JOB PURPOSE

The Gender, Disability & Protection Officer will provide strategic and technical support for the mainstreaming of disability, protection, gender equality and women’s empowerment across WFP operations in the country. Based in the Islamabad, the incumbent may be required to travel extensively to provincial/sub-offices in the country.
The successful candidate will operate with a high degree of independence to ensure that programme and policy objectives are achieved in full. The incumbent will be involved in a wide variety of programme and policy activities and analytical work, some of which may be of considerable complexity.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide strategic and technical support to the CO for the implementation of the corporate Gender, Protection and Accountability to Affected Population (AAP) policy, and Regional Gender, Protection, AAP and Disability Strategy to mainstream and integrate these cross-cutting themes into WFP Operations;
  2. Support WFP and partners' staff in implementing the Humanitarian Protection Policy, AAP and Disability commitments, and ensure WFP operations and programme activities take beneficiaries’ protection concerns into account, facilitate safe, dignified, and accountable food assistance, and operationalise AAP and Disability commitments.
  3. Advise and work with senior management to ensure strong institutional commitment and leadership for gender, protection, disability and APP Programme objectives.
  4. Ensure robust mainstreaming of gender and protection into WFP programming and operations, including providing policy advice on specific gender, disability and protection issues that impact on WFP operations and policy work.
  5. Lead systematic disability, gender, protection and risk analysis,
  6. Formulate appropriate protection risk mitigation and response activities;
  7. Identify potential adjustments WFP can make to maximise Gender, Protection and Disability outcomes, promote gender equality and transformation, and minimize risks including protection from sexual exploitation and abuse,
  8. Support the development of relationships with gender, protection and disability mandated or expert agencies and inter agency fora to strengthen coordination for informed incorporation of these cross-cutting elements in WFP operations;
  9. Represent WFP at relevant fora, participate in conferences and trainings aimed at strengthening public and policy advocacy for protection, disability, gender and AAP priorities in the post-2015 Development agenda and Beijing+20;
  10. Engage with donors on gender, disability, protection and AAP related issues at the regional and country levels.
  11. Lead activities to celebrate International Women’s Day and the 16 Days of Activism against GBV.

OTHER SPECIFIC JOB REQUIREMENTS

12. Work with all SO managers to ensure that gender, protection, AAP and disability are effectively integrated into planning process and implementation of activities.
13. Support the Country Office in increasing awareness of gender, protection, disability and AAP among WFP and partners' staff and building the capacity of staff to implement protection-related responses and adopt AAP approaches;
14. In collaboration with Logistics, Security and Programme units, provide advice and guidance in relation to responding to or (in future) preventing any gender, disability or protection problems related to safe delivery of food, cash or vouchers to beneficiaries. Undertake or contribute to research, reporting and documenting key issues, challenges and lessons learnt.
15. Manage the effective application of the Gender and Age Marker and ensure that staff are equipped to mainstream gender equality and women’s empowerment objectives/goals in all WFP strategies, projects and programmes;
16. Support and coordinate the work of the CO Gender, Disability and Protection Working Group;
17. Strengthen strategic partnerships on gender, protection, disability and AAP and support mobilization of resources required to implement the related corporate policies and regional strategies effectively.
18. Develop and implement gender, disability & protection training including on gender analysis, protection analysis, gender based violence, sexual exploitation and abuse and other related subjects;
19. Strengthen WFP workforce and partners’ gender, disability & protection analysis capacities and improve their ability for gender / disability/ protection mainstreaming in project design and throughout the project cycle;
20. Work with Compliance unit to review the performance of Complaints and Feedback Mechanism (CFM) to see whether the CFM is working effectively, doest it have the appropriate tools and support to inform programme, whather referrals are appropriately undertaken, and if protection concerns are well captured and addressed;
21. Ensure that gender, disability, protection and AAP considerations are integrated in all surveys, collection and analysis of demographic, social, physical, economic, and financial data;
22. Work with RB and CO teams in setting up or adapting existing monitoring systems to measure progress in gender, disability, protection and AAP mainstreaming results by using the WFP Strategic Results Framework and other essential gender on protection, AAP and disability;
23. Incorporate gender, disability, protection and AAP actions into unit work plans, evaluations plan and other internal documents / reports in line with relevant policy documents;
24. Support the CO to implement good practices in data protection and privacy;
25. Provide individual mentoring and support to gender, disability and protection focal points in the CO and provincial/sub-offices;
26. Gather and analyse primary information from stakeholders (affected populations, I/NGOs, UN agencies and others) on the situation and conditions of crisis affected populations and provide advice and support towards the implementation of corrective actions and/or related policy discussions;
27. Contribute to RBB and HQ gender and protection reports/information requests, represent WFP in interagency working groups and facilitate WFP's engagement with gender, disability & protection networks including inter-agency networks at the national and regional levels;

28. Any other tasks assigned by the supervisor

STANDARD MINIMUM QUALIFICATION & EXPERIENCE

Education: Advanced university degree in one of the following disciplines: social sciences, law, gender, international development, humanitarian assistance, or another related field like international relations, human rights or political science.

Experience:

At least 5 years of solid, responsible and relevant work experience in a humanitarian or development organization dealing with gender, disability, protection, human rights and/or gender-based violence;

  • Demonstrated experience in protection programming, human rights programming or community services in a humanitarian setting;
  • Experience in delivering training and capacity-building on quality programming issues such as protection and accountability to affected populations;

Knowledge & Skills:

  • Knowledge: In-depth knowledge of gender in humanitarian and development settings, gender-based violence, humanitarian policy issues, and its linkage with food security and nutrition;
  • In-depth knowledge of refugee and international human rights legal frameworks as well as the humanitarian principles;
  • Solid analytical, writing skills, and communication skills (including developing advocacy messages);
  • Sound knowledge and skills in training and facilitation;
  • Knowledge of UN system policies and functions of gender-mandated agencies;

Language:

National Professional: Fluency (level C) in English language and the duty station’s language, if different.

Based in the Islamabad, the incumbent may be required to travel extensively to provincial/sub-offices in the country.
