ROLE PURPOSE:
The Community Mobilization Officer has the responsibility of leading community outreach activities at the field level and ensuring participation of beneficiaries and partners in all phases of project implementation.

SCOPE OF ROLE:
Reports to: Project Manager
Staff directly reporting to this post: 60 Volunteers
|
KEY AREAS OF ACCOUNTABILITY:
- Lead effective community outreach programs to reach the most vulnerable refugee and Jordanian children out of existing education opportunities.
- Identify and analyze the data on out of school refugee and Jordanian children to enable effective outreach to families through community mobilization.
- Follow up on data shared by MoE for drop outs and at risk of dropping out by assigned means (Calls, house visits, directorate meetings, schools…etc).
- Lead community outreach-based approach that enables awareness-raising on assigned subjects.
- Responsible for 60 volunteers to identify and refer refugee and Jordanian out of school children to Ministry of Education certified educational pathways.
- Work with local partners and engage with key community stakeholders to design and implement community mobilization, awareness-raising, and safe referrals.
- Conduct community outreach and mobilization on the opportunities of Non Formal Education programs offered by MoE in the targeted areas.
- Conduct localized door-to-door outreach and awareness raising for out of school children and Children with disability, caregivers, and the community on the formal and non-formal education opportunities.
- Provide training on mobilization and outreach to local partners and MoE staff.
- Work with partner CBO staff to conduct mobilization and outreach activities.
- Provide orientation to members of civil societies (partners, CBOs and communities) to raise awareness about SC program goals, objectives and activities
- Conduct monitoring visits to the program sites to ensure the implementation of the activities on time and to achieve quality results
- Assist and follow up and compiling data for preparing required reports as well as participate in the preparation of the data for the M&E requirements
- Coordinate effectively with support services (Communications, Finance, Logistics, …etc) to ensure smooth delivery.
- Support communication and media team with success stories and news update and coordinate with local media representatives at the field level.
- Ensure adherence to the Child Safeguarding Policy and reporting procedures.
- Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of scale up of operations, crisis or emergency.

QUALIFICATIONS AND EXPERIENCE
Essential:
- Proven practical experience of working with children, youth and local community. BA in social science or relevant field is a plus .
- In-depth knowledge and experience in working with local communities through outreach and mobilization.
- Minimum of 5 years’ experience with humanitarian organizations and background knowledge in education, child/ youth protection, outreach and mobilization.
- Good knowledge of the geographical areas.
- Ability to engage with community members in an open manner, maintain confidentiality and respect.
- Demonstrated training, facilitation and coaching skills .
- Excellent communication and presentation skills.
- Good written and spoken Arabic skills; spoken English.
- Excellent computer skills.
- Ability to work under pressure, multi-task and meet deadlines.
- Ability to work effectively within a team.
- Ability and willingness to travel within Jordan
Desirable:
- Excellent English oral and written communication skills
- Background knowledge in child/ youth protection, education and emergencies
