JOB PURPOSE

The Logistics Service Branch (SCOL) is a core part of the Supply Chain Division that focuses on providing a range of support activities to field logistics operations. SCOL's objective is to enable country offices to deliver humanitarian assistance with the preferred and most appropriate transfer modality, whether cash or in-kind assistance, ensuring cost-effectiveness while not compromising quality and delivery. At the onset of an emergency response, SCOL supports operations with cross functional supply chain coordination, surge capacity, information management, and coordinating the deployment of equipment and requests for resources.

The Special Assistant will be working directly for the Chief of Logistics. The incumbent is particularly asked to provide substantive and practical support to the Chief of Logistics in implementing the unit’s strategy and activities, as well as to the initiatives running across the sub-units. The incumbent will also keep the Chief of Logistics informed on all matters requiring his attention, assist in formulating options as to how those matters might be handled and ensure appropriate follow up. Moreover, the Special Assistant is expected to exercise a high degree of independence and be a self starter on new initiatives.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall management of the Chief of Logistics, the Special Assistant will have the following duties and responsibilities:

  • Provide substantive and practical support to the Chief of Logistics in defining and developing/updating the unit’s strategy, in achieving its objectives and in ensuring its formulation, management and implementation, in alignment with the Supply Chain Division Strategy.
  • Ensure a prioritized and cohered overview of activities for the Chief of Logistics, enabling efficient and effective engagement and/or delegation.
  • Assist the Chief of Logistics in the daily tasks to achieve the objectives of the unit and act as focal point for the activities’ coordination and for follow up of actions; and identify emergening issues for the consideration of the Chief of Logistics.
  • Analyze and engage in various ongoing and emerging initiatives related to the Supply Chain Division and the Logistics Unit, and coordinate feedback as appropriate.
  • Coordinate, and lead when appropriate, the drafting and clearance of various documents, including project documents of new initiatives, and management reports on behalf of the Chief of Logistics. Bring matters that need decisions to the Chief’s attention.
  • Participate and contribute to cross-cutting initiatives within the Supply Chain Division, as well as with other divisions.
  • Liase with other Directors, Chiefs, Heads of Units and relevant WFP Country and Regional Offices for timely and substantial inputs on reports, information requests, and others as required.
  • Lead/support the information management for the unit, including day to day information management and preparation of briefing materials for internal and external meetings of the Chief of Logistics. Represent the unit in the Information management supply chain working groups.
  • Support the development of relevant material for the unit and the Supply Chain division overall, including factsheets, infographics, standard presentations, and coordinate with the Front Office to ensure appropriate communication outputs for the unit.
  • Contribute, and lead when appropriate, corporate reporting and publications for the unit such as the Supply Chain Annual Report and the Annual Performance Report.
  • Provide support to other Strategic Initiatives where the Supply Chain Division is involved, within the division and in the cross divisional forums if need be.
  • Recognize and assess the sensitivity of information and ensure that confidentiality on all subject matters is maintained as required.
  • Undertake ad hoc assignments at the request of the Chief of Logistics.

STANDARD MINIMUM QUALIFICATIONS

Education

  • Advanced University degree preferably in Supply Chain Management, Economics, Business Administration, Logistics, or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience

  • A minimum of 6 years of postgraduate professional experience in an international context. Experience with humanitarian or development operations, communications/reporting and supply chain operations, business analysis, project management support and logistics coordination;
  • Experience with demonstrated thorough knowledge of WFP Supply Chain, Logistics, UN system, service management and similar business areas.
  • Experience in managing logistics activities, specifically in a humanitarian setting and with focus on emergency operations;

Knowledge and Skills

  • Ability to plan, coordinate and manage multiple activities and adjust to changing priorities.
  • Ability to meet deadlines and work under pressure as part of a team;
  • Excellent written, analytical and verbal communication skills;
  • Knowledge of logistics operations and systems;
  • High attention to detail and proofreading ability;
  • Ability to work independently with minimum supervision;
  • Sound knowledge of Microsoft Windows, MS Excel, MS Word, MS PowerPoint and other related software;

Language

  • Fluency in both oral and written communication in English and knowledge of a second UN language is highly desired.
