into LHSS Jordan operations and programmatic activities, and training activities.
  • Design and execute gender trainings for LHSS staff, grantees, and partners.
  • Support the MOH and private sector to adapt policies and trainings that address the needs of women and men health workers, including increased leadership opportunities and the mitigation of workplace violence and harassment.
  • Ensure the revised AMELP for LHSS Jordan will continue to include GESI indicators to monitor the activity’s progress in this domain.
  • Working with the grants manager, manage a grant activity which will conduct a Gender audit for the MOH.
  • Provide technical oversight to the grantee, reviewing all deliverables to ensure they are of quality, they are within the grant agreement, and they are in alignment with the Ministry of Health’s requirements.
  • Liaise between the grantee and the Ministry of Health and attend all gender grantee and MOH meetings.
  • Work with the grants and procurement team, provide oversight on the LHSS grant and subgrant portfolio to ensure that gender considerations are integrated into all grant and subcontract activities and plans
  • Work with the continuous professional development team, including importantly the information and technology senior advisor, to ensure gender considerations are built into the CPD system, including within the MOH and the three health councils’ platforms.
  • Maintain all files in the LHSS shared drive related to activities.
  • Contribute to LHSS/Jordan MEL activities including data collection, analysis and reporting.
  • Contribute to LHSS/Jordan Communication activities including the development of success stories, social media posts, briefs, etc. from activity interventions.
  • Any other tasks relevant as assigned by the supervisor.

Qualifications

  • Bachelor’s degree in Social Science or any related field. Master’s degree is preferred.
  • Minimum of 8 years’ experience in gender programming.
  • Previous experience at USAID-funded programs is preferred
  • Strong English writing/speaking skills required and fluency in Arabic preferred.
  • Strong interpersonal and communication skills, and training skills.
