Training Administrator for Humanitarian-Military Interaction in Emergencies

Job Title: Training Administrator for Humanitarian-Military Interaction in Emergencies

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The current state of humanitarian response is characterized by more frequent natural disasters and the protracted nature of the most severe conflict-driven crises. Due to its mandate, operational presence, and size WFP is more regularly operating in contexts where access constraints are ever present. As a result, WFP is working to consolidate a corporate posture, and look to how best to employ its operational assets to support access requirements – as outlined in the corporate approach to access – in emergency response contexts.

It is the role of the of the Training Administrator to help ensure WFP has a coherent and reliable approach to supporting Inter-Agency – Civil-Military Coordination trainings as well as advancing WFP’s own development and delivery of a course designed around WFP’s complimentary work on Humanitarian-Military Interaction (HMI).

This is capacity is central to the Emergency Operations Division’s overarching goal of supporting WFP’s Regional Bureaus, Country Offices and partners to prepare and respond to current and future emergencies in a changing humanitarian environment. The Division contributes to WFPs strategic goal of achieving Zero Hunger by 2030 through ensuring the organization remains on an operational and responsive footing, and ready for any future humanitarian crises.

This position reports to the Senior HMI Advisor.

ACCOUNTABILITIES/RESPONSIBILITIES:

Support to Inter-Agency Civil-Military Trainings (60%):

  • Support the development of an adaptive, modular, and interactive civil-military Training Packages, in support of the international response community:
    • Support in the creation of modules, units, and key messages based on defined learning outcomes;
    • Contribute to the design of manuals with standardized training guides;
    • Suggest and input unique icons and other navigation references;
    • Transfer existing content, into an Adobe InDesign format, expand or shorten the narrative without losing meaning and consistent messaging;
    • Propose options for keeping the packages up-to-date and sustaining frequent utilization.
  • Support the preparation and delivery of UN-CMCoord and other inter-agency training programmes:
    • Administration for the event (invitation, questionnaire, applicants list, selection, notification etc.);
    • Support the refinement and contextualize of the weekly programme with course managers;
    • Hold preparatory webinars with the course managers;
    • Lead the process for the selection of participants including discussions with course applicants, as applicable;
    • Act as the duty of care focal point for all training participants for their day-to-day needs, including technological and administrative support.
  • Support any relevant after-action review, lessons learned, and knowledge management related to the exercise(s).
    • Lead the course evaluation;
    • Present anecdotal feedback collected throughout the programme;
    • Catalogue lessons identified and integrate necessary changes to the course, as required.

Support to WFP HMI Training (30%):

  • Support the development of an adaptive, modular, and interactive civil-military Training Package:
    • Develop and maintain HMI Training course modules, designed for adult-learning style instruction;
    • Create an overview of modules, units, and key messages based on defined learning outcomes;
    • Develop modules that can be tailored to meet context-specific training requirements and are exportable to support HMI field staff;
    • Transfer content, into an Adobe InDesign format, expand or shorten the narrative without losing meaning and consistent messaging.
  • Support the preparation and delivery of an HMI training programme:
    • Administration for the event on a virtual platform (invitation, questionnaire, applicants list, selection, notification etc.);
    • Support the refinement and contextualize of the course programme with course facilitators;
    • Hold preparatory webinars with the course facilitators and other practitioners;
    • Lead the process for the selection of participants including interviews with course applicants, as applicable;
    • Act as the duty of care focal point for all training participants for their day-to-day needs, including technological help on computer programmes and hardware.
  • Support the after-action review:
    • Lead the course evaluation;
    • Present anecdotal feedback collected throughout the programme;
    • Catalogue lessons identified and integrate necessary changes to the course, as required.

Support Field Operations (10%):

  • Deploy to support Country Offices or Regional Bureaus to strategize and address civil-military coordination issues;
  • Support Country Offices and Regional Bureaus as/when needed to establish and/or strengthen WFP’s relationships with partners and other actors as required to facilitate humanitarian access in emergency operations, in line with WFP’s operational and corporate goals.

Other:

  • Position is expected to be available to deploy to Corporate Attention and/or Corporate Scale-up emergencies and support Country Offices, when required
  • Any other duties as required.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

Advanced university degree, or a university degree with experience in development, emergency relief or humanitarian affairs.

Experience:

Minimum 3 years of experience related to humanitarian response and emergency relief, training administration, implementation and/or development, of adult-learning. Experience with international crisis response is preferred, but not required.

Knowledge and Skills:

  • Demonstrated level of technical knowledge related to civil-military, UN-CMCoord or Humanitarian-Military Interaction training;
  • Demonstrated knowledge of and experience with methodology, course planning and/or course delivery for adult audiences;
  • Demonstrated written and oral communication skills, including substantive analysis and report writing;
  • Experience in coordinating online and/or in-person courses, in both headquarters and/or field environments;
  • Advanced computer skills, preferably with working knowledge of the Adobe Suite. Knowledge ofInDesign and Illustrator is an advantage;
  • Knowledge of the virtual On-site Operations Coordination Centre (virtual OSOCC) is desirable;

Languages:

Excellent analytical and English drafting skills, working knowledge or fluency in another UN language is desirable.
