THE ROLE AND ORGANIZATIONAL CONTEXT
This position reports to the Chief of the Career Management branch and forms part of the unit’s leadership group. The position involves the supervision of a team of 4/5 members, and the coordination of a large portfolio of external vendors and service providers.
This position coordinates with other UN counterparts and is WFP’s focal point for Learning Technology and Language learning in the inter-agency learning network. In this role, you will be required to provide expert advice to other members of the branch and to the Chief on technology and policy-related initiatives.
Both for the learning tech and for the language side of the operations, you will be required to lead several procurement initiatives every year.
KEY ACCOUNTABILITIES (not all-inclusive)
The position operates in two main areas, learning technology and language learning and certifications.
On the learning tech side, the position is responsible for ensuring that:
- The Learning technology ecosystem (WeLearn and all connected platforms) is up and running, constantly updated to the latest technology, and monitored to ensure the resolution of all technical issues
- The Learning technology ecosystem evolves to support the expanding WFP strategic needs in terms of talent management, career and personal development and in general human capital management
- The Learning technology ecosystem is integrated into WFP information system landscape (for example, exchange of data with WINGS and other platforms, integration with security and identity management infrastructure, etc.) and that all operations are documented and aligned with WFP IT security procedures and standards.
- A wide range of contracts with external vendors and service providers is established, monitored, and maintained (this requires constant collaboration with TEC and Procurement)
- Learning infrastructure is properly integrated into the HCM project and that adequate guidance and business expertise is shared with relevant stakeholders to drive the inclusion of learning into the evolving HR infrastructure
On the language learning and examination side, the position is required to ensure that:
- Annual language exams sessions are organized in coordination with FAO and the UN and that all entitled WFP colleagues are able to register and participate
- The services offered by the recognized language institutions are constantly monitored, assessed and the WFP procedures are amended accordingly
- All external exams and certificates submitted by colleagues are assessed and validated
- Advice, guidance and decision is provided on all language related policy issues/requests.
- Targeted learning solutions are implemented to support COs and/or Functional teams’ specific requirements
- WFP employees have access to high quality learning resources and teachers to acquire or improve their language competencies in line with the organization’s strategic priorities
- HR Manual and language related policies are updated in line with the organization strategic approach, UN regulatory framework and the evolution in this specific sector
For both sides of the operations, the position requires the ability to lead, coach, train and motivate a team of dynamic process experts able to support internal and external stakeholders at all levels, including managing delicate and confidential information.
QUALIFICATIONS AND KEY REQUIREMENTS
Education:
You have:
- Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.
Experience:
You have:
- Typically eight years or more (of which three international) of postgraduate progressively responsible professional experience in Human Resources with an interest in international humanitarian development. Significant experience of managing large teams of staff with somewhat varied areas of expertise.
Language:
You have:
- Fluency (level C) in the English language.
- Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

- Sound theoretical understanding of HR concepts and principles with a broad knowledge of best practices, techniques and processes and specialised knowledge in a specific area.

TERMS AND CONDITIONS
Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational. The selected candidate will be employed on a fixed-term contract with a probationary period of one year.
WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
The position is based in Rome, Italy and the selected candidate will be expected to relocate.
