Knowledge Management and MEAL Advisor
Background
The Building for Peace Fund Facility (B4PF) is a Grant Facility that aims to contribute to conflict prevention, peacebuilding and reconstruction in the Middle East and North Africa (MENA) region. The B4PF introduces an innovative partnership model forging long-term strategic relationships in fragile contexts with Local Non-Governmental Organisations (LNGOs), centred around quality funding, capacity development and learning. Funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) through the KfW Development Bank, the Facility will focus its funding on projects that combine infrastructure and service provision with peacebuilding/social cohesion components. The longer-term institutionalisation of the B4P Fund Manager role is being considered by KfW. In the interim, NRC has been selected to lead the B4PF. Key roles in the Fund Management Unit are being recruited. The KM and MEAL Advisor is an important role to staff from the very beginning of the setup of the Facility, due to the requirements of establishing processes and procedures and the core pillar of the Knowledge Exchange Platform (KEP).
In addition to the funding provided, an innovative knowledge platform will be created within the facility, which will be used to connect participating NGOs through exchange, joint learning, and development of approaches. Digital knowledge management approaches will be tested and piloted, which will continuously develop and evolved based on lessons learned throughout the process as well as from more formal learning opportunities, such as evaluations. Through the platform participating NGOs and other stakeholders will be directly connected into communities of practice, enhancing their capacity for peer-to-peer networking and direct exchange on B4P topics, as well as operational processes. The Knowledge Management component will be designed into a learning journey experience for the participating NGOs that will span throughout their engagement with the B4PF.
Specific Responsibilities:
- Support in the evaluation of concept notes and project documents submitted by NGOs applying for funding, particularly on log-frames, lead the assessment of their MEAL capacities.
- In close coordination with the Country Managers, onboarding and capacity building of NGO partners in the specific requirements of MEAL and Knowledge Management
- Organise regular on-site/virtual monitoring of implementation progress and quality (and debriefings).
- Work with the Third-Party Monitoring Consultant, NGO Partners and potentially one or more learning partners to establish baselines and endlines in targeted areas of intervention in order to measure the facility’s outcomes.
- Using existing NRC complaints and feedback standards and guidelines, including as regards data protection, and ensure that NGO partners have minimum standards in place for a coordinated CFM, centralized within the Fund Management Unit.
- Encourage use of the Facility’s knowledge repository (share-point-based), ensuring timely knowledge capture, updating and that learning is promoted and streamlined throughout project cycle management.
- Promote peer-to-peer learning and establish learning communities in order to help achieve overall objectives of the Fund.
- As part of a learning committee promote external sharing of learning via the Facility’s own website and KfW’s social media channels. Support the Communications team with learning content for external audiences.
- Review reports and other submissions by NGO partners, ensuring rigorous and quality processes have been applied to internal monitoring for maximum accuracy.
- Encourage learning at all levels via innovative means
- Disseminate guidelines and SOPs on MEAL and KM to all NGO partners and create a capacity building framework to ensure knowledge and practice will be at required levels. Develop frameworks and health checks to measure partner’s performance in MEAL and KM.
- Provide internal updates and reports on all required areas of MEAL.
- Represent the Fund Management Unit upon delegation and undertake ad hoc responsibilities as required
