Position Title : Health and Nutrition Technical Advisor
Job Purpose:
To provide guidance and overall technical support for Health and Nutrition programming, enhancing World Vision’s Syria Response capacity and quality.
To develop, support, and coordinate the implementation of Health and Nutrition activities for vulnerable Syrian Refugees and host communities in Syria, Jordan, and Türkiye
The Syria Health and Nutrition Advisor will oversee the technical quality of programming within health and nutrition, support the development of strong proposal designs that are in line with the Syria response objectives and donor priorities and ensure sound monitoring and evaluation systems in place. S/He will directly support MEAL and operational staff at the area-office level collaborate with all other World Vision departments (Field Operations, Finance, Human Resources, Program Support, etc.), liaise internally with the World Vision Partnership and with external stakeholders, particularly local partners, and ensure that World Vision Syria delivers quality humanitarian response within health and nutrition, according to World Vision and international standards.
Major responsibilities:
Program Development
- Support development of Syria Response Strategy, particularly for the health and nutrition sector
- Formulate the health and nutrition strategy within the response strategy and disseminate it to the Syria Response teams and other stakeholders
- Coordinate with WV technical leads at the regional and global level to ensure alignment and best practices are maintained
- Coordinate with WV Syria technical leads to ensure synergy with health and nutrition programming in the operational area, including protection, livelihoods and CVP, WASH and education.
- Lead new program development of health and/or nutrition proposals in cooperation with partners and other WV departments, looking for innovative approaches to meet health and nutrition needs of the community.
- Ensure appropriate community and partner engagement in development and implementation of health and nutrition programmes
- Support timely approval and provision of supplies and medicine working with supply chain to provide specifications for procurement (ensure alignment with WV Pharmaceutical Procurement policy, with BHA Essentials Medicines List/WHO essential medicines list, and nutrition supply standards).
- Support the recruitment process of relevant health, pharmacy, and nutrition staff
- Ensure development of health and nutrition activities in alignment with government, WHO, UNICEF, donor, Sphere, WVI, and sector guidance
- Support the organizational capacity assessment of partner and potential partner organizations
Capacity Building
- Coach/mentor/manage health and nutrition related projects/activities in coordination with field operations, to improve the quality of implementation
- Support quality programming through training and supervision in areas such as primary health care, nutrition including IYCF, nutrition education, treatment of acute malnutrition and micronutrient deficiencies, reproductive health, MHPSS including mhGAP and PM+ community health outreach, early warning systems, outbreak response, appropriate drug prescription, and medical and pharmaceutical supply chain and storage.
- Monitor and ensure staff understand and implement best practice/project models/approaches
- Ensure that all partners and health staff understand the WV and international standards for working with affected populations including PSEAH, AAP, project management principles
- Identify and work with field operations/P&C to develop capacity building strategies and activities for health and nutrition specialist staff
- Identify and work with partner organizations to improve their capacity to implement quality health and nutrition interventions
- Provide technical input and recommendations in the procurement process, storage and dispatch for health and nutrition services and materials
Coordination, Networking, Fundraising
- Represent World Vision at health and nutrition sector coordination, working groups and donor meetings
- Build relationships with other health and nutrition actors, UN, Donor Representatives, other NGOs
- Support in the assessment of potential health and nutrition partners
- Support programmes team in identification of potential donors, and GIK opportunities (e.g., nutrition supplies)
- Seek opportunities to collaborate with other organizations in both coordination, learning, and programming
- Network with other WV entities, particularly around best practices, technical approaches, and resource acquisition
- Provide WV’s Communication and Advocacy department with information (stories, case studies and photos) to highlight WV’s health and nutrition activities and impact
Monitoring and Reporting
- With MEAL department and partners, support the development of health and nutrition assessments and analysis of health and nutrition data
- Monitor the health and nutrition landscape for potential risks, outbreaks and changes in health and nutritional status of the community
- In cooperation with the MEAL department, strengthen the monitoring and reporting system
- Assist the MEAL department in the selection of appropriate indicators and tools for monitoring health and nutrition activities
- Review, analyse, provide input and feedback on health and nutrition program/project reports to improve quality (including assessments, design documents, monitoring, project, and evaluation reports)
- Utilize monitoring and evaluation data to make operational improvements
- Ensure compliance with WV and donor standards in implementation and management of health and nutrition programs
- On a quarterly basis, provide a health and nutrition sector report for the Syria Response
Learning and Research
- Ensure experiences and lessons learned are shared between teams and incorporated into new concepts/proposals
- Design and carry out sectoral assessments
- Collaborate with MEAL department, sectoral or academic actors to identify and pursue focused research initiatives
- Identify new trends and opportunities in order to adapt technical approaches and projects
- Provide support and close monitoring to test new/adapted project models/approaches.
- Identify unintended consequences and work to adjust projects and sectors to address challenges and take advantage of opportunities
Other Duties as required by direct supervisor
Required Professional Experience:
Minimum of 5 years’ experience in humanitarian health and nutrition interventions
Required Education, training, license, registration, and certification:
- Master’s Degree in Public Health, or relevant medical degree
- Strong understanding of health processes and models including treatment protocols for NCDs, SRHR, communicable disease, mental health, PHC supplies, RH kits, basic health facility equipment and pharmaceuticals
- Strong understanding of nutrition programs including IYCF, CMAM, MNS, adolescent nutrition
- Good coordination and networking skills
- Ability to work in and contribute to a collaborative team environment
- Willingness and ability to travel to project areas
- Excellent analytical/problem solving skills
- Detail Oriented
- Ability to work with minimal supervision
- Humanitarian relief experience with INGOs or UN in the health and nutrition sector
Preferred Knowledge and Qualifications:
- 3 years’ experience working with cross border/partners programming in Syria
- Training, coaching and mentoring skills
- Ability to use statistical software to analyse assessment data.
- Have understanding of the use of CVA in health and nutrition programming
- Experience working with major donors
Travel and/or Work Environment Requirement
The position requires ability and willingness to travel domestically and internationally up to 10% of the time
Language Requirements
Excellent knowledge and communication skills in English Knowledge of Arabic would be an advantage
