ORGANIZATIONAL CONTEXT
The hunger crisis in Afghanistan is unfolding at a rapidly, with over half the country’s population of 40 million now facing acute food insecurity—the highest number the humanitarian community has ever seen in Afghanistan. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.
Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.
JOB PURPOSE
To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.
KEY ACCOUNTABILITIES (not all-inclusive)
1) Emergency food security assessments
Design and carry out emergency food security assessments, to inform the design and targeting of WFP’s emergency operations – working in close collaboration with the focal point for WFP’s phone-based data collection system (mVAM). Specific tasks will include:
• Designing data collection questionnaires
• Designing sampling frame
• Managing data collection in (through close collaboration with WFP’s field offices)
• Carrying out data analysis
• Producing reports/bulletins to report the findings of the analysis. Particular focus should be placed on ensuring that reports are concise, visual (good use of maps, graphs, charts, and tables), and present clear operational recommendations to inform WFP programmes.
• Coordinate closely with other UN agencies, NGO and government partners on the design and implementation of these assessments – and take the lead as appropriate.
2) Market analysis
Design data collection tools and methods for market assessments and market monitoring (for both emergency and protracted relief/ recovery contexts), to inform WFP’s cash-based transfers operations (i.e. distribution of cash or vouchers) – working in close collaboration with the mVAM Programme Officer and the Cash Based Transfers team. Specific tasks will include:
• Designing data collection questionnaires – including questions related to protection and women’s access to markets.
• Designing sampling frame.
• Managing data collection in (through close collaboration with WFP’s field offices)
• Carrying out data analysis
• Producing reports/bulletins to report the findings of the analysis. Particular focus should be placed on ensuring that reports are concise, visual (good use of maps, graphs, charts, and tables), and present clear operational recommendations to inform WFP programmes.
• Coordinate closely with other UN agencies, NGO and government partners on the design and implementation of these assessments – and take the lead as appropriate.
3) National price monitoring system
• Produce weekly, monthly and special market price reports/bulletins by compiling the price information collected by WFP field offices.
• Continue supporting the Ministry of Agriculture to collect price data through the call centre established with WFP support.
• Manage the transition from WFP data collection to government data collection, once the Ministry’s system is well-established.
4) Analysis to inform WFP’s local purchasing programme, Purchase for Progress (P4P)
• Support value chain analysis in specific markets of P4P intervention;
• Monitor external markets and their impact on P4P commodities;
• Identify interventions to increase the impact of P4P
• Identify markets for local products that could be used to nutritionally fortify cereals purchased under P4P.
5) Build capacity amongst partners (UN, NGOs, government) and WFP staff (especially in the field offices) in market analysis
6) Participate actively in WFP Afghanistan’s Cash Based Transfers Working Group and in the Interagency Cash and Vouchers Working Group.
STANDARD MINIMUM QUALIFICATIONS
Education:
- Bachelor's Degree in B.Sc, B.A in Economics, Agriculture or other relevant field.
Experience:
- Six years of experience working in programme unit with humanitarian sectors.
- Has worked with technical teams (i.e. nutrition, VAM, etc.).
- Has contributed to implementation of programmes.
- Has observed or assisted with policy discussions.
- Good knowledge of statistics and data analysis – including familiarity with at least one analytical software.
- Some experience with data visualization (making graphs, charts, infographics)
Language:
- Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.
