ORGANIZATIONAL CONTEXT
The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies, and working with communities in over 80 countries to improve nutrition and build resilience. To support this mission, WFP Fleet Centre in Dubai is mandated to centrally manage WFP’s light and armoured vehicle fleet leasing, fleet management, and systems support, insurance cover, vehicle disposal, and advanced driver training and fleet management training services, to enable effective, safe and efficient fleets in all WFP offices globally. Fleet Centre is also increasingly collaborating with other UN agencies in the area of provision of leasing services and related fleet management and training services.
The WFP Fleet Centre manages and delivers fleet management trainings and driver training programmes to WFP and other UN staff since 2007. Under the UN Reform agenda, Fleet Centre training offerings are going to be offered to UN sister agencies and other humanitarian organizations.
The Fleet Centre Training Manager is responsible for the Fleet Centre training strategy and its implementation and training delivery, including resource planning and management of Training Unit staff and trainers, quality assurance of training delivery, as well as for the continuous development of the training offerings and the operations of the Unit.
Under the supervision of the Chief Fleet Centre, or her/his designate, the consultant will have the following responsibilities:
KEY ACCOUNTABILITIES (not all-inclusive)
1. Lead the development and implementation of Global Fleet Centre Training Strategy, framework, and structure for all trainings, aligned and integrated with other, relevant Fleet Centre strategies and workstreams, and in line with wider WFP strategies and policies to ensure efficient and effective Fleet services
2. Lead the development of annual plans, contributing to longer-term strategies and lead improvements to policies, systems, and procedures to ensure services provided support WFP strategic objectives and are in compliance with corporate policies, standards, regulations, and processes
3. Oversee the existing resources in the area of responsibility and ensure adequate and appropriate resources are budgeted for and made available to support the implementation of the Fleet Centre Training Strategy.
4. Lead the implementation of the Fleet Centre Training Strategy, including operational staff management and development, and engagement with internal and external SMEs and service providers as needed.
5. Liaise and collaborate with WFP, external stakeholders, and clients of the Fleet Centre on required training initiatives
6. Manage and oversee the preparation of training offerings, including cost recovery aspects in collaboration with Budget Officer; review and prioritize global training requests; ensure effective allocation of training resources to deliver
7. Lead the comprehensive facilitation of specialized pre-briefing program of Trainers before field-based training missions; ensure trainers provide consistent trainings and are equipped with context-relevant fleet management/road safety data and information, and facilitate trainers' debriefing after the missions to ensure information dissemination within Fleet Centre;
8. Lead the identification, development, and continuous improvement of training curricula, materials, and training delivery methods, ensuring they are fit-for-purpose for the intended contexts and audiences;
9. Identify, maintain, and leverage relationships with internal/external stakeholders for substantive content and subject matter expertise.
10. Lead the preparation of complex training-related document management to provide management and clients with accurate information and reports for efficient planning and decision-making. (Directives, SOPs, guidance, manuals, etc.).
11. Assist and coordinate with the Road Safety Manager for producing and analyzing WFP Road Safety training-related reports at global, regional, and Country Office level to monitor RS incident levels and categories. Provide guidance and support to CO teams on actions to improve RS.
12. Develop training impact assessments; reporting on Training Unit performance and delivery against annual work plans.
13. Ensuring training is made available as broadly as possible in the most effective and cost-efficient manner, using the various training delivery methods and media, while maintaining the agreed quality standards.
14. Developing and fostering relationships with other WFP stakeholders, UN agencies, various fleet management networks, road-safety and training institutions, and academia.
15. Performing other duties may be required.
16. Willingness to travel as requested/required.
STANDARD MINIMUM QUALIFICATIONS
Academic Qualifications / Licenses:
• University degree / postgraduate qualifications in training management, education-related discipline, or similar preferred.
Experience:
• Minimum 8-years post-graduate, professionally relevant experience managing training programmes, projects, or initiatives within a similar context (UN/humanitarian/development in developing/emergency environments)
• At least one year of professional experience working and living in relevant contexts to understand the reality & context of the Fleet Centre’s audiences and set the tone and be able to guide others on-the-ground realities
• Desirable experience in managing training strategies focusing on Fleet management and Driver Training, additional experience in Occupational Health and Safety will be highly regarded
• Proven experience in effective and motivating people management
• Extensive experience in managing the learning and development needs of multiple stakeholders – internal and external
• Demonstrated experience in developing and implementing innovative, and relevant training solutions for a wide variety of audiences
Knowledge & Skills:
• Ability to work collaboratively in a team environment
• Ability to work effectively with people at all levels in an organization
• Ability to engage and influence a variety of stakeholders
• PRINCE2 Project Management Practitioner, APMP certification, or similar (preferred).
Languages:
• Verbal and written fluency in English (proficiency/level C) is required. Second UN Language (French, Arabic or Spanish is desirable).
