Job Description (Roles and Responsibilities)

The British Embassy Amman has a vacancy for a Humanitarian Adviser, job grade G7.

This is an opportunity to work for the Foreign, Commonwealth and Development Office (FCDO) as it implements its new UK-Jordan Country Business Plan. The jobholder will be the lead adviser and senior responsible officer for the UK’s major humanitarian programmes in Jordan. You will also be the focal point for technical engagement with the Government of Jordan and other stakeholders on humanitarian issues. Situated within the Humanitarian, Inclusion and Protection Team, you will support the Ambassador, the Development Director, and senior visitors (including UK Ministers) in their engagement with our key stakeholders in Jordan.

The role requires expertise and experience of working on humanitarian issues in Jordan. It requires a strong commitment to work with others inside and outside the Embassy to maximise the impact of UK investments. It will require building strong external networks with the Government of Jordan, international development partners, and other stakeholders. The ideal candidate will be confident working at pace and multi-tasking to respond to changing priorities.

Duties and responsibilities:

In overall terms, the key objectives associated with this role are to ensure effective delivery of humanitarian programmes; lead on policy discussion and development of the humanitarian-development nexus; and engage with general and technical humanitarian coordination (both internally and externally).

Specifically the jobholder will:

Provide technical advice and be the lead on delivering the final stages of an existing humanitarian programme (Multi-purpose Cash Assistance to Refugees in Jordan) that will end in March 2024.

Provide technical advice and lead on the delivery of the Jordan Protection Programme (JPP) Support to Vulnerable Refugees and Jordanians.

Providing technical advice and lead on the delivery of a new 5-year cash assistance and protracted crisis programme (currently under development) that will be launched at the start of 2024.

Contribute to achieving UK objectives in Jordan and lead on policy discussion and development of future humanitarian strategy, looking to maximise linkages with longer-term development initiatives in Jordan.

Engage with humanitarian communities and other professionals within the FCDO. Take an active part in humanitarian conferences, learning and development and exchanges, including undertaking support missions to other countries or to HQ to contribute to an annual review, develop an evidence product, or design and delivery of training for others.

Contribute to efforts to improve working culture and life in the British Embassy Amman and deliver on selected corporate objectives. It is expected that up to 10% of the role will be devoted to this.

The jobholder will also be responsible for approximately £10-£15m of expenditure per year.

The above list is not exhaustive and the jobholder will be required to be flexible and take on other ad hoc tasks as required.

Communicate analysis to colleagues, senior officials, and Ministers within FCDO and across government in order to effectively influence the necessary evolution or changes of policy and programme priorities.

– Policy

Position the UK at the forefront of humanitarian policy engagement through developing policy, contributing to advocacy strategies, and directly advocating for UK humanitarian policy objectives.

Develop close engagement with HQ to ensure that the policy work in this role is informing and learning from UK humanitarian policy as it develops.

– Programme: Provide technical oversight and lead technical advice into the design, delivery, monitoring, evaluation, and learning of FCDO humanitarian projects and programmes.

– Relationships and networks: Establish constructive relationships with key individuals and organisations, including representing the FCDO with relevant partners and in relevant forums (e.g., donor coordination, Humanitarian Country Teams, etc.).

Eligibility:

Essential qualifications, skills and experience

At least five (5) years’ experience of working in the humanitarian sector providing technical advice and delivering large multi-year programmes.

Strong background in policy advice and working across networks and communicating with senior partners.

Evidence of understanding the real-life experiences of refugees and vulnerable communities, particularly women and girls.

Ability to build strong, respectful, and collaborative working relationships with stakeholders within and beyond UK Government, including those with different cultural backgrounds and opinions.

Ability to work under pressure and manage a complex and varied workload sometimes to tight deadlines.

Experience in drafting reports and briefs for an international audience (in English).

Fluency in English and Arabic, both written and spoken. Able to express ideas and messages clearly and concisely, both orally and in written communication.

Strong IT skills and literacy in Microsoft Office applications (Word, Excel, PowerPoint, Outlook, Teams).

Holds at least a bachelor’s degree in a relevant field.

Other benefits and conditions of employment

The Embassy aims to offer an attractive working environment and remuneration package for this role, including a non-negotiable gross salary of JOD 4,263 per month based on a 37 hours per week.

Salary will be paid gross and you are expected to comply with your tax obligations through completion of a tax return to the local authorities. If exceptionally you are not liable to pay Jordanian tax, you will receive a net salary, which is minus the deduction of an equivalent level of local tax. Further information on this will be provided at interview if necessary.

This role is for a full-time employment, on a fixed-term contract for two (2) years. The successful candidate will be subject to a 90-days probationary period (as appropriate). The appointment is subject to satisfactory local and UK security clearances. The selected candidate must have a right to live and work in Jordan.

Normal working hours at the Embassy are Sunday to Wednesday 08:00-15:30 and Thursday 08:00-15:00. The Embassy operates a flexible working policy that allows staff to work different hours as well as allowing staff to work from home one day a week, based on operational requirements and agreement with the line manager, and in line with FCDO and Embassy policies.

The package includes a good level of health insurance and a friendly, English-speaking work environment. We offer opportunities to develop professional skills through our Learning & Development offer. Leave entitlement is 25 days (on pro rata basis) plus 14 public holidays.
