Job Description

BACKGROUND:

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, IRC offers life-saving care and life-changing assistance to refugees made to flee from war or disaster. At work today in more than 40 countries and 22 U.S. cities, IRC restores safety, dignity, and hope to millions uprooted by conflicts or disaster. IRC leads the way from harm to home.

In 2007, the IRC began providing humanitarian assistance to vulnerable and crisis-affected people in Jordan to response to an influx of Iraqi refugees and the strain on host communities. Following the eruption of the Syrian war in 2011, hundreds of thousands of refugees crossed into Jordan. The ongoing insecurity in Syria and the growing needs of refugees have strained Jordan’s resources and infrastructure and exacerbated pre-existing issues like water scarcity and high unemployment.

As resources become more limited, refugees and host communities have fewer economic opportunities and become more vulnerable. The IRC’s new strategy for Jordan shows our commitment to improving the safety, health, education, and economic well-being of people affected by conflicts, in camp-based (Za’atari, and Azraq camps) refugees and urban-based refugees, and in coordination with the humanitarian community and the Government of Jordan.

JOB OVERVIEW

The Partnerships manager will manage different partnerships’ related aspects of IRC’s partnerships department. With direct management support from the Partnerships Coordinator, the Partnerships manager will ensure that the goals and objectives of the partnerships department are met in a timely and effective manner according to the Theory of Change (ToC) of different programs in addition to the Strategic Action Plan (SAP). The Partnerships finance manager will manage other specific duties & responsibilities including Business Development & Context Analysis/Research, Award Management (PCM, Budget Management, Reporting, and Monitoring), Staff/Talent Management & Performance, External Relationships, Partnerships & Coordination. The Partnerships manager will report to the Partnerships Coordinator.

SPECIFIC DUTIES AND RESPONSIBILITIES

Technical duties

  • support the local actors mapping activities and maintain the actors mapping document

  • Attend the Go-No Go meetings when needed
  • Provide programs and grants department of the most potential partners list upon request
  • Screening the potential partners' list, Basic actors’ analysis & social network analysis
  • Leading the potential partners meetings and preparing the organizational snapshoot tool
  • Participate to Reporting the comparison of potential partners
  • Lead the design of partners' budgets and budgets narratives using both internal and donor's templates (considering the frequency for multi years projects)
  • Lead on partners' scope of work and government cover letter
  • Prepare and submit the Partnerships' salaries forecast following CAM in coordination with the Partnerships coordinator
  • Conduct different types of vetting
  • Lead the PPCR activities and meetings on both internal ad partners’ levels
  • Facilitate development of Project Support Plan based on findings, with input from relevant teams
  • Meet with partners to deliver feedback and decide measures to take together
  • Prepare signing memo and secure the needed signatures
  • Developing the Partners' monitoring schedule, and communicate it with HQ for revision
  • Drafting the agreement’s package
  • Lead different meetings with IRC staff and partners during partnerships’ life cycle
  • Follow up with partners on submitting technical/narrative reports on time, and facilitate any challenges facing partner’s teams
  • Follow up on full implementation of the partners support plan (PSP) within the approved timeline and actions planned
  • Filling donors’ narrative reports
  • Representing the IRC as relationship manager with different local actors

Business Development & Context Analysis

  • Apply a client-centered approach in partnership with local actors to provide systems strengthening, access to services, and policy influence in different sectors.
  • Support the technical development of new partners concept notes and initiatives for IRC Jordan in line with the programmatic Theory of Change (ToC) and the country program’s strategic action plan (SAP), and different technical coordinators.
  • Support the design of partners’ budgets in conjunction with the Partnerships Coordinator, grants, and finance departments, along with budget and project modification activities.

Award Management

  • Review, and monitor partners’ plans in coordination with relevant programs/departments.
  • Manage and Lead the Project Cycle Meetings (PCM) for assigned projects applying the projects’ Dashboards to ensure that technical action points are followed up promptly and bring any over/under expenditure issues to the attention of the SMT, Senior Programs Coordinator, Grants, and Finance teams along with proposed corrective actions.
  • Prepare technical internal and external narrative reports within agreed deadlines using IRC and donor formats, and according to the Narrative Reports Writing SOPs.
  • Support in updating program-relevant SOPs with reference to the IMPACT framework to ensure guide quality of implementation.

Staff/Talent Management & Performance

  • Work with the Partnerships Coordinator to build the capacity of team members and identify resources and materials to support and empower the staff in relevant technical and management competencies.
  • Provide ongoing mentorship and guidance to direct-report staff, including communicating clear expectations, setting annual performance objectives, and providing regular and timely positive and constructive performance feedback.
  • Deliver and implement a comprehensive plan for hiring new team members as required including technical capacity-building trainings and orientations.

  • Approve and manage attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews
  • Adhere to and act by the IRC Global HR Policies and Procedures, and communicates through word and example a high standard of compliance with all applicable policies and regulations

External Relationships, Partnerships & Coordination

  • Manage IRC’s strategic partnerships and actors in support of the Strategic Action Plan (SAP) in Jordan in terms of collaboration with local partners and systems strengthening.
  • Participate actively in different forums, meetings, and reviews with IRC partners including the relevant ministries, governmental bodies, civil society, private sector, and academic Actors.
  • Organize and facilitate field visits for Actors interested in IRC’s programming in Jordan.
  • Ensure regular communication with the Partnerships Coordinator and other Technical Coordinators regarding the project’s progress and processes including finance, and grants.

KEY WORKING RELATIONSHIPS

Position Reports to Partnerships Coordinator
Position directly supervises: Partnerships Officers

Key Internal Contacts: other IRC Jordan Programs such as Programs, MEAL, Grants, Supply Chain, and Finance departments, in addition to the regional and global partnerships and grants teams.

Qualifications

JOB REQUIREMENTS

  • University degree in social sciences, psychology, program management, or relevant degree.
  • Minimum of 6 years of professional experience managing (designing and implementing) Partnerships departments in both humanitarian and development contexts, with specific emphasis on partnerships management or strong programs design and management background
  • Strong organizational, interpersonal, and team-building skills.
  • Strong writing and analytical skills, including MEAL and assessment data framework for use in program decision-making and humanitarian advocacy.
  • Experience working with and coordinating with local authorities, donors, UN bodies, NGOs, INGOs, and other Actors including grass-root organizations.
  • Excellent written and verbal communication skills.
  • Competent in Windows, MS office programs, emails, and relevant Partnerships databases.

  • Promotes teamwork, comfortable in a multi-cultural environment, flexible, and able to handle pressure with professional grace
  • Ability to plan, prioritize, coordinate, and manage human resources.
