  1. PROJECT BACKGROUND

The Municipal Support Program (MSP) is a five-year, USAID-funded program implemented by DAI. MSP aims to strengthen municipal-sector service delivery and promote local economic development in Jordan. MSP will strengthen municipal-sector service delivery by supporting improved governance and organizational culture through a focus on three interventions: key policy and service delivery reforms, municipal sector public financial management, and community engagement. Improved municipal service delivery will ensure that municipalities can respond effectively to citizens’ needs and create the conditions for investment and inclusive economic growth. MSP will also increase capital investment in the municipal sector. This investment is intended to catalyze local economic opportunities and further strengthen service delivery by supporting improved development planning, facilitating investor partnerships, increasing access to finance, and supporting renovation and construction of fixed assets including the provision of material resources. Across all interventions, MSP will increase the participation of marginalized groups, including women, youth, and persons with disabilities in municipal-sector decision-making. Participatory planning will improve marginalized groups’ access to public services and increase their economic opportunities. MSP will work across all of Jordan’s governates.

  1. POSITION DESCRIPTION

The Construction Activities Coordinator (CAC) will provide overall engineering leadership and technical expertise to the program. He/she will review, monitor, and oversee the design, engineering services, and management of construction and rehabilitation projects implemented under the Municipal Support Program, and be responsible for the oversight and quality control of development planning and other elements of the Activity that require expertise from an engineering perspective. For all construction related interventions, the

CAC will be the main point of contact between the Municipalities, any A-E subcontractors, and any construction subcontractors.

  1. KEY DUTIES AND RESPONSIBILITIES

The CAC responsibilities will include, but are not limited to:

  • Conduct assessments for all construction and rehabilitation activities under the activity.
  • Develop and update the Construction Implementation Plan.
  • Assist in the selection of qualified construction, and design and supervision firms.
  • Provide advice and written feedback in the development of detailed engineering designs, plans, and cost estimates for construction and rehabilitation activities under the program. Evaluate designs, drawings, specifications, Bill of Quantities, schedules, health and safety plans, quality control and assurance plans, surveys, and lists of equipment requirements and provide written feedback and recommendations for improvement.
  • Assess the operations and maintenance requirements for proposed construction activities and ensure these requirements are reflected in the drawings and contractual documents for
  • Conduct site visits to monitor the quality, safety, progress and environmental compliance of construction and rehabilitation activities as well as climate risk mitigation measures, maintain and update the project schedule for each construction site, and provide advice on alternate approaches to creatively resolve engineering problems.
  • Verify the completion of works and recommend acceptance of the works, monitor, and analyze construction related claims (if any), and recommend acceptance or rejection.
  • Coordinate with the relevant entities for the final acceptance of all completed projects, and verifying that projects are completed according to the design and contract requirements
  1. QUALIFICATIONS
  • At least a Bachelor’s Degree in Civil Engineering or related engineering fields from an accredited university and a valid membership in the Jordanian Engineers Association or has the ability to obtain membership within three months of date of hire.
  • A minimum of seven years of progressively responsible and professional experience in architecture and engineering design and construction management of construction projects.
  • Good knowledge of the Jordanian municipal systems, plans, and procedures, including issues and challenges within municipal and community infrastructures and on ways to improve them to respond to these issues.
  • Strong technical, analytical, quantitative, and conceptual skills to analyze issues and recommend and present solutions and/or options.
  • Fluent in both written and spoken English and in Arabic are required. Demonstrated ability to prepare required reports in proper format and language.
