STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Sociology, Social Development, Natural Resource Management, Development Economics or Performance Management or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses.

Experience: At least 3 years of experience in the field of M & E.

Language: Fluency (level C) in English language and Proficiency in Arabic.

ORGANIZATIONAL CONTEXT

These jobs are found primarily in Country and Field Offices and report to the Deputy Country Director, Head of Programme or the designate, and operate under technical guidance from Performance Management & Monitoring Division and Office of Evaluation. Job holders are likely to be part of a team where senior support is readily available and may supervise a small number of junior staff to ensure that activities and project objectives are achieved in full.

JOB PURPOSE

Support monitoring and evaluation activities within a country of field office, ensuring that WFP SUDAN EMERGENCY WHEAT PRODUCTION PROJECT generates quality evidence on the outcomes and effects of WFP’s food assistance activities on the lives of beneficiaries with which to inform operational decision making and strategic reorientation.

KEY ACCOUNTABILITIES (not all-inclusive)

This position reports to the Head of the M & E Unit and the SEWPP National Project Coordinator. The incumbent will be expected to perform the following duties:

1. Engage and oversee planning and implementation of monitoring and evaluation activities on the
implementation of Sudan Emergency Wheat Production Project, and all other related food assistance
interventions (e.g., beneficiary needs and status, food security status, programme modalities,
implementation challenges,
2. Lead overall day-to-day coordination to review and give technical feedback on monitoring and
evaluation plans for the new project and budget revisions to ensure that plans are risk-based and focus
on measuring results (e.g., checking monitoring and evaluation budgets are allocated and appropriate
log-frame indicators and outcome targets are documented).
3. Contribute to the analysis of output and outcome data and recommend improvements to
programme interventions and to enhance WFPs ability to demonstrate outcome focused results on
project’s components of Scaling up Wheat Production through dissemination of improved inputs and
the other project’s components of financing fertilizer availability and affordability and supporting policy
reforms and institutional strengthening.
4. Follow-up on monitoring and evaluation findings on project activities and subcomponents of
delivering certified quality seeds of climate-adapted varieties and extension services, with full focus on
the other project’s components of strengthening competitiveness of domestic wheat production and
marketing and Implementing policy actions and commitments to ensure that corrective actions are
taken and/or adjustments are made to project responses as required.
5. Produce frequent monitoring and evaluation progress reports with status of results and
implementation of improvements.
6. Train national and partner staff in appropriate monitoring and evaluation techniques to build
capacity of staff, increase awareness on the importance of monitoring and evaluation and encourage
accountability for demonstrating results.
7. Work in close collaboration with internal counterparts and external partners to strengthen the
quality and consistency of monitoring and evaluation activities in the field.
8. Work in close collaboration with internal counterparts and external partners to strengthen the
data quality, accuracy and consistency to build credible performance evidence.
9. provide monitoring and evaluation findings and recommendations to support performance
planning and risk analysis, emergency preparedness, security risk management and risk mitigation
activities.
10. Act in an assigned emergency response capacity as required to meet emergency food assistance
needs.
11. Support evident based knowledge documentations to inform decision making process to
provide the most effective decisions with the aim of improving project’s outcomes.
12. Other as required.

OTHER SPECIFIC JOB REQUIREMENTS

  • The Job requires traveling to the implementation Areas
  • Duties in coordination and communication with the field is applicable.
  • Knowledge of software applications is required (Microsoft Office Suite)

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Cultivated sustainable relationships with local NGOs, government authorities, and other implementation partners.
• Has research experience using variety of analytical tools and methods for causality analysis, forecasting, and other data modeling needs.
• Performed monitoring, evaluations and assessments at multiple field locations.
