General Position Summary

Working in the Finance Department under the direction of the Senior Country Finance Manager, the Accounting Manager will ensure the accuracy and completeness of Mercy Corps accounting records and will have primary responsibility for managing the monthly accounting cycle. More specifically, s/he will provide training, coaching, and regular feedback to finance staff on managing the monthly accounting cycle. In order to ensure a high level of efficiency as well as accuracy and completeness of accounting records, the Accounting Manager will examine the Finance Department staffing structure and be supported to make any necessary adjustments to ensure functional roles and clearly designated responsibilities. S/he will ensure standard routine accounting practices are in place and perform the timely delivery of payments, banking, payroll, budgeting, tax, and HQ accounting reports for Mercy Corps Jordan.

The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures. In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.

Essential Job Responsibilities

ACCOUNTING MANAGEMENT

  • Daily management of finance accounting staff through training, scheduling, coaching and regular communicating of job expectations to ensure minimum accounting controls are effective.
  • Establish and delineate clear roles and responsibilities of Accounting Department staff that addresses function and support to programs.
  • Train on the month end accounting close process and adjustments, ensuring the accuracy and completeness of the ledger, sub journals and all supporting documentation in all country offices.
  • Oversee the preparation of month end balance sheet account reconciliations.
  • Train the Finance Team on maintaining the general ledger software (navigator) files, including regular reviews for compliance with budget, scope and time.
  • Assist Finance Team in the coordination and preparation of timely monthly reporting package submission and follow-up of reclassifications to HQ.
  • Oversee the maintenance of all accounting records, ensuring that records are complete, accurate and safeguarded.
  • Train and support finance officers to reduce coding errors, including answering daily questions, training new hires, making field visits, etc.
  • Monitor cash and bank balances and coordinate cash flow requests from program teams to ensure accuracy.
  • Assist the Senior Finance Manager in responding to audit inquiries.
  • Manage the month end accounting close process, ensuring the accuracy and completeness of the documents and posting of entries are done on a timely manner,
  • Reviews all documents from procurement/program to ensure that they are in compliance with MC regulations and donor regulations.
  • Assist the Finance Manager in maintaining all contracts tracking sheets and commitments in BVAs
  • Review with HR the monthly payroll prepared by Finance Officer.
  • Reviews month-end balance sheet account reconciliations and ensure that all taxes and liabilities are in order.
  • Coordinate the preparation and ensure the on-time submission of the monthly reporting package to HQ
  • Assist the Sr. Finance Manager in responding to audit inquiries and prepare the annual statutory audit and Tax audit with the auditors.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission
  • Other duties as assigned.

  • Ensure the integration of all team members into relevant decision-making processes.

SECURITY

  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Assist in the development of SoPs as appropriate.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.
Organizational Learning
  • As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve, we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.
Accountability to Participants and Stakeholders
  • Mercy Corps team members are expected to support all efforts toward accountability, specifically
    to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Supervisory Responsibility:

Finance Coordinator, Finance Officer and Finance Assistants.

Accountability

Reports Directly To: Senior Finance Manager

Works Directly With: Finance Manager, HQ Regional Finance Officer (with authority for technical financial matters); members of Operations and HR, Subgrants Compliance and Capacity Building team, Program and Project Managers, TSU team members, and others.

Knowledge and Experience

  • A BA/S or equivalent in accounting or finance required; advanced degree preferred.
  • At least 7+ years of progressive financial management experience, including supervisory experience required.
  • Demonstrated experience training others in financial systems. Proven experience with Navigator a plus.
  • At least 4 years’ experience in grants management as well as an understanding of USAID, ECHO, EC, DFID, UN agencies regulations required.
  • At least 3 years’ international experience required; international NGO/PVO field office experience is preferred.
  • Four or more years accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.
  • Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports.
  • Prior management experience and strong organizational skills.
  • Internationally recognized qualification in project or program management or a commitment to obtain the qualification in the early months of work.
  • Advanced computer skills in MS Office programs, particularly Excel.
  • Demonstrated competency with computerized general ledger software.
  • Effective verbal and written communication, multi-tasking, organizational and prioritization skills.
  • Ability to work effectively with an ethnically diverse team in a sensitive environment.
  • Fluent written and oral communication in English. Fluency in Arabic is required.

Success Factors

The successful candidate will have a demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary. A high professional standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential. Training will be a key output/success factors of this role to ensure that the Jordan finance team are structured and properly trained to perform their functions with minimal oversight. S/he will have an impeccable professional standard of finance and procurement ethics and have the ability to analyze financial operational data and clearly present conclusions and recommendations. The most successful Mercy Corps staff members have a strong commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and Mercy Corps policies, procedures, and values at all times and in all locations.
