STANDARD MINIMUM QUALIFICATIONS
Education: Graduate/post-graduate degree in agriculture engineering, food science/technology, food processing/engineering, public health, or other related field, or first university degree with additional years of related work experience and/or training/courses.
Language: Fluency (level C) in English language.
ORGANIZATIONAL CONTEXT
The consultant will work under the direct supervision of the incoming Head of Programme, overseen by the Deputy Country Director and Country Director. He/she will act as Strategic Objective 2 manager and work closely with Activity 2 Manager on the Nutrition, Fortification and School Feeding areas of the CSP.
BACKGROUND & JOB PURPOSE
The prevalence of stunting and wasting, respectively 47.1% and 8.6%, in Timor-Leste is significantly above the ‘’Very High’’ threshold level set by World Health Organization (WHO).
There are a number of national policy and strategies that supports the implementation of food security and nutrition program in Timor-Leste. Most recently the Comprehensive National Action Plan for Nutrition and Food Security, and related commitments under the Food System Summit, the Nutrition for Growth initiative, and the School Meals Coalition.
WFP has a new Country Strategic Plan (CSP) designed to support Timor Leste in achieving food security and improved nutrition by 2030, in line with the Sustainable Development Goal (SDG) 2. It also seeks to contribute to progress in SDG’s 3 & 4 and foster a reinforced partnership in strengthening the national humanitarian and development response, in accordance with SDG 17.
WFP’s support under this CSP will assist national efforts through Bolsa de Maie, Cadeia de Valor and Merenda Escolar, and provide technical assistance and policy advice to help maximize the return on Government’s investment in food security and nutrition.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Collate and analyse data and contribute to the preparation of reports relating to food quality and safety, to inform risk management and mitigation and contribute to a WFP and government view of food technology activities.
2. Prepare evidenced based recommendations for senior staff and government partners on control measures to combat and reduce food commodity losses and food quality and safety issues.
3. Assist counterparts in governments and other partners in the planning, formulation and implementation of programmes to strengthen government and community ownership and effectiveness of food security and nutrition programmes at national and sub-national levels
4. Prepare evidenced based recommendations for senior staff and government partners on tools to enable rapid response to situations with food safety concerns. In the event of food safety incidents, support investigation exercises to enable lessons learned to be documented and shared, to reduce re-occurrence of the incident.
5. Support project teams on the food technology aspects of food assistance programs, ensuring compliance with WFP and/or host government food and safety regulations.
6. Contribute towards the development and/or implementation of protocols and tools relating to food technology issues, ensuring alignment with WFP and/or government procurement and supply chain strategy, policies and plans.
7. Support the capacity building of WFP staff and partners for efficient and effective delivery of food assistance to beneficiaries (e.g. through the design and review of training materials).
8. Other as required – particularly in regard to wider Social Protection activities (as relevant).
