ORGANIZATIONAL CONTEXT

The Communications and Reports Officer will perform her/his duties under the direct supervision of the Head of External Relations to ensure that the Country Office’s communications and reporting activities serve WFP needs in Iraq, taking into consideration WFP’s corporate Communications, Marketing and Advocacy as well as Operational Information Management & Performance Reporting goals.

JOB PURPOSE

To implement the communications plan by supporting and delivering a range of communications activities, providing research and analysis, and prioritizing effectively.

KEY ACCOUNTABILITIES

  • Implement country specific communication strategies and work plans designed to maintain and enhance the visibility and reputation of WFP, as well as support fundraising activities, ensuring alignment with overall communications and WFP strategies.
  • Develop and maintain contact information, materials and relationships with journalists and media outlets (print, TV, radio, web etc.) within and outside Iraq to increase coverage of food security issues in the media (print, broadcast and digital). Specific activities may include:
    • Draft and edit articles, press releases, human interest stories and other advocacy/information materials.
    • Collaborate with the media by organizing project site visits, facilitate photo coverage and TV footage and utilizing both web-based and traditional media as appropriate.
    • Monitor and evaluate the use and effectiveness of media materials.
    • Maintain a library of media coverage, clippings etc.
  • Oversee Digital Communications/social media:
    • Maintain WFP Iraq’s country website and social media sites (Twitter) such as daily monitoring, posting and content development and sharing content for Facebook and Instagram for the regional and global WFP channels.
  • WFP Brand and Communications
    • Ensure timely and quality production of advocacy and branding materials such as periodicals, annual and donor reports, supplements, calendars, briefing notes, Human Interest Stories, picture stories, videos, etc.
  • The Communications Officer will develop and archive communication materials, including digital, such as publications, press releases and clippings, photographs, audio-visual materials, web resources etc.
  • Donor Relations.
    • Develop and maintain an updated list of WFP Iraq donors and special interest groups. Assist in developing donor visit schedules/brochures, donor gifts and cards etc. Support preparation of background materials, briefs and information kits for visiting donors and high profile guests/visitors. The task includes travel planning, logistics and administrative arrangements.
    • Generate donor specific visibility content including, text, photos, videos and audio for use across a range of integrated online platforms, in order to support global and country fund-raising activities, ensuring consistency with corporate messages.
  • Events/campaigns Assist in organizing and generating public support for special events and campaigns to promote WFP Iraq goals. Support organization of workshops, seminars, campaigns, and events.
  • Monitoring and evaluation Monitor and evaluate impact of communication materials and advocacy events/campaigns to target audiences.
  • Collate relevant information and data from media and local internal and external sources to facilitate and maximize the exchange of information and data flow between functional area networks in WFP, to provide operational awareness and understanding of events that may have humanitarian or development impact.
  • Support the social media plan by developing social media content, and utilizing platforms, networks and partners to enhance coverage and support of WFP’s activities.
  • Monitor and analyze traditional and social media to inform the development and/or evaluation of communication activities and strategies.
  • Collate outreach data contribute to the preparation of accurate and timely reports, Support communications activities that enable informed decision making and ensures consistency of information presented to the media and other stakeholders.
  • Support on translation/interpretation, government liaison, Talking Points and other support for Senior Management may also be required on an ad-hoc basis.
  • Support capacity building of WFP staff on all aspects of communication, provides advice and guidance within area and level of expertise, in order to ensure that all activities meet desired standards of consistency, quality and impact. For example, the design and review of training materials.
  • Serve as focal point for the preparation of Annual Corporate Report (ACR) for the Annual Reporting Exercise in collaboration with the country office programme, monitoring & evaluation, logistics and resource management functions by coordinating to ensure coherence and quality of performance information.
  • Support staff in assigned area to ensure that standard Operational Information Management & Performance Reporting procedures and templates are followed to drive the quality, consistency and standardization of information management and performance reporting across WFP.
  • Support COs or RBs in emergencies by preparing, organizing and providing secretarial support to Operational Task Forces (OTFs).
  • Support the initiatives for developing improved, streamlined, and harmonized OIM & PR including drafting of OIM & PR related normative guidance, as required. Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Journalism, International Relations, Public Relations, Communications, or other relevant fields, or First University degree with additional years of related work experience and/or training/ courses.

Experience: For holders of an advanced degree, a minimum of five (5) years of professional work experience in communications, ideally for a humanitarian organization. For holders of a First University degree, a minimum of seven (7) years of relevant professional work experience as described above.

Language: Excellent written and oral communication skills in both English and Arabic languages. Fluency in the Kurdish language is desired.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

•Has gained experience in utilising specialist communications techniques to enhance functional outputs

•Has provided direction and instruction to more junior staff members within area of expertise

KNOWLEDGE & SKILLS

  • Strong written and oral communication skills with the ability to articulate insights to stakeholders, persuade, influence, and adapt communication style to different situations and individuals.
  • Knowledge of common business principles and processes and the ability to quickly assimilate UN/WFP-specific processes and systems. Experience in the UN is desirable
  • Proficiency in the use of Adobe software (Photoshop, Illustrator, Premiere Pro, and InDesign), Canva, Wochit, I-video, and other video and graphics editing programs

TERMS AND CONDITIONS

Position Title: National Reporting and Communications Officer

Contract Type: Fixed Term

Grade: NOB

Duty Station: Baghdad, Iraq

Salary: Starting at USD 4227.5 per month.

Medical Plan: Valid medical plan for the staff member, spouse, and dependent's children under 18 years

Annual Leave: 30 working days per annum
