ORGANIZATIONAL CONTEXT

The affected populations in Ukraine. In July 2022, WFP Ukraine served over 2.8 million people through cash transfers and in-kind food distribution. WFP works closely with various partner organizations on the ground to assess needs and provide assistance to the affected population.
In order to scale up its response, WFP Ukraine is hiring a Program Policy Officer to be based in Odesa.
Under the direct supervision of the Head of Programme, the Programme Policy Officer will be responsible for supporting the planning and implementation of food assistance activities. The job holder will be responsible for planning, implementing, coordinating, and supporting program activities that require a thorough understanding of programme/project context, issues, and ability to apply a range of guidelines/practices.These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

JOB PURPOSE

Provide effective planning, coordination and support to programme activities so as to effectively meet food assistance needs of affected population.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute towards the development of projects plans and processes for implementation of cash- based transfers and in-kind food assistance programs, ensuring alignment with wider programme policies and guidelines.
2. Provide efficient and effective coordination and project management support for food assistance activities (Cash-based transfers and in-kind assistance), ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
3. Support the development of systems and tools for various program activities and processes in line with innovative methodologies and best practice.
4. Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained
5. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
6. Contribute to evidence-based decision-making on programme design and implementation, notably through monitoring, review and evaluations findings.
7. Support WFP Management in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required.
8. Research and analyze policy and operational issues to support senior colleagues in the development of policies, programmes, and activities.
9. Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects.
10.Ensure regular monitoring of food assistance activities, conduct trainings for cooperating partners, local authorities, and beneficiaries
11.Support the identification, development, and management of potential partnerships for food assistance programs.
12.Support the capacity building of WFP staff and partners to prepare for and respond to food assistance needs.
13.Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
14.Perform any other tasks that may be required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience: Five (5) or more years of progressively responsible work experience in project management, implementation, food security, livelihood, education, or similar programs.

Languages: Fluency in both oral and written communication in English. Ability to effectively communicate in Ukrainian and Russian.

KNOWLEDGE & SKILLS

  • Good Communication Skills: Ability to provide short briefings and communications clearly and concisely, both orally and in writing. Ability to engage effectively at field level with a wide range of actors including those in the international humanitarian community and governments; Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.
  • Working in a team: Ability to work within a team setting and working well with other team members to realize a collective objective.
  • Work under pressure: Ability to multi-task and respond simultaneously and in a timely fashion to demanding job requirements under high pressure environments.
  • Coordination: Good coordination and control skills to act swiftly and adequately in case of emergencies and resolve operational issues promptly.
  • Knowledge of commonly used Applications: Ability to effectively use commonly used office software applications (Word, Excel, PowerPoint, Outlook etc.). Skills in data management would be added advantage
