The “Donor and Nexus Coordination for Yemen” Project in Jordan is seeking an “ICT and Digitalization Specialist” – for full-time base employment as per the below job profile

Background

A ceasefire for Yemen in 2022 was agreed upon between the two main parties to the conflict and has provided hope for the first time in the long-lasting conflict in Yemen. Nevertheless, the political, economic, and socially precarious situation poses enormous challenges for the people, and international support continues to be needed to overcome them. The international community wants to realign its support in the future and focus more on structure-building, resilience, and peace-building measures, thereby making the Yemeni population less dependent on humanitarian aid.

For this purpose, international donors have created a new coordination structure. This new structure pursues the overarching goal of making international cooperation more efficient at the political-strategic, technical, and sectoral levels.

For this purpose, coordination between international actors for Yemen shall be strengthened on the one hand and the so-called "Humanitarian-Development-Peace-Nexus" (HDPN) shall be elaborated and operationalized on the other. Germany has taken a pioneering task in this process and is involved at several levels.

Against this background, the project “Donor and Nexus Coordination for Yemen” supports Germany to fulfill its engagement at all three levels and especially in the development of the Yemen Information Board.

Main activities

  • Working on the project’s web application under the direction of the project management.
  • Analyze data and provide reports as needed.
  • Supporting the installation and troubleshooting of the web application on the server, and administrating the server as needed to run the application and meet GIZ IT regulations.
  • Develop terms of reference for further development of the Yemen Information board and assure the qualitative implementation of the tasks provided by the IT developer.
  • Assess and advise on the provided solutions for the further development of the Yemen Information Board.
  • Design and implementation of the overall web applications as well as design and deployment of databases.
  • Provide the project with reports from the application as requested.
  • Serve as a focal point for both, internal and external users of the Yemen Information Board
  • Generate and submit reports on a regular basis to the management.
  • Maintain up-to-date IT documentation.
  • Ensure that all project activities are in line with GIZ’s IT and data security guidelines.
  • Coordinate with Jordan IT unit in subjects related to IT fields and verify IT systems in use to comply with GIZ IT and security guidelines. 
  • Keep an up-to-date list of all IT Managed Assets.
  • Install, configure, and monitor computer systems, networks, printers, and servers; diagnose hardware and software faults and solve technical problems for users.
  • Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.

Qualifications and specialist knowledge

  • University degree in computer science or a related field. (CIS, computer engineering, … ).
  • Certificates in Web Development (Python, PHP, ASP.NET) are a plus.
  • 5 years of experience in a relevant position.
  • Proven experience as a Full Stack Developer or similar role.
  • Knowledge of multiple back-end languages (e.g. C#, Java, Python) and JavaScript frameworks (e.g. Angular, React, Node.js) are a plus.
  • Knowledge of multiple front-end languages and libraries (e.g. HTML/ CSS, JavaScript, XML, jQuery) are plus.
  • Familiarity with databases (e.g. MySQL, MongoDB), web servers (e.g. Apache), and UI/UX design are a plus.
  • Understanding of data security and protection policies and regulations.
  • Ability to think through problems and visualize solutions.
  • Excellent communication skills in English and Arabic (written and oral).
