ORGANIZATIONAL CONTEXT:

This job is found under WFP Yemen Country Offices and it will be home-based. Generally, report to the Head of the Unit or designate.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

The humanitarian crisis in Yemen remains amongst the worst in the world. Around 75 percent of the population -approximately 23.4 million people- require some form of humanitarian or protection assistance, including 12.9 million people who are in acute need. WFP currently aims to save lives and protect livelihoods in emergencies, and specifically increase food consumption through the scale-up of life-saving emergency food assistance (particularly among the most food insecure population), as well as to expand coverage of nutrition interventions.

The Vulnerability Analysis and Mapping (VAM) unit of the WFP Yemen CO undertakes food security monitoring of the general population and its beneficiaries of various food assistance activities through mobile phone calls with support from third-party monitoring partner. In addition, WFP conducts annual food security and livelihoods assessments at district level and weekly price monitoring. Therefore, an abundance data of various sorts exists that is to help not only programme and strategic decision-making but also resource mobilisation efforts and advocacy. Regular outputs include monthly food security updates, quarterly food security and market review for all population, as well as quarterly beneficiary monitoring reports.

KEY ACCOUNTABILITIES:

The VAM Analyst will work under the direct supervision of the Head of the VAM Team. The key responsibilities include, but are not limited to, support Yemen CO VAM unit produce regular food security and market monitoring analysis/reports and interactive dashboards, in collaboration with other WFP internal teams and other external partners, as needed.

In particular, the VAM Analyst will:

1. Consolidate food security remote monitoring data from mVAM and rM&E into one common harmonized database, in liaison with the CO VAM Officer based in Amman and the VAM team in RBC Office

2. Thorough cleaning and analysis of household food security monitoring data sets, specifically mVAM data.

3. Draft and finalize WFP’s monthly report “Yemen Food Security Update”, in collaboration with VAM and OIM teams, and suggest most suitable methods for visualizing and disseminating the results.

4. Draft and finalize WFP’s quarterly report “Yemen quarterly food security review”, in collaboration with VAM and OIM teams. The selected candidate is required to perform in-depth data analysis of the drivers of food insecurity in the country, study market trends and highlight underlying risks affecting household access to food.

5. Collaborate with CO VAM team and other units within WFP in establishing interactive dashboards displaying food security and market outcome indicators. The dashboards are updated on monthly basis and shared internally within WFP and externally with various stakeholders.

6. Provide monthly updates for the Joint Monitoring Framework / Joint Monitoring Reports which integrate outcome monitoring results from the food security, nutrition, health and wash clusters. The hired candidate will work jointly with a team of analysts from FAO, UNICEF, WHO and other organizations on developing and updating risk alerts for all districts in Yemen. The results will be used by a committee of technical experts and senior officials to trigger additional emergency resourcing for the country -if needed- as well as prioritize locations where food and nutrition insecurity is the highest and where implementation gaps exist.

7. Update remote food security data collection tools (mVAM and rM&E), as needed.

8. Support capacity strengthening of WFP staff and partners, as needed.

STANDARD MINIMUM QUALIFICATIONS:

Education:

You have:

  • Advanced university degree in economics, food security, statistics, data science, public health/nutrition, geography or other related field or first university degree with additional years of related work experience and/or training courses.

Experience:

You have:

  • Minimum one or more years of professional experience in food security analysis and household data processing and reporting

Language:

You have,

  • Fluency in spoken and written English is essential and knowledge of Arabic is desirable.

MORE ABOUT YOU:

  • Demonstrated technical knowledge and understanding of WFP food security and vulnerability analysis framework, and emergency assessments.
  • Demonstrated proficiency in the use of statistical tools and methods for food security analysis, and hands on experience with statistical data analysis packages such as SPSS, STATA, Python or R.
  • Advanced reporting skills and adequate knowledge of visualization tools such as Tableau of or Microsoft Power BI.

TERMS AND CONDITIONS:

  • This position is required for a period of consecutive 11 months with a possibility of extension subject to the operational needs and availability of funding in Yemen Country Office.
  • Consultancy contracts will be subject to a mandatory break in service after a period of service of 11 continuous months.
