BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme (WFP) works in more than 80 countries around the world, feeding people caught in conflict and disasters, and changing lives for millions through sustainable development. WFP’s focus on strengthening country capacities is based on the recognition that national systems are a critical vehicle for achieving Sustainable Development Goal 2 (SDG 2) on ending hunger. Supporting governments and stakeholders across the whole of society provides tremendous opportunities for scale, impact and sustainability of results.
In June 2022, WFP’s Executive Board approved a Country Capacity Strengthening (CCS) Policy Update which defines CCS as "activities structured around engagement with national and subnational stakeholder institutions and organizations with the intention of improving the sustainable functioning of systems and programmes that support populations with regard to their food security, nutrition and associated essential needs".
Corporate evaluation and audit exercises have identified CCS-related operational recommendations, including the need to ensure adequate resources for the augmentation of CCS expertise across the organization. WFP is developing key materials related to the CCS policy update implementation, including workforce planning and budgetary considerations, updated guidance and tools for embedding CCS in country strategic plans, learning and training courses for WFP staff to spread CCS literacy across the organization.
The consultant will support the operationalisation of the CCS policy update’s work stream on Knowledge Management and Adaptive Learning, which aims to broaden the organizational knowledge base and improve knowledge management practices for CCS.
ACCOUNTABILITIES/RESPONSIBILITIES:
The Consultant, reporting to the CCS Unit’s Knowledge Management Lead, is expected to:

Support knowledge management content creation and sharing:

Support in developing and implementing the CCS Strategy for knowledge management and related work plans.

Support activities to capture and share knowledge, leverage best practices, and improve the effectiveness of CCS knowledge sharing across the organization.

Map, curate and manage CCS content throughout all relevant online platforms, including the WFP external website, WFP intranet (WFPGo), MS Sharepoint, Teams, the Programme Guidance Manual (PGM) and the CCS online community in Yammer.

Act as content manager, uploading, managing, and tracking CCS documents to facilitate access, internal cohesion, and dissemination.

Support in guiding CCS regional advisors and other CCS focal points to collate, analyse and communicate CCS knowledge management output. Facilitate access to timely and accurate CCS information used within WFP and externally.

Assist in researching background resources and content.

Assist in the formulation of taking points, event and knowledge product concept notes, and other background documents as relevant. This includes preparing input, talking points, briefings, PowerPoint presentations and reports for management.

Liaise with and support other CCS and KM focal points, including maintaining a roster of KM focal points and regional KM Coordinators.

Learning and sharing
-
Provide support to WFP’s corporate learning related to CCS, e.g., maintaining, updating and tracking usage on WFP’s e-courses on CCS, supporting face-to-face and blended learning and related events.

Support with curating content for CCS e-courses, synthesizing content from the CCS Unit, other WFP and external sources. Draft and reformulate documents as needed.

Capture and draft CCS-event related Notes for the Record (such as task force NFRs, high-level meetings, webinars and other events).

Support and drive engagement of the CCS community of practice on relevant platforms (MS Teams, Sharepoint, Yammer community).

Other activities
-
Provide technical and coordination support to manage online events, e.g., ensuring speakers are connected, sessions are recorded, and proper links and updates are uploaded.

Support with managing communications, graphic design and other CCS-related vendors, procurement processes, quality assurance of deliverables, invoicing, and payment.

Support the Knowledge Management Lead and/or Head of Unit with other related activities as required.
DELIVERABLES AT THE END OF THE CONTRACT:

Ensure that all work and materials developed during the contract are well documented and available to the Technical Assistance and Country Capacity Strengthening Service (PRO-T CCS) and wider CCS community of practice.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University degree in in communications, governance, social policy, economics, or other field relevant to international development.
Experience:
At least 2 years of progressively responsible experience, including but not limited to communications, marketing, journalism, or partnerships. Experience in capacity development and/or change management is beneficial.
Knowledge and Skills:

Experience in knowledge management within a global organisation required.

Ability to produce high-quality written materials, including graphically-based PowerPoint presentations as well as text documents.

Ability to interact with leaders and external audiences with maturity and tact.
-
Collaborative spirit able to liaise with a wide range of people at all levels and across different cultures and to act with credibility and diplomacy.

Strong time management skills with an ability to plan ahead, anticipate requirements, problems and obstacles, and an ability to juggle competing priorities successfully, and to work to tight deadlines.

Self-motivated and able to work with a high degree of autonomy.

Attention to detail in editing and formatting written products (including graphic PowerPoint presentations and textual documents).

Willing to work in and travel to different field locations if required for a work mission
Knowledge of institutional capacity strengthening, change management or social innovation concepts is desirable
Language:
Fluency in written and spoken English required. Intermediate knowledge of another official UN language is beneficial
