Project Summary:
The Jordan Public Accountability and Justice Strengthening (PAJ) Activity is designed to strengthen accountability systems, procedures, and mechanisms within the Government of Jordan and judicial institutions and enhance their ability to serve and communicate effectively with the public. It also fosters awareness and pressure by civil society organizations, the public, and the private sector on the government’s adherence to the law and its international commitments to govern in an accountable manner that safeguards the rights of vulnerable populations.

Position Summary:
The Senior Monitoring, Evaluation & Learning (MEL) Manager will ensure ongoing monitoring of results achieved, inspection of impacts, and lessons learned. The Senior MEL Manager will be responsible for ensuring that team leadership is well-informed to make data-driven, evidence-based stances on programming and policy. The Manager will work closely with PAJ’s Component Team Leads. This position reports to the Chief of Party (COP).
Responsibilities:
- Provide overall technical direction to the project’s team on monitoring methodology and data evaluation.
- Employ a Collaboration, Learning, and Adaptation (CLA) approach to data analysis with a focus on lessons learned and presenting information to both internal and external audiences in a manner that drives evidence-based conclusions and policy making.
- Design a flexible monitoring plan based on client needs and a dynamically changing environment.
- Design, pilot, and revise data collection tools based on client and field needs.
- Help design and train third party enumerators on proper data collection procedures, Do No Harm principals, and the specifics of the projects they are monitoring.
- Document good practices, success stories, and innovative or impactful methodologies implemented on the project.
- Communicate the impact of the project to USAID, project counterparts, and other stakeholders as appropriate through innovative and cost-efficient mechanisms.
- Coordinate with USAID implementing partners, conduct research, and keep abreast of relevant MEL and knowledge management approaches that may enrich project MEL, reporting, and communications.
- Assist the COP on managing program resources, monitoring technical implementation, and completion of workplan activities and program deliverables.
- Prepare the project M&E monthly, quarterly, and annual reports and assist in the preparation of other project reports and deliverables as requested.
- Conduct quantitative and qualitative field research as needed.
- Conduct technical reviews and updates, as needed, of the project’s MEL plan including the review of Theory of Change, Results Frameworks, Performance Indicator Reference Sheets (PIRS), etc.
- Design, support, and manage Data Quality Assessments (DQAs) to ensure the reliability and validity of performance data.
- Spearhead and participate in CLA activities to ensure third party monitoring, evaluation, and assessment data and information contributes to continued learning and adaptive management of the project.
- Carry out other duties as assigned by the COP.
Qualifications:
- Bachelor’s degree required. Master’s degree in social sciences, economics, or international development preferred.
- Minimum 10 years of experience in applied data collection, including seven years’ experience on donor-funded projects required.
- Demonstrated knowledge of CLA approach.
- Familiarity with development programming in Jordan.
- Experience with third party monitoring preferred.
- Experience working with USAID programs in Jordan or elsewhere required.
- Fluency in Arabic and working proficiency in English required.
