THE ROLE AND ORGANIZATIONAL CONTEXT

The position is based in Rome within the Career Management Branch under the general supervision of the Chief, Career Management and under direct supervision of the Team Leader of the Learning Technology and Language Learning teams.

You will be responsible for the management of the WFP Learning Platform and its technology ecosystem, as well as the integration of the learning technology infrastructure within the WFP Information technology landscape.

KEY ACCOUNTABILITIES (not all-inclusive)

Learning technology platform management and helpdesk oversight:

  • Manage contractual arrangements with learning technology vendors for WFP
  • Lead technical developments on the learning platform including integrations with other WFP Information systems
  • Manage data interfaces, authentication providers, security certificates and all other technical elements and systems that run on WFPs technology infrastructure and supports the learning platform
  • Leading the development of add-ons and enhancements implemented by internal developers and external vendors
  • Manage the expansion of the WFP learning ecosystem.
  • Coordinate the integration of WFP learning ecosystem into the HRM talent management strategy and tools (in particular the HCM platform) in close liaison with the HR TEC team.
  • Lead the operational day to day management of the learning platform including, but not limited to, publication of new internally and externally developed resources, support for channels and blended programs, reporting, and user administration
  • Provide the single point of contact for escalating and resolving issues related to the learning ecosystem with all relevant providers
  • Provide oversight of the helpdesk for all learning platform queries, including day to day supervision over the helpdesk team
  • Coach, guide and train helpdesk administrators to effectively solve problems as far as possible at the first level of support
  • Establish and manage standard operating procedures (SOPs) for the publication of new learning content for publication on the learning platform
  • Stay abreast of developments and new releases for the learning platform technology and its dependencies. Provide advice and input to the rest of the team on upgrade plans and procedures. Manage these changes from end to end with the support of the vendor.

Content management

  • Support the integration of off-the-shelf online learning resources, handling any activities related to integration, single sign-on, publishing and testing on the learning platform
  • Advise and guide functional and regional SMEs on how best to leverage the functionality of the learning portals in the deployment of their learning solutions
  • When required and in collaboration with the HRMTC team supporting Functional Areas, assist training focal points in the creation of courses/programs, facilitating various resources useful to create the proposal and engage the LTA vendors. Further support the Functional Areas by coordinating the final testing of content on the learning platform and facilitating its publication
  • Support the training and empowerment of training focal points in HQ and regions to ensure a more decentralized approach to administration and reporting of learning activity with requisite quality controls

QUALIFICATIONS AND KEY REQUIREMENTS

Education:

You have:

  • Advanced University degree in Computer Science, Information Systems, Human Resources (ideally with specialization in HR Information systems), Learning Technology or related fields.

Experience:

You have:

  • 5 years of relevant progressively responsible experience in configuring, testing, implementing SaaS platform solutions including direct experience with learning technology solutions, and learning management systems.
  • Proved experience in delivering successful projects with and through external vendors.
  • Experience in developing training resources, guidelines and tools.
  • Experience working in the Humanitarian sector and in a multicultural environment will be considered as an advantage.

Language:

You have:

  • Fluency (level C) in the English language.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

  • Ability to conduct research on new technologies, manage the design, development and deployment of IT systems aligned with business needs
  • Functional and technical expertise with ERP software and HCM platforms
  • Familiarity with data management, extraction, and manipulation
  • Advanced proficiency with Office 365 applications, Microsoft Teams and SharePoint
  • Track record of delivery of customer support for a web application / IT application
  • Strong project management skills with track record of delivery of projects in complex environment on time and to budget

TERMS AND CONDITIONS

Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational. The selected candidate will be employed on a fixed-term contract with a probationary period of one year.

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

The position is based in Rome, Italy and the selected candidate will be expected to relocate.
