BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme (WFP) is the world’s largest humanitarian organization, saving lives in emergencies and using food and cash assistance to change lives and empower people to meet their essential needs, and it is the 2020 Nobel Peace Prize Laureate. WFP helps the people through direct programming and by supporting governments in their efforts towards the Sustainable Development Goals (SDGs). WFP is the largest cash actor in the humanitarian community, providing more than US$2 billion annually to 40 million people in 67 countries. WFP is in the process of changing the way it engages at the national level, from direct implementation of programmes to providing services to Governments so that they can deliver their programmes.

The Cash-based Transfer (CBT) Division in WFP’s Headquarters in Rome leads the organization’s global efforts in cash operations. The division is dynamic and works with a range of WFP and innovative external partners to enable WFP’s field operations through policy, technical advice and services. The division is responsible to support WFP offices establish and run cash operations, and for supporting Governments to establish financially inclusive government-to-person payments systems.

Since 2020, CBT has been offering Cash Data services to WFP country offices and, through them, to Governments, to help them understand if the right people are receiving the right assistance through the collection, transformation and display of data. The Cash Data Service includes assessments, anomaly detection, transformation, deduplication and other activities; they require coordination with HQ-based stakeholders, technology and financial vendors and with WFP’s country offices.

Reporting to the Head of Cash Data Services, the Data Analyst Team Lead is part of the Service Governance Team and supervises the team of data analysts and scientists.

ACCOUNTABILITIES / RESPONSIBILITIES:

  1. Supervise a team of 10+ highly qualified data analysts and scientist, partly based in Munich and partly working remotely. Lead the recruitment and onboarding of new team members, including the design of assessments as needed and assist Country Offices in recruitment and training of in-country data analysts. Mentor, motivate and technically guide the team, conducting regular meetings and performance assessments. Oversee analysts’ capacity allocation in order to manage multiple competing priorities, supporting simultaneous solution implementations in 20+ Country Offices and maintenance of previously implemented solutions (country-specific cash assurance controls and analytics).
  2. Lead cash-assurance missions and assessments in field offices to provide expert advice on implementing the standards defined in the WFP Cash Assurance Framework, identifying gaps and making recommendations about secure and auditable data management practices. Prepare mission reports and make presentations to senior Country Office management.
  3. Oversee the analysts’ requirement analysis and design activities to implement automatic controls for cash assurance. Identify for each Country Office a solution tailored to the specific context and needs, overseeing client relationship management, planning and supervising the data analysts’ work. Choose the best approach for data ingestion, data transformation, and output generation from the range of technical options available on the CBT Data Assurance Tools (cloud-based data infrastructure).
  4. Lead the standardization of data assurance solution design, implementation and documentation across different country offices, to foster reuse, maintainability, and scalability of detective and preventive controls. Provide expert guidance and mentorship to data analysts, organize knowledge sharing across different implementation of assurance solutions, ensuring adoption and continuous improvement of best practices.
  5. Act as key focal point for Cash Data Services with the external team of data engineers, promoting and assessing new data-technology approaches, ensuring that the technical evolution of the data storage and orchestration infrastructure balances analysts’ speed and flexibility needs with the required robustness, security and data integrity requirements of a production environment. Provide regular feedback on solutions in sprint retrospectives. Liaise with the IT division and with CBT colleagues to ensure to ensure that the adopted solutions are corporately and strategically aligned.
  6. As member of the Cash Data Services Governance Team, contribute to the continuous improvement of the service model, internal operating procedures, quality standards, communications to clients, etc. Actively participate in the overall activity prioritization and engineers’ sprint planning.
  7. Perform any other duties as required.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

A bachelor’s/ master’s in Statistics, Computer/ Information Science or Economics

Experience:

Experience (at least 8 years) working with large data sets and summarizing data for business.

Experience working with data engineering and devops teams to guide the development ETL/ELT solutions

Experience in working in a multicultural environment as well as in a humanitarian/ international organization (at least 3 years).

Experience (at least 3 years) in supervising and mentoring a team of data analysts.

Experience or exposure to cash-based transfer contexts in humanitarian sector will be recognized as an asset.

Knowledge and Skills:

Advanced expertise with data warehousing and business intelligence concepts.

Ability to capture facts and stories from data and translate them into insights.

Expertise with various ETL tools is desirable.

Advanced SQL skills. Knowledge/Familiarity with Python or R is desirable.

Supervisory and client-management skills.

Languages:

English (fluent), intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is highly desirable.
