JOB PURPOSE

To provide effective coordination and specialized support to a full range of policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of Head of Area office in Pakokku, the incumbent will perform the following duties: –

  • Oversee and take responsibility for the WFP emergency operation in Chin State, keep awareness on current situation, analyze and prepare as necessary for possible emergency response for crisis affected people.
  • Coordination with stakeholders and other humanitarian organizations for the preparation of emergency response plan.
  • Coordinate with concern authorities at all levels for the emergency preparedness, access, response, food / cash transport, distribution and reporting.
  • Oversee and take responsibility for the WFP operation in Chin state to ensure the smooth implementation of WFP’s current operations and planned operations in Chin State. Including relief assistant, Nutrition assistant, Asset Creation and Livelihood activities and School Feeding.
  • Collect and compile periodic reports such as monthly operation reports, security situation reports, executive brief, monthly distribution plan and quarterly distribution plan from area assigned staffs and report further to Head of Area Office. Take responsibility on timely reporting of such reports.
  • Conduct analyzation of monitoring and evaluation reports and ground information of activities in Chin state and prepare comprehensive reports on WFP operations. Report updates information reflected to situation changes in the field to supervisor and provide viable options for decision making. Give overall situation reports on specific operation fields.
  • Lead and ensure accurate and timely recording of data of Emergency Response, School Feeding programme, ACL programme and Nutrition programme implemented in Chin state, and consistency of information presented to supervisor and stakeholders.
  • Coordinate and Liaise with the cooperating partners to sign comprehensive FLAs, planning, implementing, and monitoring of Food/Cash assistance projects in Chin state.
  • Ensure necessary data entries in COMET and timely requesting and reporting of FLA/Partnership, Food Release Notes, Food/Cash requests, Monthly Distribution Reports.
  • Foresee the overall pipeline situation, coordinate with Pakokku logistics team, discuss with respective Activity Managers and prepare call forward of food.
  • Coordinate with Pakokku Logistic team to ensure the transport of food are successfully delivered to targeted destinations in assigned area.
  • Conduct field visit to project implemented townships and meet and coordinate with respective counterparts to ensure smooth and effective cooperation in implementing the projects.
  • Assist related focal form EPR, Nutrition, SF/SMP, RAM and PGAAP in cases of data collecting and giving technical inputs and trainings. Give trainings and capacity building sessions to CP, Beneficiaries and counterparts as situation requires.
  • Assist Head of Area Office for holding accountability for the security of WFP’s staffs, office premises and assets in the Area and field offices.
  • Assist Head of Area Office for managing the staffs, providing advice, guidance and training, to ensure individual and team objectives are delivered to agreed standards and deadlines.
  • Performed any other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Completion of secondary school education. Preferable to have a university degree in development studies, public administration, social science, agricultural, international relations or other related functional areas.

Language:

  • Fluency in both oral and written communication in English and Myanmar.

Knowledge & Skills:

  • Knowledge of humanitarian assistance and development practice. General knowledge of UN system, policies, rules, regulations and procedures governing administration. Knowledge of the political, economic and social situation in Myanmar.
  • Knowledge of food security analysis and the data collection, treatment, and manipulation techniques typically associated with it;
  • Knowledge of advanced statistics methods and statistical analysis with ability to use statistical software packages (SPSS, SAS, STATA, etc.)
  • Knowledge of MS Office (Word, Excel, Access, Outlook)

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Preferable to have at least five years of progressively responsible experience of which at least three years closely related to Humanitarian Response and emergency preparedness, food security or other related field. Additional knowledge and experiences in the following areas is an advantage.

  • Has experience or basic knowledge of humanitarian policy and emergency preparedness
  • Has participated in implementing technical programs;
  • Has implemented programmes with increased level of responsibility; Has provided input to policy discussions.

ORGANIZATIONAL CONTEXT

This post is located at WFP Field Office in Hakha, Chin State. The job holder reports to the Head of Area Office who will be covering the operations in Chin State, Magway, Mandalay and Sagaing regions.

At this level, job holders are responsible for technical work including the planning, implementation and co-ordination of activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices. They independently handle a wide range of specialized programme or policy support activities and may be involved in analytical work. Work performed typically has a substantial impact affecting other parts of the programme. Job holders demonstrate initiative in the identification and resolution of a wide range of issues/problems, and effectively handle unforeseen situations. They may act as technical focal points in the area of vulnerability assessment and analysis. Job holders set objectives, resolve wide-ranging issues and unforeseen problems, supervise and coach a team of support staff within an area of responsibility.
