BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Research, Assessment and Monitoring (RAM) Division is seeking to fill a Data Analyst & Systems Coordinator position, who will be based at the United Nations World Food Programme Headquarters in Rome, Italy.
The RAM Division in leads WFP’s food security analysis, supporting a large network of analysts in Regional Bureaus and Country Offices. Food security analysis is a cornerstone of the organization’s work as it provides WFP, governments, and partners with the essential information to identify populations in need and target the most appropriate type and scale of interventions, as well as the necessary knowledge to inform policy decisions and advocacy efforts. RAM oversees data generation for develops digital platforms and analytical tools for food security for vulnerability analysis, program outcome monitoring and the development of digital platforms and analytical tools. These include emergency and in-depth household and market assessments, spatial analysis, early warning information, food security and price monitoring, and economic and market trend analyses.
RAM identifies different steps for planning of surveys to final dissemination of results, each in need of specific technological solutions. The activities under this assignment will ensure that WFP-RAM databases and engines are ready to accommodate and process high frequency household survey data for evidence creation. Activities will also include capacity strengthening to enhance users’ ability to utilize the generated evidence at country level. Guidance will be developed on how to generate high quality evidence starting from data collection to dissemination. Participation in the governance body will be key to ensure the quality of data integration processes. Finally, it will work responsibly share data and analysis with the broader community.
The Information Management Hub in RAM is primarily responsible for correct and efficient coordination between the different functional units in RAM and with WFP's policies and best practices related to digital solutions and assets. The incumbent will support WFP Country Offices worldwide, in developing and implement new analytical tools, prepare guidelines, manages data visualization, and contributes to advocacy campaigns.
The 'Data Analyst & Systems Coordinator' ensure coordination and project management collaboration for a well-integrated ecosystem. Moreover, it will work to guarantee coherent adoption of data sources, which is transformed into actionable information, connecting different workflows to enhance efficiency and productivity.
To manage all information and data flows and public information interfaces that pertain to RAM’s activities and outputs.
ACCOUNTABILITIES / RESPONSIBILITIES:
Under the overall supervision of the Chief Assessment and Monitoring and in close collaboration with the Lead Information Manager in RAM, the Data Analyst & Systems Coordinator will have the following responsibilities:
1. In relation to transforming data into timely evidence for preparedness, targeting, prioritization and monitoring, analyse food security data resources and user requirements; and procedures and/or recommend enhancements in the functionality of existing procedures and systems:
- Translate requirements into information management applications.
- Analyse procedures for recommended digitalization.
- Recommend enhancements in the functionality of existing procedures and systems.
- Support the compiling of documentation required for IT solution development
- Follow WFP's policies and best practices related to digital solutions and assets development, management, and coordination.
2. Study existing cross-functional information sources and, in close coordination with concerned units and cross functional hubs, collate the information in dedicated repository(es)
3. Support the coordination and implementation of capacity building activities on how to covert data into evidence:

4. Maintain close liaison with the officers responsible for other specific areas of Information and Knowledge Management and with officers responsible for Information and Technology to ensure effective collaboration.
5. Promote the utilization of WFP evidence in a timely manner, from WFP partners and key humanitarian actors, supporting the internal adoption of Open Data initiatives within the organization.
6. Expand RAM standardized scripts related to the replicability of the household data analysis, including with new analytical content, overseeing the creation of new analysis packages for R, Stata, SPSS and/or Python.
7. Support the development of automated analysis pipelines with DataBridges module for household data and analysis packages created.
8. Support Country Offices and Regional Bureaus with household, price, and market data management, and with field missions related to user case definition, piloting and implementation as required.
9. Any other assigned task.
DELIVERABLES AT THE END OF THE CONTRACT:
- Household data from assessment and monitoring surveys is returned to stakeholders as a common good
- Business documentation available for the application pertaining to the RAM ecosystem
- Guidance notes and training materials are developed to ensure full adoption of methods and practices that are linked to the RAM ecosystem
- Communication material for user adoption of the applications
- Lively engagement level on internal and external communication channels: equitably incorporate diverse people, voices, ideas, and information to lay the groundwork for quality outcomes and democratic legitimacy.
- Briefs on evidence generation project progression based on communication to COs and IT solution development activities
- Disseminate briefs on the activities performed within the data integration and ontology governance bodies
- Achieve integration across systems, allowing smooth user experience interoperability between platforms
- Managed Open-Source community around analytical needs of RAM officers
- API Gateway data sources replicated on Tableau Analytics server.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced university degree in statistics, information technology, data science or similar relevant discipline.
Experience:
Six years of relevant post-graduate experience in information technology and economic and/or food security analysis, including:
- Data management
- Quantitative analysis;
- Working with economic and household survey data;
- Participation in (household and/or market) field assessments is an asset.
KNOWLEDGE AND SKILLS:
- Excellent analytical and conceptual skills;
- Excellent command of MS Office and MS SQL;
- Excellent proficiency on information management and IT solution delivery skills;
- Good knowledge of Python, R or STATA;
- Good knowledge of BI analytics tools (preferably Tableau)
- Knowledge of Python, GAMS, R, SPSS, STATA coding skills is an advantage;
- Good writing skills with a demonstrated ability to write concise technical documentation;
- Problem-solving attitude and creativity, paired with attention to detail;
- Ability to work both with minimal supervision and as part of a team;
- Ability to establish effective working relations with persons of different national and cultural backgrounds;
- Willingness to participate to field
- Strong experience in use of qualitative data approaches and capacity building on qualitative data;
- Adequate analytical skills in qualitative research and ability to communicate clearly both orally and in writing;
- Able to work with minimum supervision.
Languages:
- Fluent written and spoken English (level C);
- Working knowledge (level B) of French, Arabic or Spanish is required.
