JOB PURPOSE

WFP works through Cooperating Partners (CPs) including National and International non-governmental organizations (NGOs). The incumbent of this position will be responsible to assist the Cooperating Partners Management unit in different aspects of partnerships with most suitable and appropriate NGOs, partnering with WFP in the implementation of various modalities of food and cash assistance to achieve common goals and objectives.
To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

As part of the Programme team, and under the direct supervision of the Programme Policy Officer (CP Manager), the Programme Associate will have the following responsibilities:
1. Assist in managing the project approval process through the Country Office Project Approval Committee (CO PAC) in close coordination with country office cross-functional units as well as WFP’s Field Offices.
2. Maintain a good record of information, and update CP Management databases and trackers to provide different analysis over commitments made under the Field Level Agreements (FLAs) with CPs.
3. Support CP Manager in conducting key partnership processes including due diligence, capacity assessment/training and the partners performance evaluation.
4. Assist CP Manager in organizing the consultation meetings with cooperating partners across the country.
5. Assist the CP Manager in planning and conducting capacity building initiatives for NGOs, partnering with WFP.
6. Provide solutions for consideration to assist WFP Field Offices in implementing CP management policies and procedures in line with the approved SOPs.
7. Participate in the CP spot checks across WFP Field Offices to ensure that every element of the partnership process is on track and that the CPs abide by the terms and conditions agreed upon in the FLAs between WFP and respective Cooperating Partners.
8. Assist the unit in tasks and responsibilities assigned by the CP Manager in relation to the UN Partner Portal.
9. Assist the unit in tasks and responsibilities assigned by the CP Manager in relation to the Partner Connect.
10. AOB – as assigned by the supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • University degree in International Affairs, Economics, Social Sciences, Business Administration, Public Policy and/or Management or another discipline relevant to international development/humanitarian assistance.

Experience:

  • Six years or more of progressively responsible professional experience in humanitarian and development programming and/or project management related fields; and
  • Proven experience in a coordination focused role with diverse internal stakeholders.

DESIRABLE SKILLS AND KNOWLEDGE:

  • Ability to coordinate properly and communicate effectively at all levels.
  • Well-organized and able to produce quality drafts and analysis.
  • Ability to handle pressure and manage priorities timely and effectively.
  • Proficiency in Windows and MS Office (Word, Excel, PowerPoint, Outlook)

Languages:

  • Good verbal and written English.
  • Fluent in Dari and Pashto.
