Action Against Hunger is an international non-governmental organization working in more than 40 countries in the fields of nutrition, food security and livelihoods, water sanitation and hygiene, and care practices. ACF is looking for its program in Jordan for Food Security and Livelihoods (FSL) Program Manager
Work place: IRBID with multiple movement to Mafraq, Zarqa and Madaba governorates
Position Overview:
Action Against Hunger is a leading humanitarian and development agency working to combat the causes of hunger and malnutrition in over 46 countries worldwide. Eleven years into the Syrian conflict, more than 1.3 million Syrians have sought refuge in Jordan.. This influx of refugees has strained Jordan's economy and resources, with Syrians often accepting worse working conditions and lower compensation than Jordanians and taking on low-skill, informal jobs in sectors such as in manufacturing, construction and agriculture. In 2022, Jordan had a 23% unemployment rate. For Syrian refugees, unemployment rates are significantly worse with 80% of Syrian refugees unemployed in 2021, up from 50% and 65% in 2019 and 2020.
With field offices in Irbid and Azraq and a head office in Amman, Action Against Hunger has been operational in Jordan since 2014, delivering livelihoods, social protection WASH and MHPSS programming in Irbid, Zarqa, Mafraq, and Madaba governorates. Through its livelihoods and social protection program, ACF aims to improve the livelihoods status of Syrian refugees and vulnerable Jordanians through decent and sustainable employment opportunities; strengthening sustainable livelihoods and value chains and enhancing the capacity of local actors to promote economic opportunities and improve working conditions. So far, ACF has reached over 6,000 beneficiaries through its social protection and livelihood activities in 2022. Action Against Hunger is also an active member of the Livelihoods, Basic Needs, Food Security and Durable Solutions Working Groups; Graduation Approach and Vocational Training Taskforces; and Common Cash Facility Steering Committee.
As part of its growing livelihoods portfolio, Action Against Hunger is recruiting for two Food Security and Livelihoods (FSL) Program Managers to lead program implementation and oversee the quality and efficiency of Action Against Hunger’s solid waste management, agriculture and graduation approach projects. Directly reporting to the Field Coordinator, the FSL Program Managers will be based in Irbid, with regular travel to project implementation sites across a number of governorates.
Responsibilities:
Mission 1: Set up, implement, and report on standalone and integrated food security and livelihoods projects
- Set up the FSL programme in the area of responsibility into account the logical framework of the project(s), the budget, and the logistical and administrative procedures of Action Against Hunger and the related donor(s)
- Establish and maintain the quality of the projects established in conformity with the technical and project management standards of Action Against Hunger
- Become familiar with all dimensions of the FSL: the issues involved, mainstreaming plans, the logical framework and indicators; retain printed copies of all contractual programmatic documents as per donor regulations and Action Against Hunger good practices.
- Identify the technical constraints associated with project implementation; propose innovative technical solutions in response to such constraints
- Implement technical recommendations concerning FSL project(s) in IRBID and other areas of intervention as made by the FSL HoD, Technical Advisor at Headquarters, Experts, Evaluators, or other colleagues
- Supervise project implementation using internal Activity Progress Report (APR) monitoring tools, external donor reports, a regular presence in the field, maintenance of an implementation timeline, and monthly review of the budget
- Maintain the profile of Action Against Hunger at all project sites while respecting donor visibility rules and commitments
- Identify and implement safety measures for both the FSL team and the wider population (at building sites, community-based sites, etc.)
- Lead by example as an active contributor to advancing Action Against Hunger’s gender mainstreaming efforts and gender-equitable approach through the implementation of approved projects in the area.
Mission 2: Contribute to the quality, accountability, and impact measurement process for FSL stand-alone and integrated programming in the area of intervention:
- Promote and take part in the evaluation of the impact of FSL projects through a process proportionate to the scope of work (learning review, internal evaluation, external evaluation, impact evaluation, etc.)
- Promote and contribute to learning and improvement of quality (joint visits, research initiatives, lessons learnt exercises and reporting, etc.)
