DIVISION PURPOSE:
Jordan country strategy aims to ensure that more conflict affected women, men and children in Jordan are adequately protected and better able to secure equitable access to and control over resources, services, and livelihood opportunities and to advance their rights without fear in safe, inclusive and sustainable communities in the face of current and future shocks, stresses and uncertainty.

TEAM PURPOSE:
The MEAL team works towards evidence-based programming offering high quality and impactful programs to bring positive changes in the lives of people working with Oxfam. The team supports program and projects design, monitoring and evaluation, accountability and learning; and Oxfam partners capacity in MEL and Social Accountability.

JOB PURPOSE:
Under the supervision of the two Senior MEAL officers and with additional support from the P-MEAL Coordinator; the MEAL Officer is expected to work hand in hand with and support the Project teams in the Economic Justice, Gender Justice and Climate Justice Programs in MEAL related tasks, including but not limited to the design and creating of tools that are fit for purpose, data collection, data analysis, and report writing.

The incumbent shall be monitoring the extent to which projects are meeting their objectives, the progress of achievements against key performance indicators to ensure Projects are on track towards achieving their planned outputs & outcomes, reaching the desired impact. The incumbent shall provide MEAL support for partners working with Oxfam.

DIMENSIONS OF THE ROLE
The following responsibilities are not exhaustive. They aim to provide a clear sense of the nature and
scope of jobs at this grade:
• Delegated authority to supervise junior staff and/or volunteers and delegated projects/activities.
• Problems vary and include a combination of routine and some complex.
• Work pattern is a mixture of reactive and project work.
• Required to make sound judgements regularly within agreed processes using a good understanding of the team and the facilities of the team.
• Communication is largely with internal staff, (including internationally) also with some external contacts and target audiences to support operational work.
Analysis and communication of some complex information at a simple level is required to a wide audience to promote and influence.

KEY RESPONSIBILITIES
I. MEAL System development and implementation
• Actively involved in the Project design; Log-Frames, key performance indicators and other related MEAL pieces.
• Design and regularly update the project’s MEAL framework.
• Lead and coordinate project internal baselines, MTR , Evaluations
• Taking the lead on designing, creating and updating MEAL related tools; IPTT, MEAL Plan, and any other required tools to fulfil MEAL agenda towards achieving Projects objectives.
• Plan and undertake monitoring visits to partners, as needed, to assess progress against agreed MEAL standards and indicators and inform Project teams recommend corrective actions as appropriate.
II. Project design & Development
• Support the design of Project developments through ensuring Learning and assessments are appropriately used and employed efficiently and effectively.
• Support program team and project managers to integrate MEAL Outputs into Reports with high quality and attention to standard requirements.
• Actively contribute to MEAL Planning during the Project design
• Support in taking inventory of assessments, and utilization of assessments for project designs
III. Social Accountability
• Together with other MEAL staff, generating learning and reporting from the existing accountability mechanisms in place
• Give support for Partners to implement effective social accountability systems and practices.
• Ensure Minimum standards are followed during design and implementation of accountability mechanisms
IV. Learning & Partnership Development
• In close coordination with the Project Team, and hand in hand with partners; provide support as needed to develop, improve, and update methodologies and tools for data collection, analysis, and processing, ensuring gender sensitivity.
• Work closely with MEAL staff or MEAL focal points of partner organizations and provide support and capacity development in MEAL
• Coaching MEAL Assistant to scale up their capacity towards better implementation of MEAL work.
• Plan, organizing, and facilitate learning events , workshops, Focus Groups Discussions
V. Miscellaneous
• Be prepared to undertake other duties and responsibility as and when assigned by management in line with the job profile and as related to Oxfam’s program.

Experience, Knowledge & Competencies
Essentials

For this role, you will need to model Oxfam’s feminist leadership approach so we have selected the most relevant feminist leadership practices which we will use for assessment purposes (which you can read more about here): Self-awareness, humility, listener, integrity and professionalism

• Bachelor’s degree in relevant field from a recognized university.
• At least 3-year experience of work in humanitarian or development context projects with at least 2 years in the specific area of Monitoring, Evaluation, Accountability and Learning at a similar level.
• Strong commitment to the aims and objectives of Oxfam, including to gender equality and social justice and accountability.
• Ability to and experience in Logical Framework, deep understanding of KPIs and elements of MEAL Framework.
• Deep knowledge in MEAL tools and ability to create fit for purpose tools as needed.
• High level of skills in gathering, analyzing and presenting quantitative and qualitative data. And the ability to work with Data from creating proper tools for data collection, to data validation and analysis.
• Understanding of Gender related aspects and diversification of MEAL plans and processes
• Proficiency in written and spoken English and Arabic, with exceptional writing skills.
• Proven ability to work effectively with others – including in multicultural team – and strong interpersonal skills.
• Excellent facilitation skills with superb note taking skills and attention to details.
• Proven experience and skills in single handedly drafting and reviewing reports generating high quality deliverables.
• High level of understanding of social accountability and community engagement with the ability to integrate them within daily tasks.
• Good organizational and coordination skills.
• Proven knowledge of computerized systems with a high degree of computer literacy, including but not limited to Microsoft Office.
• Coaching, and problem-solving skills with prevailing professional integrity
