ORGANIZATIONAL CONTEXT

The Chief, Data Officer (CDO) will serve as a senior strategist and operational expert in terms of instituting best practices in data science at WFP. The incumbent will be responsible for data governance and full lifecycle data management at WFP. The Chief, Data Officer will also be responsible for continuous development of a culture of data understanding and use within WFP.

The CDO will help managing WFP data as a corporate asset and will foster an anticipatory, forward-thinking culture that creates predictive applications for data as we advance the operational advancement of the organization. The CDO will play a risk, compliance, policy management, and business role. It will serve to drive information and analytics strategy, serving a business purpose. Finally, the CDO will serve as the glue between the data strategy and the metrics.

The incumbent will bring technical skills to address data infrastructure and access to data needs, engage with business counterparts to elevate needs, and advocate for building staff capabilities to support TEC’s contribution in building a transformative data culture in WFP.

KEY ACCOUNTABILITIES (not all-inclusive)

The incumbent will report to the Chief Information Officer (CIO) & Director of the Technology Division (TEC).

Specifically, the incumbent will:

  • Set the direction and develop the WFP data strategy in accordance with organizational priorities.
  • Provide leadership and strategic direction about data across the entire organization, ensuring creative and cost-effective use of business intelligence.
  • Collaborate with cross-functional leaders (both internally and externally) as a true business and strategic partner and enabler of the organization.
  • Work with TEC and the Business to pursue strategic opportunities and establish the vision for managing data as asset – to harness new technologies to extract maximum potential and insight from WFP’s varied data assets.
  • Strategically engage and develop trust with the business to propose solutions and make recommendations that can be used to achieve strategic objectives.
  • Evaluate new technology solutions for improving the collection and use of data.

  • Monitors long-term trends in data science and potential impacts on today’s challenges and anticipates and assists the organization in preparing for future challenges.
  • Promote and encourage data sharing agreements between agencies.
  • Identify ways to improve the production of evidence for use in policymaking.
  • Maximize the use of data across WFP by building broad internal and external awareness of WFP’s data assets and analytical capabilities.
  • Define policies and processes for data management planning, data collection, integration and interoperability, analytics, curation, and responsible data sharing and publication.
  • Effectively lead teams and ensure appropriate development and enable high performance.
  • Promote the WFP mandate, mission, and objectives.
  • Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.

QUALIFICATIONS AND KEY REQUIREMENTS

Experience and knowledge:

  • Typically, thirteen years or more (of which six international) of senior level experience in the relevant field of work, with a background and interest in international humanitarian development. Extensive experience leading multicultural teams and improving performance.
  • Demonstrable experience of developing and executing on data strategies that have driven real value for the organization.
  • Sophisticated understanding of complex data management, including advanced data architecture and data management principles to build and master a single integrated enterprise data set.
  • Understanding of current-state data privacy and security tools and methods.
  • Ability to create a compelling vision for all matters data and to engage across organizational domains to secure support and commitment to that vision – driving innovation and technology and culture change.
  • Deep digital, data, and analytics expertise.

Education:

  • Advanced University degree in computer science, statistics, data analytics, data science or another related field, or First University degree with additional years of related work experience or trainings/courses.

Language:

  • Fluency (level C) in the English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

TERMS AND CONDITIONS

Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational. The selected candidate will be employed on a fixed-term contract with a probationary period of one year. This position is open to both internal and external candidates.

WFP offers an attractive compensation and benefits package, including basic salary, post adjustment, relocation entitlement, travel and shipment allowances, 30 days' annual leave, home leave, an education grant for dependent children, pension plan and medical insurance. The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
