JOB PURPOSE

To provide effective specialized contracting and compliance support for partnerships in line with programme requirements.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide contracting oversight and support in the Programme Unit in formal partnerships with Cooperating Partners (CPs), specifspecificerships with government departments and public sector organizations, across all prograprogramsompliance with corporate requirements on CP management, in close coordination with technical, programme and functional activity managers.
  2. Provide specialized project/budget management support to specific and/or defined programmes ensuring that all projects bring the best value for money for WFP, with clear and established targets in programs, following WFP’s policies and Standard Operating Procedures (SOPs).
  3. Within the specific area of responsibility, maintain WFP’s CP tracker, ensuring that all partnerships follow the legal requirements of the country, and WFP’s internal controls and due diligence standards for programming and implementation activities.
  4. Identify competent partners in close coordination with Country Office (CO) and Provincial Offices (POs) and support the Programme Unit in establishing and updating WFP’s CP Roster all over Pakistan, to fulfill WFP’s due diligence, partnerships, and contracting requirements.
  5. Ensure and/or perform the accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security, and vulnerability assessments) and consistency of information presented to stakeholders.
  6. Liaise with internal and external counterparts to support effective collaboration, implementation, and monitoring of ongoing project activities, including the effective closure of all partnerships.
  7. Coordinate and communicate with local partners, agencies, NGOs, and government institutions for compliance with WFP corporate requirements.
  8. Support the capacity building of WFP staff, cooperating partners, and national government within the specific technical area.
  9. Act as a point of contact for the resolution of a range of operational queries from CPs within a specific technical area of responsibility, in close coordination with activity managers and Heads of Provincial Offices (HoPOs).
  10. Oversee and/or review the work of other support staff, providing practical advice and guidance, in meeting targets and timelines, in line with operational requirements.
  11. Follow standard emergency preparedness practices to ensure WFP quickly responds and deploys needed resources to affected areas at the onset of the crisis.

OTHER SPECIFIC JOB REQUIREMENTS

  1. Ensure that all organizations on WFP’s CP Roster fulfil WFP’s due diligence requirements, prior to programming.
  2. Ensure that WFP Cooperating Partners are selected through a competitive selection process on the UN Partner Portal (UNPP) in close coordination with Activity Managers.
  3. Lead on WFP’s due diligence on the UN Partner Portal, including Prevention from Sexual Exploitation and Abuse (PSEA) capacity assessment, in line with due diligence requirements across UN agencies.
  4. Lead on internal compliance process on partnership management, including endorsement from Formal Evaluation Panels and Cooperating Partner Committees, prior to approval by the Country Director.
  5. Ensure that all partnerships are created and updated by activity focal points in WFP’s Corporate System i.e. COMET and ensure that COMET data is updated in a timely manner by the Country Office (CO) as well as at Provincial Offices (POs), in close coordination with the M&E unit.
  6. Ensure implementation of Partner Connect platform at Country Office for reporting in line with corporate requirements.
  7. Ensure end-to-end CP process management, including project closure and follow up.
  8. Lead on unit’s functional areas in close coordination with Head of Unit, in the capacity strengthening of WFP staff and partners at the CP onboarding stage, and as and when required, with activity managers at CO and POs.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Project Management, Finance, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or another field relevant to international development assistance, or First University Degree with additional two years of related work experience at professional/ managerial level.

Work Experience:

  • Minimum (03)three years of professional/managerial level experience in program-related activities, specifically Contract Management, Partnerships, Budgeting & Funds Management.
  • Familiar with the Public and Non-Profit Sectors in Pakistan.

Knowledge & Skills:

  • Has previous experience of Procurement of Services and working on technical and financial evaluations, including audit, compliance and due diligence requirements.
  • Has excellent attention to detail.
  • Has contributed to the implementation of programmes, including field visits, and organizing onboarding sessions of cooperating partners..
  • Has observed or assisted with audits, third-party monitoring, capacity and performance assessments, programme evaluations etc.
  • Has gained experience in implementing technical programs (i.e. nutrition, etc.).
  • Has implemented programmes and provided input into designing operations.
  • Has provided input into policy discussions and decisions.

Language: Fluency in both verbal and written communication in English. Ability to effectively communicate in Urdu.