- Implement feedback and complaints procedures for ethics and transparency, particularly with the intent of ensuring participation of and organisational responsiveness to beneficiary populations
- Ensure that baseline and end-line data is collected using methodologies relevant to project activities
- Capture lessons learnt from programme-related data, document the results of innovations or new implementation modalities tested, and create recommendations based on experience with project execution
- Disseminate the technical and operational expertise acquired in the course of programming
- Contribute to the upward transmission of data from the field so as to better inform Action Against Hunger’s strategies, programme development, and communications
Mission 3: Supervise and manage the team
- Initiate and lead as recruiting manager the staffing of the FSL team for respective projects
- Manage the the FSL team: provide leadership, monitoring, motivation; establish, follow, and encourage adherence to best practices in performance management
- Lead the development of team members to empower them with the skills necessary to demonstrate ownership of their role and associated responsibilities
Mission 4: Contribute to deliberations on strategy and the positioning of the FSL Department
- Actively partake in ongoing, systematic, and thorough analysis of the humanitarian and development situation in Jordan.
- Disseminate internally gathered information and its analysis to the Field Coordinator, FSL HoD, and other staff as relevant.
- Take part in the determination and realisation of FSL stand-alone and integrated strategy in the area of responsibility and contribute to programme strategy development at the national level
- Set up projects in a manner consistent with the Action Against Hunger Charter, international strategic framework, policies and guidelines of FSL and other AAH sectors of expertise, national strategic and other legal texts produced by ministers responsible for the FSL sector, and key international documents in the sector (SPHERE Standards, Core Humanitarian Standard, etc.)
- Participate in the development of the FSL section of operational plans (emergency response, gender mainstreaming, etc.)
- Promote the integration of FSL concepts, approaches, interventions, or priorities with other Action Against Hunger sectors, in collaboration with the FSL HoD and Field Coordinator
Mission 5: Identify needs and contribute to project design and development processes
- Identify humanitarian needs in the field of FSL including the submission of reports on such matters
- Initiate and foster the meaningful participation of target populations and local actors in the identification of needs and approaches for responding to them
- Contribute to the drafting of the contextual and FSL-related sections of project proposals
- Design necessary support elements for project implementation in coordination with relevant colleagues, taking into account logistics, finance, human resources, other areas of intervention, partners, visibility, etc.
- Contribute to concept notes and proposals for interventions (logical frameworks, review of literature, narrative development, budget definition, work plans, logistics, etc.) in collaboration with the concerned departments
Mission 6: Participate in the coordination, representation, and partnerships of Action Against Hunger
- Coordinate activities with other sectors and departments of Action Against Hunger in order to ensure rational and responsible use of resources and optimum integration
- Participate in visits by donors whenever requested by the Country Director, Deputy Country Director of Programmes, and / or the Field Coordinator
- Represent Action Against Hunger and ensure coordination with partners, authorities, United Nations agencies and civil society actors in Azraq, in collaboration with the Field Coordinator
- Contribute to the process of selecting partners and service providers, formalising partnerships and service agreements, and enhancing their capabilities (cooperatives, community-based organisations, local NGOs, international NGOs, national authorities, private agencies, etc.)
- Reinforce the FSL-related capabilities of partners

Education:
University degree or equivalent in agriculture science, economics, international development, or related field complemented by significant experience in resilience/livelihood-related field
Type of professional experience requested:
- At least 4 years of experience in humanitarian and/or development programming on food security and livelihoods or related NGO role.
- Experience in managing relationships with local partners, authorities and donors. At least 1 year of field-based experience in the same or similar position required.
- Experience working in developing and urban contexts
- Good knowledge of common livelihoods and economic development approaches, including employability, social entrepreneurship, value chain development, private sector development, financial inclusion and cash based programming
- Experience with proposal and log frame development, as well as reporting, for a variety of donors
- Experience and background in the graduation approach, sustainable agriculture and solid waste management is desirable.
- Experience in managing integrated, multi-sectoral programs desirable, specifically including MHPSS, WASH and/or protection
Language level:
English (excellent) and Arabic (fluent) required
