PURPOSE OF DIVISION: Through capacity building and through technical and programme support, the International Programme Division keeps the organisation focused on the socio-economic and humanitarian needs of vulnerable people. The division reinforces IR’s implementing structure to enable these people and their communities to develop themselves sustainably, and ensures that the organisation is prepared to respond promptly and effectively to humanitarian crises. The division increases the organisation’s ability to tackle poverty by developing and fostering partnerships and institutional relationships effectively and proactively, and by ensuring transparent and timely reporting to the organisation’s donors. |

JOB PURPOSE: Reporting to the Head of Programme, the Programme Manager is responsible for the delivery of effective programmes according to the Country Programme and Strategies. She/he will be responsible for the implementation, management and monitoring of projects, and will support in the designing of new interventions and reporting to donors. The post holder will also pbe responsible for financial oversight, strategic alignment, management of staff. |

KEY WORKING RELATIONSHIPS
- Direct line management of IRJ Programmes Team, with matrix management of Programme Support Unit
- Has regular contact with Head of Programme, Country Director, Finance Manager, MEAL Coordinator and Regional Desk Coordinator at IRW.
- Communicates effectively and systematically with Regional Desk
- Engages and networks with the wider community by representing Islamic Relief and meaningfully engaging within country institutional donor agencies, IR Partners, peer organisations, umbrella organisations, forums, networks and other key stakeholders.
SCOPE AND AUTHORITY
Scope of the Role:
Reporting to the Head of Programme, the Program Manager is responsible for overseeing quality management and compliance of programmes according to IRW standards and donor requirements.
The position also has responsibility for the programme budget and line management responsibility of programme coordinators, providing them support, guidance and mentoring. In addition, he/she will also contribute to identifying and developing interventions for Islamic Relief Jordan.
Responsibility for Resources:
The Programme Manager is responsible for the preparation, implementation and monitoring of all programme related budgets, programme related assets and for ensuring that all programme related information is organised and accessible.
Critical project decisions are made in conjunction with the Head of Programme and Country Director.
KEY ACCOUNTABILITIES
- Programme Design, Development and Implementation
- Oversee effective implementation of all interventions, in coordination with HoP and other IRJ departments.
- In collaboration with key colleagues, contribute to the development of timely and high quality CNs and proposals, actively seeking partnerships and opportunities to expand the programme.
- Make key decisions in relation to programme implementation, programme quality assurance and address problems that might arise during the implementation and escalate where appropriate.
- Lead the preparation and monitoring of the programme budget, working closely with the Finance Department to ensure appropriate budgeting, effective financial and budgetary control of the programmes according to IRW’s policy and procedures and corrective measures are taken to address over/under spends in the project budgets.
- Monitoring, Evaluation and Reporting
- Ensure effective and continuous monitoring of the appropriateness, effectiveness, impact and direction of programmes.
- Closely monitor the progress and impact of interventions through field visits and in coordination with MEAL colleagues.
- Develop and implement innovative approaches to monitor the performance of programmes.
- Contribute to the timely submission of high-quality reports to Regional Desk and donors in compliance with donor guidelines and processes
3. Budget Responsibility
- Lead the programme team to develop, finalise and closely monitor programme budgets.
- Work closely with the Country Finance Team (CFT) to ensure effective financial and budgetary controls, according to IRW and donor policies and procedures
- Ensure corrective measures are taken to address over /under spends and compliance issues
- Collaborate with procurement and logistics colleagues to develop, monitor and implement project implementation plans, ensuring follow up in coordination with budget review procedures
4. Management
- Actively participate in the Country Management Team
- Active participation in the development of country annual review, country business plan and country strategy
- Provide effective line management of assigned staff
- Promote professional development by identifying training and capacity building opportunities
- Create a respectful and positive working environment which allows for the effective implementation of all activities, achieved through leadership, team building, day-to-day support and capacity building
5. Networking, Coordination & Representation
- In co-ordination with the Senior Program Manager and Head of Programmes develop and maintain relationships and effective communications with relevant stakeholders, including local government, national networks and other agencies.
- Network with, and represent Islamic Relief to partners (government, authorities, donors, INGOs, local NGOs CBOs etc)
- Ensure regular and effective communications are maintained within the implementation team, project partners and donors
- Build and maintain good working relationships with other INGOs in Jordan
PERSON SPECIFICATION
It is essential that the post holder shows a good understanding and sympathy with the Islamic values and principles as well as commitment to Islamic Relief Worldwide’s vision and mission.
Essential:
Knowledge, Experience and Qualifications
- Significant and progressive experience in the field of Project Management as well as implementation and management of programmes, including field level implementation (At least 3 – 4 years related experience).
- University degree or equivalent in development studies, international relations or a related discipline
- Demonstrable experience in grant management, including financial management, monitoring and compliance
- Experience in developing proposals and reporting for a variety of donors.
- Experience of developing links with INGOs, Government agencies, Institutional donors and other stakeholders
- Experience of and commitment to participatory management and maintaining a supportive, open environment to ensure the learning and development of all staff
- Experience of managing and mentoring staff
Skills
- Good interpersonal skills including the ability to listen, sensitivity to other peoples’ views and perspectives, and conflict resolution
- Budget management, planning and design skills.
- Strong team-working and coordination skills.
- A positive problem-solving approach, and strong problem solving skills.
- The capacity to develop and maintain an understanding of and be sympathetic to the social, cultural and political context of the post
