JOB PURPOSE

The role will focus on the design and management of integrated programmes that effectively meet food and nutrition assistance needs, contribute to policy formulation, and/or provide technical advice or oversight on programme strategy and management. The incumbent will act as the focal point for integrated programmes in SO-2 and will provide specialized support to education, nutrition, and safety nets policy and programme activities that effectively meet food assistance needs and address the root causes of malnutrition and hunger.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute to the development of a wide variety of integrated projects, plans, and processes under SO-2 to achieve SDG 1, 2, 3, 4, 5, and 17 goals, ensuring alignment with wider programme policies and corporate commitments.
  2. Provide technical advice and mobilize technical expertise vis-à-vis WFP’s programmes and policy issues including the choice of objectives, activities, transfer modalities, and the deployment and testing of innovative approaches as well as the development of strategies to support government efforts to reduce hunger and malnutrition.
  3. Research and analyze a range of policy and operational issues and draft policy papers, briefs, and other strategic documents for advocacy, evidence-based policy and programme designing, and draft recommendations for policy choices by the Government.
  4. Contribute to building and sustaining effective collaborative relationships with appropriate Government departments and other relevant stakeholders in the areas of social protection, nutrition, school health and nutrition, and resilience building
  5. Represent WFP in relevant technical forums including UNSCDF’s identified outcome technical groups, for advocacy and sharing information that may enhance collaboration with government agencies and build support for WFP activities.
  6. Provide technical and operational support to WFP provincial offices and Government counterparts for all stages of integrated nutrition, school meals, and safety nets programming processes (food, cash-based transfers, and capacity strengthening) and ensure integration, coherence, and harmonization with organizational and Government policies and processes.
  7. Ensure that the WFP programme cycle under SO-2 incorporates gender and protection analysis, age and sex-disaggregated data, and gender-transformative activities.
  8. Plan and establish monitoring benchmarks, programme performance indicators, and results in the framework of integrated programmes and ensure cross-cutting indicators on gender, protection, and disability are incorporated and registered in the M&E/ beneficiaries information management system in collaboration with relevant units.
  9. Estimate activity requirements, determine the budget and track expenditure and ensure the optimum and appropriate use of resources (financial, administrative, and other assets)
  10. Contribute to the preparation of funding proposals and ensure accurate and timely reporting on programmes and activities that enable informed decision-making and consistency of information presented to stakeholders.
  11. Support the capacity building of WFP staff, partners, and national government to prepare for and respond to food assistance needs, e.g. through providing inputs into training materials
  12. Any other task as assigned.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Social Sciences or other field relevant to international development assistance, or First University Degree with additional two years of related work experience at professional/ managerial level

Work Experience: Minimum four (04) years of professional/ managerial level experience in education, nutrition, or safety nets policy and programme activities.

Knowledge & Skills:

  • Has deepened technical knowledge through exposure to technical teams.

  • Has taken leadership of implementing programmes

  • Has provided input into policy discussions and decisions.

Language: Fluency in both verbal and written communication in English. Ability to effectively communicate in Urdu.
